About this file
This is a compiled answers document to a Request for Information (RFI) for the B995 Convert T1 Hangar to T7 UMT Facility project at Columbus Air Force Base. The document contains government responses to 119 contractor questions regarding the scope, design requirements, and operational parameters for converting an existing T1 Hangar into a T-7A Unit Maintenance Training (UMT) Facility.
Key scope clarifications include: the contractor will use the floor plan on page 147 of the PCR_SOW and a separate UMT floor plan document; one Mega door will be removed and infilled while others remain operational; a firewall must be created between the UMT Training Bay and the rest of the hangar; and the existing administrative area remains in place and is outside the renovation scope. HVAC design requires two separate systems (one for admin/classroom, one for training bay) sized for four devices producing 41,000 BTU/h each plus 18 occupants, maintaining 50-85°F and 20-80% humidity. Electrical power assumes 120/208V at 100 Amps per device with disconnects provided by the design-builder for future equipment installation. The contractor must demolish the entire existing AFFF wet pipe sprinkler system throughout the hangar and replace it with a new system, install a new fire alarm control panel (not reuse existing), and install a new fire pump. Hazardous materials abatement includes approximately 618 fluorescent bulbs, 331 PCB-containing ballasts, 10 smoke alarms, and one mercury thermostat. The design-builder's telecommunications scope is limited to empty pathways only, with government-furnished/government-installed cabling to follow. Administrative classrooms must each be 1,320 SF. The contract period is 365 days from award including all design and construction phases, with no time extensions permitted; material suspensions of work may be authorized between submittals and construction start. UPS systems for simulators will be government-furnished and separately installed post-completion. No permits requiring cost are anticipated, existing as-builts have been provided, and the facility will not be occupied during construction with no phasing requirements.

31. Please confirm if contractors are to assume that no hazardous materials are present in the area of construction.
The PCR "Hazardous Materials Remediation" section identifies several specific items within Building 995, including approximately 618 fluorescent light bulbs, 331 presumed PCB containing ballasts, 10 smoke alarms, and one suspect mercury-containing thermostat.
32. If contractors are to assume that hazardous materials are present within the construction area, please provide a quantity that contractors can assume requires abatement.
The contractor is to abate the hazardous materials listed in the PCR.
33. Could the government provide a single SOW document that combines all appropriate requirements of the "PCR_SOW" and the "B995 Conversion SOW" in order for contractors to have a single, clear scope to provide pricing for?
B995 Conversion SOW is the SOW for the project. The PCR is a supplemental document supporting the requirements in the B995 Conversion SOW.
34. Government Furnished Equipment (GFE) vs. Contractor Furnished (UPS Systems) See 38
35. The PCR states under "Interior Electrical" that "Combination Uninterruptible Power Supplies (UPS) and Power Distribution Units (PDU) must be furnished and installed by the Contracting Officer vendor (TBD)".
See 38
36. The PCR also notes under "User Equipment" that an Uninterruptible Power Supply (UPS) is required for the facility.
See 38
37. Conversely, the SOW explicitly states in Section 2.4 that "The Government will not furnish any equipment or materials for this project".
See 38
38. Please clarify if the Design-Builder is responsible for furnishing and installing the UPS/PDU systems, or if these will be provided by the Government/Contracting Officer vendor as stated in the PCR.
The UPS for these simulators will be Government furnished/Government (separate contractor) installed after project completion.
39. Administrative Area Demolition Scope Contradiction See 43
40. The PCR "Space Planning Diagrams" section states, "The existing B995 administrative building is not being renovated or demolished as part of this project".
See 43
41. However, the PCR "Fire Safety Deficiencies" section states, "The admin area of the building is not currently protected by a sprinkler system".
See 43
42. That same section immediately follows with, "This area will be placed on the demolition list and therefore, no sprinkler system will need to be added".
See 43
43. Please clarify if the existing administrative area is to be demolished under this contract, or if it is remaining in place and outside the scope of work.
The existing administrative area is remaining in place.
44. Fire Suppression Demolition Limits See 48
45. The SOW Section 2.3.15 instructs the contractor to perform fire protection work as outlined in the PCR.
See 48
46. The PCR "Fire Suppression" section states that the "existing AFFF wet pipe sprinkler system currently protects the hangar".
See 48
47. The PCR further states, "This system must be demolished for the entire hangar and replaced with a new wet pipe sprinkler system".
See 48
48. Please confirm if the Design-Builder is responsible for demolishing the AFFF system throughout the entire physical hangar, even if portions of the hangar fall outside the specific "in-scope construction area" designated for architectural and HVAC renovations.
The Design Builder is responsible for demolishing the AFFF system throughout the entire physical hangar, even portions of the hangar that fall outside the specific “in-scope construction area” designated for architectural and HVAC renovations. The new wet pipe system the Design-Builder is responsible for shall cover the whole hangar.
49. Classroom Square Footage / Tabular Discrepancy See 52
50. Table 3B in the PCR ("Facility Program") lists the Academic Instruction Spaces as requiring two (2) Classrooms.
See 52
51. The table lists the square footage for these classrooms as "1,080", but the adjacent column lists the total as "1,320".
