About this opportunity

The Department of the Air Force Air Combat Command is conducting market research to identify potential contractors capable of executing a Design-Build contract for complete roof replacement of Section A (34,082 square feet) at Building 1130, the AFCENT Headquarters facility located at Shaw Air Force Base in South Carolina. The contractor must provide comprehensive design, engineering, labor, materials, equipment, and supervision to demolish the existing roofing system down to the structural concrete deck, repair concrete deficiencies, and install a new Single Sloped Hydrostatic Standing Seam Metal Roofing system with minimum R-38 thermal resistance and positive drainage slope directed toward the rear of the building. Additional scope includes designing and installing a 2-ply cold-applied SBS Modified Bitumen roofing system for the elevator shaft, comprehensive redesign of the drainage system with new external drainage to handle 100-year storm events, removal of 25 existing internal drains, installation of a new Lightning Protection System compliant with UFC 3-575-01 and NFPA 780, and implementation of a new fall protection system. The contractor must be capable of delivering sealed design drawings prepared by a Professional Engineer licensed in South Carolina and must provide a 20-year, single-source No-Dollar-Limit manufacturer's warranty covering 100 percent of labor and material costs, plus a separate one-year contractor workmanship warranty. This Sources Sought Notice was posted on March 6, 2026, with responses due by March 13, 2026, and the project timeline encompasses 293 calendar days total, including 91 days for design activities and 202 days for construction administration and closeout.

No set-asides are being applied to this procurement, and no incumbent contractors or current award values are identified in this pre-solicitation notice. The project involves demolition and reconstruction of roofing systems covering approximately 34,082 square feet of built-up membrane roofing that has exceeded its service life, as documented in the Condition Assessment Report and Infrared Scan Report prepared in July 2022 and December 2024 respectively, which identified 5,175 square feet of wet insulation across multiple roof sections. The design phase is structured with three submission milestones at 35 percent, 65 percent, and 95 percent completion occurring at 42, 28, and 21 days respectively, followed by a 181-day construction phase and 21-day closeout period. Contractors must demonstrate capability to work on mission-critical facilities while maintaining site control and cleanliness standards at this high-visibility location requiring 24/7 operational continuity, with daily watertight temporary roof protection mandatory throughout construction. All work must comply with Shaw Air Force Base Design and Construction Standards, Unified Facilities Criteria UFC 3-110-03 for roofing systems, environmental requirements including hazardous materials management and construction debris diversion targets of 60 percent, and applicable federal, state, and local regulations.

1. Description:

This is a Sources Sought Notice and is issued solely for market research and planning purposes to identify potential sources capable of providing the construction needs for a Design-Build (DB) contract to execute a complete roof replacement for Section A of Building 1130 (highlighted in the Condition Assessment Report) at Shaw AFB.

The contractor shall provide all design, engineering, labor, materials, equipment, and supervision necessary to:

a) Completely demolish the existing roofing system down to the structural concrete deck to include the elevator shaft roof.

b) Repair the spalls and cracks on the existing concrete deck. Prepare the concrete deck with a new air & vapor barrier and insulation board for a standing seam metal roofing retro fit/hugger system.

c) Design and install a new, fully compliant, Single Sloped Hydrostatic Standing Seam Metal Roofing hugger system incorporating an adequate slope to ensure positive water drainage/flow. The slope of the new SSMR will be directed to the back of the building. The height of the new SSMR must not be higher than the existing front building’s parapet wall height primarily to maintain the overall aesthetic of the building’s front. Demolish all parapet wall in the rear building area to incorporate a new external drainage system at the rear of the building. All existing drainage and appurtenances of the building is to be sealed and removed.

d) Design and install a new, 2-ply, cold-applied SBS Modified Bitumen roofing system, complete with new insulation for the elevator shaft. The system shall be drained via new scuppers designed to discharge water onto the new main standing seam metal roof.

e) Engineer and execute a comprehensive redesign of the drainage system, demolishing the 25 existing internal drains, in its entirety. The new external drainage system will be located at the back of the building. The sizing of the gutters, downspouts and tie-in locations to the storm drains must be designed to handle the massive volume and velocity of water from a 100-year storm event impacting the entirety of the new roof.

f) Demolish the existing penthouse roof access. Demolish all existing access past the floor below the roof as these appurtenances are no longer required. Provide all necessary renovations and additions to structurally frame and fill the opening left from the penthouse demolition. Provide all necessary renovations and additions to retain stairway functions, fire rating and overall operations after transformation (drop down ceiling, lights, fire protection system etc).

g) Remove and replace all metal coping on all the remaining parapet walls, including the elevator shaft.

h) Extend existing vents, roof curbs, ducts and other penetrations as required and flash properly.
