About this file
This document is a Questions and Answers (Q&A) clarification for a federal contract solicitation (B995 Second Round Added) related to a training facility renovation project involving simulator bays and a hangar conversion.
The project requires contractors to design and provide HVAC systems, including a Dedicated Outdoor Air System (DOAS) for the classroom and simulator spaces, without manufacturer-provided equipment in individual simulator bays. The existing hangar must meet active hangar bay requirements per UFC 4-211-01, including emergency shower and eyewash stations, compressed air systems, hose reels/bibbs, and intermittent exhaust fans coordinated with the DOAS. Air intakes must be removed from simulator bays to enable proper conditioning and maintain temperature ranges of 50–85°F and 20–80% relative humidity. HVAC equipment must be capable of turning down proportionally to the 41,000 BTU/h heat load from four simulators. New ceilings are required in the three simulator bays, and new high-bay LED lighting with ballasts is required only in those three bays. The mechanical yard with exterior grade-mounted packaged HVAC units is the preferred installation method. No existing AFFF system components remain in the hangar; contractors need only coordinate with the existing wet-pipe sprinkler system. Contractors must hire 4-County to replace the transformer, install a Notifier 320 fire alarm panel with fiber card, and use government-approved DDC equipment capable of connecting to Johnson Controls. The spray foam insulation requirement on the roof remains mandatory. Technical proposals must include a synopsis demonstrating understanding of SOW requirements and full project scope. Past performance information is optional and not required for proposal submission, though the government may request clarification.

B995 Second Round Added
1.) Will each simulator bay be provided with manufacture- provided HVAC equipment?
If so, will there be exhaust requirements for equipment heat rejection or due to possible refrigerant leakage, and how/where would condensate need to be routed?
No manufacturer provided HVAC.
2.) Will a Dedicated outdoor air system in accordance with UFC 3-410-01 section 2-3.2 be required to serve the facility or will the RFI’s explaining that only two systems will be provided override these requirements? It is anticipated that the total outside air load exceeds 1,000 CFM for this facility which would trigger the requirement for a DOAS ducted directly to each space.
Assume the DOAS will be required, the intent is for the design build contractor to design and provide the two units for the classroom and sim space.
3.) With the inclusion of the training simulators, will the existing hangar be utilized for the purpose of a hangar at times and be required to meet UFC 4-211-01 requirements such as the following:
. Will emergency shower and eyewash stations be required as if this is an active hangar bay?
Yes
. Will compressed air system need to meet the requirements of an active hangar bay?
Yes
. Will hose reels/ hose bibbs be required to meet the requirements of an active hangar bay?
Yes
. Will exhaust and ventilation rates be required to meet the requirements of an active hangar bay, and will exhaust system be required to run continuously while the building is occupied?
Yes, provide intermittent exhaust fan with DOAS to supply outside air for the bay exhaust fan.
4.) RFI response 108 states that exhaust louvers and fans are to remain. Does this apply to the hangar bays that will receive training simulators?
. If so, conditioned spaces are not allowed to receive unconditioned air. Will the intakes be removed and the exhaust fan remain? Temperature ranges of 50–85°F / 20–80% RH can not be guaranteed if unless the sim bays are conditioned.
The intakes will need to be removed so the bays can be conditioned.
5.) Will the 4 simulators producing 41,000 BTU/h each continuously, or will the HVAC equipment serving the area be required to turndown accordingly.
The HVAC equipment will be required to turn down accordingly.
6.) Confirm requirements of UFC 4-211-01 3-7.2 and 3-7.2.1 are not applicable to this project.
They are not applicable as the only work being performed on a hangar door should be infilling the one at the class room sections, the other two doors are to remain, and remain operational. The branch circuits powering the doors may need to be moved if the design determines that, but there is no new requirement for a portable back up generator connection or the separate dedicated power supply.
