About this file

This is a Questions and Answers document for Cleaning of Admin Building Solicitation (70Z029QNEWO000347), dated July 28-30, 2026, addressing contractor inquiries regarding the Base New Orleans Administration and Industrial Building Cleaning project. The Q&A clarifies critical operational and technical requirements for the pressure washing and exterior cleaning work.

Building specifications include a three-story Administration Building (approximately 60 feet tall with 60,000 square feet of vertical surface) and a two-story Industrial Building (approximately 40 feet tall with 40,000 square feet of vertical surface). Building materials consist of painted concrete and metal. Regarding utilities, 120-volt AC outlets are available around and inside both buildings, and water connections are standard garden hose spigots with pressure ranging from 40-60 PSI (GPM unknown) fed from city water lines. The contractor must conduct a site visit and pre-project planning to assess aerial lift machinery placement due to unknown weight and size constraints. Building siding consists of painted concrete and metal, with maximum pressure washing heights reaching 60 feet. The Government will not pre-approve cleaning agents or provide a preferred product list; contractors must submit environmentally friendly cleaners for pre-approval by Base New Orleans Environmental Program. Additionally, the Government will not seal windows, doors, HVAC dampeners, or expansion joints prior to work; contractors are responsible for providing temporary waterproofing protections as needed. The Government is still confirming whether 100% water runoff recovery and off-site disposal is required or if filtered runoff can naturally drain through vegetated grounds with sediment barriers. Cleaning methodology (high-pressure wash versus soft wash with specialized solutions) is left to contractor judgment based on scope assessment.

Cleaning of Admin Building Solicitation Questions.

07/28/2026

1) Q: What type of siding is on the building (e.g., stucco, vinyl, sheet metal, wood, or another material? A: Material consists of painted concrete, as well as some metal.

2) Q: What is the approximate height of the buildings that require pressure washing? A: Maximum height of 60ft.

3) Q: Are you looking for a traditional high-pressure wash to remove dirt and debris, or a soft wash that uses low pressure and specialized cleaning solutions to eliminate organic growth at its source? A: This is to be determined by your judgement on the scope of work and what you would need.

07/30/2026

1) Q: Water and Power Hookup Capacity: Part 1, Section 6 of the PWS states that electrical power and water are available within proximity. Could the Government please provide the exact locations of these utility connection points relative to both the Administration and Industrial Buildings? Additionally, please specify the water pressure (PSI) and flow rate (GPM) available at these hookups so we can determine if auxiliary water containment trucks or booster pumps are required to meet pressure washing requirements. A: 120v ac outlets are located around and inside both buildings. The water connection is typical garden hose spigots; pressure ranges from 40-60 psi, unknown GPM. They are fed off city water lines

2) Q: Building Heights and Aerial Lift Ground Restrictions: Part 2, Section 1 outlines vertical cleaning requirements for approximately 60,000 sq. ft. of vertical surface on the Administration Building and 40,000 sq. ft. on the Industrial Building. Could the Government please provide the maximum height or number of stories for each building? Furthermore, are there any weight, height, or surface restrictions (such as delicate landscaping, concrete load limits, or underground vaults) that would restrict the placement of high-reach aerial boom lifts around the building perimeters? A: Admin Building is three stories high, approximately 60’; Industrial Building is two stories high, approximately 40’. Site visit and pre-project planning will be required for machinery placement as I am not aware of machinery weights, sizes, etc.

3) Q: Wash Water Runoff Recovery and Containment: Part 1, Section 8 mandates that absolutely nothing shall be discharged into the storm drains at any time and that nearby drains must be covered/sealed. Does the Government require 100% recovery, containment, and off-site disposal of all wash water runoff, or is the contractor permitted to allow filtered runoff water to naturally drain/evaporate through surrounding vegetated grounds after passing through sediment barriers (e.g., silt fences)? A: We are getting further confirmation with this.

4) Q: Pre-Approved Cleaning Agents: Part 1, Section 8 states that all cleaners and detergents must be environmentally friendly and receive pre-approval from the Base New Orleans Environmental Program prior to use. To expedite the technical submittal process within the strict 14-day post-award timeline, can the Government provide a pre-approved product list or specify preferred green/biodegradable certifications (e.g., Green Seal, EPA Safer Choice) that qualify for rapid approval? A: We are getting further confirmation with this; no, we will not provide a list of what may be used.

5) Q: Window and Exterior Joint Water-Tightness: Exterior vertical washing introduces a risk of water intrusion through windows, doors, expansion joints, and HVAC intakes. Will the Government be responsible for ensuring all building windows, doors, and HVAC dampeners are fully sealed and water-tight prior to washing, or is the contractor expected to provide temporary waterproofing protections? A: Govt will not be responsible for ensuring sealing of any items prior to work being conducted beyond the normal state of the building and restricting use of doors in the areas being worked on.
