About this file
This is an Environmental Testing Protocol and Legionella Sampling Plan attachment for potable water testing services at the George E. Wahlen VA Medical Center. The contractor is responsible for collecting water samples for Legionella detection at designated distribution endpoints across six buildings and one cooling tower facility, with testing frequency governed by VHA Directive 1061 and coordination with the facility's Infection Preventionist. Sampling requirements vary by quarter, with the first month of each quarter requiring 35 total tests across 14 sites, the second month requiring 38 tests across 14 sites, and the third month requiring 38 tests across 16 sites. Each site outlet, except the building 43 pumphouse, requires two samples—one hot water and one cold water—with at least two samples sourced from ice machines or other pure cold-water sources.
The contractor must document water temperature, pH, and biocide levels at the time of sampling and rotate outlet locations for each testing period, with re-testing of any previously positive Legionella sites. All water samples must be collected and shipped to a CDC ELITE-certified laboratory within 24 hours. Positive results must be reported to the Contracting Officer's Representative within 24 hours of lab receipt to minimize patient exposure risks. Post-construction Legionella testing and line disturbance recovery procedures are conducted per Infection Control Risk Assessment requirements, with recovery including flushing procedures to ensure adequate biocide concentration at affected sites.

GEORGE E. WAHLEN VA MEDICAL CENTER
ENVIRONMENTAL TESTING PROTOCOL (Legionella Detection Program)
1. Engineering Service determines the sampling sites.
2. Water testing frequency for Legionella is controlled by VHA Directive 1061, the VASLCHCS, and with the advisement of the Infection Preventionist.
3. The contractor will collect water samples for Legionella testing at distribution endpoints in patient care areas of buildings 1, 3, and 14, and non-patient buildings 32, 42, and 43, and the cooling tower (building 27). Samples must be “first draw.”
4. The Sampling Plan below outlines monthly testing requirements for each quarter.
a. Non-patient testing sites include:
Building 1 – Cold Tank Room Building 27 – Cooling Tower Building 42 – Unit 1 Soft Water Building 42 – Unit 2 Hard Water Building 32 – Unit 3 Hard Water Building 43 – Pumphouse

Notes:
1) For each site outlet, except for building 43 pumphouse, two samples are required – one hot water and one cold water.
2) At least two of the samples collected must be from an ice machine or other pure cold-water source.
5. For each Legionella water sample, document water temperature, pH and level of biocide at the time of sampling.
6. New outlets will be chosen for each testing period. Any sites that were positive for Legionella during the previous testing will be re-tested the next time testing is conducted.
7. Water samples will be analyzed at a Centers for Disease Control and Prevention (CDC) Environmental Legionella Isolation Techniques Evaluation (ELITE) certified lab.
8. Contractor will collect the water samples and ship them within 24hrs to the testing lab. Water samples from outlets will be collected as follows:
9. The Contractor will provide positive sample results within 24hrs of receipt to minimize exposure risks to patients.
10. All results will be reported in the template format provided in Attachment E.
11. Post-Construction Legionella testing will be conducted per the requirements of the Infection Control Risk Assessment conducted by the Infection Control Preventionist for each applicable project.
12. Following any disturbance to the water line, recovery procedures will be performed to ensure biocide is present at the most distal site affected by the disturbance. This includes flushing the line until an adequate biocide concentration is reached.
