About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 seeks potable water testing services at the George E. Wahlen Veterans Medical Center in Salt Lake City, Utah, with quotes due May 1, 2026 and questions due April 22, 2026. This procurement is 100 percent set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).
Place of performance is 500 South Foothill Drive, Salt Lake City, Utah 84148. The contractor must furnish all labor, supervision, materials, and equipment to perform microbial, chemical, and water quality testing including legionella (444 annual samples), bacteria (36 annual samples), disinfection byproducts (8 dual sample sets annually), lead and copper analysis, and PFAS testing as required. Contractor staff must be Certified Water Operators responsible for on-site sample collection using contractor-provided bottles, laboratory delivery, and electronic submission of results to the Contracting Officer's Representative. Testing must comply with Veterans Health Administration Directive 1061, Utah drinking water permit UT18173, and State of Utah regulations R309-200-8. Legionella samples must be delivered to a CDC ELITE-certified laboratory within 500 miles within 24 hours. All other samples must be transported to Utah-certified laboratories within 24 hours. The contractor must complete sampling during normal business hours and submit water quality data to the Compliance Monitoring Data Portal.
The contract runs from June 11, 2026 to June 10, 2027 (base year) with four one-year option periods. The NAICS code is 541380, Testing Laboratories and Services. Award will be firm-fixed-price on an all-or-nothing basis to the responsible offeror whose conforming offer is most advantageous considering technical capability, price, past performance, and VAAR 852.219-75 subcontracting compliance. Offerors must submit technical capability (including lab certifications and Quality Assurance Surveillance Plan compliance), completed pricing for all base and option years, up to two past performance references from the last three years, and completed VAAR 852.219-75 certification. SDVOSB status must be verified in the SBA Small Business Certification database at quote submission and award. Questions are answered in attachments to the solicitation; significant amendments standardized legionella testing to 444 annual tests, corrected unit-of-measure designations for Option Year 3, and consolidated repeat bacteria and emergency retesting into a single 50-test annual line item.
