About this file

This is a construction cost breakdown template for a federal contract proposal. The document provides a standardized format for vendors responding to solicitation FA302226R0022, "B730 - Renovate RM106 for Emergency Operations Center" at Columbus Air Force Base. The template requires vendors to submit detailed pricing across multiple cost categories including bonds and insurance, mobilization, architecture and engineering design (at 35%, 65%, 95%, and 100% completion levels), materials, equipment, labor hours with rates, and miscellaneous charges, culminating in a construction project grand total.

The document emphasizes that offerors bear the responsibility for providing adequate supporting data and establishing the reasonableness of proposed pricing through comprehensive basis and rationale documentation. The underlying solicitation has a budget range of $250,000 to $500,000 and requires full renovation of an alternate Emergency Operations Center, including security analysis and compliance with UFC and AFI requirements. All RFIs must be submitted by 7:30 AM CST on August 17, 2026, with a highly encouraged (but non-mandatory) site visit scheduled for August 11, 2026 at Columbus AFB. Contractors must complete CUI training and obtain base access authorization before proposal submission.
