Place of performance is Columbus, Mississippi. The contractor must provide all plant, labor, equipment, transportation, and tools to complete the renovation to meet UFC and AFI requirements. Key scope includes installing a dedicated Variable Refrigerant Volume HVAC system sized for 25 occupants with 25 continuous duty workstations and communication servers; furnishing and installing a backup generator sized 60–80 kW with automatic transfer switch to serve the EOC, IDRC, communication rooms, bathrooms, HVAC system, and fire alarm reporting system; new electrical systems including Johnson Controls field controller and emergency panel; new carpet tile with 6-inch raised floor in the command section; new ceiling grid with LED lights and occupancy-sensing controls; and a metal privacy fence around the exterior condensing unit pad. The contractor must conduct formal HVAC and generator load calculations during the 35% design phase, perform system start-up and testing with third-party certified testing and balancing reports, and provide training to base maintenance personnel. Period of performance is 275 days from Notice to Proceed, with design submittals required at 35%, 65%, 95%, and 100% completion stages. Liquidated damages are $616.97 per calendar day of delay. Performance and payment bonds are required within 10 days of award. Contract magnitude is estimated between $250,000 and $500,000. Evaluation will apply Lowest Price Technically Acceptable (LPTA) methodology assessing price, technical acceptability, and past performance. All contractors must complete CUI training and obtain base entry authorization before accessing drawings and CUI documentation. A site visit was held August 11 at 9:00 AM CST; RFI deadline was August 17 at 7:30 AM CST. Amendment 0002, issued August 19, attached AS-BUILTS-PHASE-1 and AS-BUILTS-PHASE-2 drawings.
