About this file

This is a Cost Breakdown Excel template for construction project proposals submitted to Columbus Air Force Base. The template is designated as Appendix A and requires offerors to provide detailed pricing information organized across multiple cost categories including bonds and insurance, mobilization, architecture and engineering design (at 35%, 65%, 95%, and 100% phases), materials, equipment, labor hours, and miscellaneous charges. Offerors must complete vendor information fields (name, address, phone, email, NAICS code, and CAGE code), solicitation details (project title, solicitation number, period of performance, and proposal validity duration), and calculate a total project price including Mississippi State Tax where applicable.

The template emphasizes that offerors bear full responsibility for submitting adequate supporting data and documentation to justify all proposed costs, with the burden of proof resting on the contractor to establish pricing reasonableness. The government explicitly states that a fully supportable and well-prepared cost proposal reflecting the total project cost is in the offeror's best interest, and all basis and rationale for proposed costs must be provided so government personnel can verify the information is current, complete, and accurate. This cost breakdown template applies to solicitation FA302226R0001 for converting the T1 Hangar to a T-7A Unit Maintenance Training Facility at Columbus Air Force Base, which requires comprehensive civil, mechanical, electrical, plumbing, fire protection, communications, and structural work.

GENERAL INFORMATION
The purpose of the requested information in the attached worksheets is to assist government personnel in the review and evaluation of proposals submitted by offerors. Offerors are reminded that the responsibility for providing adequate supporting data and attachments lies solely with them. Further, the offeror must also bear the burden of proof in establishing reasonableness of proposed pricing; therefore, it is in the offeror’s best interest to submit a fully supportable and well-prepared cost proposal that reflects the total cost of the project. The basis and rationale for all proposed costs should be provided as part of the proposal so that Government personnel can place reliance on the information as current, complete and accurate.