7.) Please confirm whether UFC 4-211-01 requirements for HVAC equipment location apply to this project. UFC 4-211-01 requires HVAC air-handling equipment serving administration and shop spaces to be located in dedicated mechanical rooms or on the roof, with floor-mounted units located in mechanical rooms and not within the actual spaces served. The current design intent is to provide exterior grade-mounted packaged HVAC units adjacent to the building, with outside air intakes ex-tended to 10 feet above grade for ATFP compliance. Please confirm whether exterior grade-mounted packaged HVAC units are acceptable for this project, or whether the units must be located in a mechanical room or on the roof.
The mechanical yard and exterior units is the desired method.
8.) In the hangar bay area to receive the new Training Simulators, will a new ceiling be required, or are contractors permitted to leave this area exposed to the structure above?
New ceiling to be required.
9.) Section’s L&M in the Solicitation seem to have differing information in regard to what is required for the proposal. Section L just references the Pricing breakdown and a technical synopsis, while section M seems to indicate that there should be two sep-arate volumes (Price & Non-Price) and that Past Performance is also required. Can you clarify exactly what proposal Items are required and in which volumes they are to be inserted?
Section L, para 4) General Information, states what the contractor must provide in their proposal.
Section M states evaluation factors for award. Additionally, per section M “Past performance information may be provided by the offeror, as solicited. Offerors are not required to submit past performance with their proposal. The Government may reach out for clarification on past performance information…”
10.) Section M doesn’t specify the number of projects required for the Past Perfor-mance section. Please clarify.
Per section M “Past performance information may be provided by the offeror, as so-licited. Offerors are not required to submit past performance with their proposal.
The Government may reach out for clarification on past performance information…”
11.) If CPARS aren’t available for a project, can we use previously completed PPQ’s to demonstrate the quality of past performance?
See answer to questions 10 above.
12.) In sections L&M, there does not appear to be clear requirements for what is to be included in the Techniical Synopsis. Please clarify.
Per section L:
4. Offerors shall include a Technical Synopsis to demonstrate their understanding of the project.
a. Offerors shall clearly demonstrate that proposals fulfill the requirements as out-lined in the SOW. If there are any exceptions to the SOW within the proposal, offe-rors shall clearly state such exceptions.
b. The Technical Synopsis shall reflect a full understanding of the scope of the pro-ject.
13.) RFI 48 states that contractors are required to remove the existing AFFF sys-tem throughout the entire hangar. Based on information and photos gathered during the site visit, there does not appear to be an existing AFFF system in the hangar cur-rently,. since no foam generators were obsevered; however there is an existing wet-pipe fire suppression system assumed by the presence of sprinkler heads. Please confirm that the existing fire suppression system within the hanger is a wet-pipe sprinkler system, and not a AFFF system.
Verified no AFFF system components remain in the hangar.
14.) If an AFFF system is present within the exsting hangar, are contractors re-quired to remove only the portion within the hangar, or are contractors required to remove drainage systems installed for the AFFF system as well?
No AFFF system components remain.
15.) The government's response to RFI 85 states that bidders are to provide new high-bay lighting with LED and new ballast. Is this for the entier hangar, or just the (3) bays that will receive new walls and HVAC?
Just the 3 bays receiving new walls and HVAC.
16.) If new roof insulation is to be installed in the admin area, as well as insula-tion being placed on the ceiling, can contractors assume that the space between the roof and ceiling is not to be conditioned? Or will that area be required to be con-ditioned?
That space will not be conditioned.
17.) If the interstitial space between the admin ceiling and roof is not to be counted as conditioned space for heat loads, can the requirement for spray foam on the roof be removed, as all insulation for the office area would be installed directly abov ethe ceiling?
The requirement for the spray foam shall remain.
18.) Are contractors required to hire 4-County to replace the transformer under this contract, or will 4-County be hired directly by the government, and contractors are to coordinate?
The contractor will be required to hire 4-County to replace the transformer under their contract.
19.) Is there a specified fire alarm panel or brand that is required for installation on this base?
Notifier 320 with fiber card.
20.) The SOW mentioned Johnson Controls for the DDC scope. Is Johnson Con-trols required for the DDC package?
A government approved equivalent that is capable of connecting to JCI is acceptable.
