About this opportunity
The U.S. Coast Guard seeks firm fixed price cleaning services for the exteriors of two buildings at Base New Orleans, with proposals due August 10. This is a Total Small Business Set Aside, restricting competition to entities meeting small business size standards.
Place of performance is Base New Orleans, 1790 Saturn Boulevard, New Orleans, Louisiana 70129 (NASA Michoud Assembly Facility). The Administration Building comprises approximately 60,000 square feet of vertical surface (three stories, approximately 60 feet tall); the Industrial Building comprises approximately 40,000 square feet (two stories, approximately 40 feet tall). Total surface area requiring cleaning is approximately 100,000 square feet. Building exteriors consist of painted concrete and metal materials. Work shall be performed Monday through Friday, 8:00 AM to 4:00 PM, excluding federal holidays, with performance required to commence within 14 calendar days of submittal approval and completion within 14 calendar days of award.
The contractor must furnish all labor, tools, materials, equipment, supervision, and transportation. Water is available via garden hose spigots at 40–60 PSI from city lines; 120-volt AC outlets are available around and inside both buildings. Contractors must use environmentally friendly, non-emulsifying cleaning agents preapproved by Base New Orleans Environmental Program. The Government will not pre-seal windows, doors, HVAC intakes, or expansion joints; contractors are responsible for temporary waterproofing. Aerial lift placement requires site visit coordination due to unknown weight and size constraints. The contractor must comply with OSHA regulations, state and local safety laws, all environmental regulations including RCRA, and is liable for any damage to government property.
The NAICS code is 561790 (Other Services to Buildings and Dwellings); PSC code is S299. Service Contract Act wage determination 2015-5189, Revision 33, applies. Evaluation criteria are lowest price technically acceptable, with past performance and technical capability as factors. All offerors must be actively registered in SAM.gov prior to award. Offerors with no relevant past performance receive a neutral rating.
