About this opportunity
The Department of the Air Force Air Combat Command is seeking a small business contractor to upgrade fire pump controllers and fire alarm systems at Building 11600 located at Beale Air Force Base in California. The project involves comprehensive demolition of existing fire protection infrastructure and design-build installation of new fire alarm controllers, monitoring systems, and a ductless split system air conditioner. Contractors must provide all necessary design, labor, materials, testing, and professional services to deliver a fully functional and code-compliant fire protection system for the facility, which provides dedicated fire water for aircraft hangars 1-6. The pre-solicitation notice indicates that potential bidders must demonstrate past performance through at least two relevant Department of Defense or Executive Agency projects completed within the last ten years. Key dates include a posting date of December 10, 2024, and a response deadline of January 20, 2025, with contractors expected to submit detailed qualifications through a Sources Sought Questionnaire.
The opportunity is designated as a Total Small Business set-aside, targeting engineering services under NAICS code 541330 and product service code J042 for maintenance and repair of fire fighting and safety equipment. The project timeline specifies a 120-day period of performance, with contractors required to maintain operational continuity of the existing fire pump systems during construction. While specific award value is not explicitly stated, the comprehensive nature of the upgrade—involving new fire alarm panel installations, sensor replacements, monitoring module implementations, and infrastructure modifications—suggests a significant project scope. The current facility, constructed in 2004, requires substantial upgrades to meet current cyber security regulations and industry standards, with the primary objectives being improved system monitoring, operational reliability, and compliance with contemporary safety protocols.

This contract opportunity serves as a presolictation for the following requirement:
BAEY 240015 Upgrade Fire Pump Controllers at B11600 located at Beale Air Force Base (AFB), California. The services to be performed shall include demolition of the existing fire alarm system and fire pump controllers, design and construction of a new fire alarm system and fire pump controllers. Project also includes installation of a ductless split system air conditioner with programmable thermostat. See site map for location and layout.
Building 11600 pump house provides dedicated fire water for aircraft hangars 1-6. The site arrangement includes two water storage tanks and an associated water pumping facility that houses three electric fire pumps and two electric jockey pumps with associated controllers. The pump house facility was constructed in 2004. Subsequent projects have replaced selected equipment within the pumphouse except for the fire pump controllers. They are old and out of compliance with current standards and need replacement. The current fire alarm system does not provide adequate monitoring of the fire pump system which has resulted in reoccurring damage to fire equipment. The fire alarm system is out of compliance with current cyber security regulations and the space where the FACP is located is not properly temperature controlled. Improper reporting by the fire alarm system and old fire pump controllers pose a serious risk to the operability and maintainability of the system.
The Contractor shall furnish all design, labor, supervision, transportation, materials, testing, analysis, reports, permits, hauling, tools, equipment, disposal, and professional services to accomplish all the work involved to construct the project described in section 1.2.
