About this opportunity
The Department of the Air Force Air Education and Training Command seeks conversion of an existing T1 Hangar to a T-7A Unit Maintenance Training Facility at Columbus Air Force Base, Mississippi, with proposals due June 25, 2026. This is a total small business set-aside, firm fixed-price construction contract with sealed bid delivery.
Place of performance is Columbus, Mississippi. The contractor must provide all plant, labor, equipment, transportation, and tools for civil, mechanical, electrical, plumbing, fire protection, communications, architecture, structural, and related discipline work. Performance commences within 10 calendar days of notice to proceed and must be completed within 365 calendar days. Liquidated damages are assessed at $362.62 per calendar day for failure to meet the completion deadline. The NAICS code is 236220, Commercial and Institutional Building Construction, with a size standard of $45 million in annual receipts.
The scope encompasses HVAC system installation (separate systems for administrative/classroom and training bay, sized for four devices producing 41,000 BTU/h each with temperature maintenance at 50–85°F and 20–80% relative humidity), demolition and replacement of the entire existing AFFF wet pipe sprinkler system with a new system including a 1,000 GPM fire pump, new fire alarm control panel installation (Notifier 320 with fiber card), a 1-hour to 2-hour fire-rated wall separating training spaces from existing hangar bays, electrical upgrades including a 750 kVA transformer and new main distribution panel, telecommunications infrastructure with empty pathways (government furnishes cabling), spray foam roof insulation, ASHRAE 90.1 compliance, and hazardous materials abatement including approximately 618 fluorescent bulbs, 331 PCB-containing ballasts, 10 smoke alarms, and one mercury thermostat. Contractors must complete mandatory Controlled Unclassified Information training and return a signed acknowledgment to access CUI-controlled drawings through SAM.gov. A site visit is highly encouraged but not mandatory on May 5, 2026 at 9:00 AM CST; registration closes April 29 at 1:00 PM CST via Entry Authorization Listing submission. Amendment 1, effective June 1, 2026, extended the RFI due date to June 11 and the proposal due date from June 4 to June 25. Performance and payment bonds are required within 10 calendar days of award. The contract value is estimated between $5 million and $10 million. Evaluation will apply lowest-price technically-acceptable source selection, considering price completeness, reasonableness, balanced pricing, technical acceptability, and past performance. The general construction subcontracting limitation is 85%.
