About this file
This is a Request for Information (RFI) Q&A document for solicitation FA302226R0022, addressing clarifications on the B730 Renovate Room 106 for Emergency Operations Center project at Columbus Air Force Base. The project scope involves a full renovation of the alternate Emergency Operations Center (EOC) to meet UFC and AFI requirements, with an estimated contract value between $250,000 and $500,000.
Key clarifications provided include: (1) the superintendent must be separate from the QA/QC personnel, though a general QA/QC and Safety Plan are acceptable rather than contract-specific plans; (2) the second floor bathroom is excluded from scope; (3) the entire IDRC area requires emergency power; (4) boiler intake piping relocation is no longer applicable; (5) ceiling patching rather than full replacement is acceptable where refrigerant lines and ductwork cross other rooms, with salvaged materials to be reused; (6) the existing thermostat serving the communications room, mechanical room, and electrical room is being relocated to the electrical room, with a new VRV unit and thermostat to serve the communications room; (7) the ATS will be located in the first floor electric room; and (8) references to "Room 136" in SOW sections 2.3.29 and 2.3.30 should be corrected to "Room 106." Architectural, electrical, mechanical, and plumbing drawings were made available. The site visit occurred on August 11, 2026, with RFI submission deadline of August 17, 2026 at 7:30 AM CST.

General plan is acceptable.
1. Are contractors required to issue a contract specific Safety Plan?
General plan is acceptable.
1. Is this project tax exempt?
Cons to answer.
1. At the site walk we were told the second floor bathroom was not in scope. Please confirm that the second floor bathroom is not in scope The second floor bathroom is not in the scope of this project.
1. Is the entire IDRC area to be on emergency power, or just Room 212?
Entire IDRC area.
1. Please provide drawings of the following:
6. Architectural drawings of the EOC room, particularly wall partitions
6. Electrical drawings – one lines and power/lighting of the rooms in scope
6. Mechanical Drawings of the EOC room and the IDRC rooms
6. Plumbing drawings of the EOC and IDRC room areas for condensate drains Available drawings attached.
1. The solicitation refers to boiler intake piping that may need to be relocated. We did not see any boiler piping during the site walk. Where is this piping located?
This requirement appeared on a previous edition of the SOW and is no longer applicable.
1. For item 2.3.7 in the scope of work, is the purpose of relocating the existing thermostat to the electrical room re-use it for the electrical room? Please confirm that relocating it to the electrical room it is not the intent to serve the communications room.
As currently designed, that thermostat/VAV box serves 3 spaces: communications room, mechanical room, and electrical room. The thermostat is being relocated to the electrical room since that room receives a larger percentage of air from the VAV box than the mechanical room. The communications room will be served from a new VRV indoor unit and new VRV compatible thermostat.
1. Please advise the preferred location for the ATS First floor electric room.
1. There are multiple rooms that will have to be crossed to install new refrigerant lines, ductwork, etc. Will it be acceptable to patch the ceilings back in only the disturbed areas, or will the entire ceilings in each area be replaced?
In these instances where refrigerant lines are crossing other rooms, patch the ceilings and grid system instead of a full replacement. The Contractor should salvage some ceiling tiles and grid sections from the other rooms where ceilings are being demolished. These should be stored and utilized if needed while patching the ceilings.
1. SOW statements 2.3.29 and 2.3.30 reference Room 136, which cannot be found on the floor plan. Is this supposed to be Room 106?
Correct that should be room 106 and not room 136.