See 52
52. Please clarify the required square footage for the classrooms, as two 1,080 SF classrooms would total 2,160 SF, not 1,320 SF.
The DAFMAN column has the minimum required SF for the classrooms, the PCR has each as 1,320 SF each classroom for a total of 2,640 SF. The intent is for each classroom to be 1,320 SF so it is over the DAFMAN minimum.
53. Simulator/Trainer Quantities and Utility Sizing See 57
54. The PCR "Space Planning Diagrams" section specifies that the high-bay space is provided "for ease of configuration of the four (4) trainers that are planned for the facility".
See 57
55. The SOW Section 2.2 also mentions housing "four (4) maintenance simulators".
See 57
56. However, the PCR Table 3B ("Facility Program") and Section 3.3 ("User Equipment") only account for one (1) Seat/Canopy Trainer and one (1) Avionics/Cockpit Trainer.
See 57
57. Please clarify the exact number and types of simulators the facility and its utilities must be designed to support so accurate electrical and HVAC loads can be calculated.
Please refer to RFIs 23 and 24.
58. Hazardous Material Abatement Responsibilities See 61
59. The PCR "Hazardous Materials Remediation" section identifies several specific items within Building 995, including approximately 618 fluorescent light bulbs, 331 presumed PCB containing ballasts, 10 smoke alarms, and one suspect mercury-containing thermostat.
See 61
60. The SOW addresses the disposal of lead-based paint chips at the Government's cost in Section 6.11.2.
See 61
61. Please clarify if the Design-Builder is responsible for the abatement, removal, and disposal costs of the specific fluorescent bulbs, PCB ballasts, mercury thermostats, and smoke alarms listed in the PCR.
The design builder is responsible for the abatement, removal, and disposal of the specified items.
62. Telecommunications Pathway vs. Inside Plant Cabling See 66
63. The PCR Section 3.3 ("User Equipment") states that "Inside plant cabling, connectors, patch panels, terminations, testing and labeling" are required.
See 66
64. The remarks for that section note that "All pathways conduits, boxes, basket tray, handhole, etc. must be in place for GFGI inside plant cabling".
See 66
65. The SOW Section 2.3.30 states that "Conductors, terminations, and testing of the NIPRnet system shall be performed by Base Communications".
See 66
66. Please confirm that the Design-Builder's scope for interior communications is strictly limited to providing the empty pathways (conduit, boxes, basket tray, racks, backboards) and that all physical copper/fiber cabling, terminations, and testing for the networks will be Government Furnished / Government Installed (GFGI).
That is correct.
67. HVAC System Quantities See 70
68. Section 2.3.9 of the SOW states that the contractor must "Design, furnish, and install three (2) separate HVAC systems".
See 70
69. The text contradictorily specifies both the written word "three" and the numeric value "(2)".
See 70
70. Please clarify the exact number of independent HVAC systems required for this scope.
2 systems, 1 for admin/classroom area and 1for training bay area.
71. Life Cycle Cost Analysis (LCCA) Requirements See 74
72. Section 2.3.11, paragraph 2, states that sustainable principles, including a life cycle cost analysis, will be integrated into the HVAC system's design and construction in accordance with UFC 1-200-02.
See 74
73. However, the SOW does not explicitly list an LCCA report in the design submittal stages outlined in Section 3.6.
See 74
74. Please clarify if a formal LCCA report must be submitted for Government review to satisfy this requirement.
No formal LCCA report required.
75. If a formal LCCA report is required, please specify at which design phase (e.g., 35% or 65%) this submittal is expected.
No formal LCCA report required.
76. Energy Modeling & ASHRAE 90.1 Compliance See 81
77. Sections 2.3.4 and 2.3.5 mandate that the new interior insulation must be designed to meet ASHRAE 90.1 requirements.
See 81
78. Additionally, Section 3.2.3 requires a psychrometric/load design analysis to be submitted at the 35% design phase.
See 81
79. Please clarify if a comprehensive, whole-building energy model is required to prove overall ASHRAE 90.1 and UFC 1-200-02 compliance.
A comprehensive whole building energy model is not required.
80. Alternatively, please confirm if standard heating/cooling load calculations and prescriptive insulation compliance are sufficient to meet the design intent.
Standard heating/cooling load calculations and prescriptive insulation compliance are sufficient to meet the design intent.
81. Existing High-Bay Lighting Replacement Scope See 85
82. Section 2.3.22 dictates that existing bay lighting will remain in place unless illumination requirements fail to meet UFC 3-530-01.
See 85
83. The SOW states that compliance will be determined by a photometric analysis provided at the 35% Design phase.
See 85
84. Because the necessity to replace the lighting will not be established until after the contract is awarded and the 35% design is evaluated, please clarify how this should be bid.
See 85
85. Should bidders carry a specific financial allowance for new high-bay lighting, or will lighting replacement be addressed via a contract modification if the existing fixtures fail the analysis?
The bidders should bid on new high-bay lighting with LEDs and new ballast.
86. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
