About this opportunity

The Pacific Air Forces, Department of the Air Force, is seeking to procure, integrate, and install an Avigilon Surveillance System at Yokota Air Base, Japan, for the 374th Security Forces Squadron's Electronic Security Systems division. The requirement includes one Automated License Plate Reader console, ten H6A Bullet Cameras, two H6A PTZ cameras, one Dual Headed Camera, Avigilon Control Center Video Management Software, and one NVR5 Workstation. The system must be capable of capturing license plates at speeds up to 140 mph with over 90% accuracy, operating in various weather conditions, and providing comprehensive surveillance coverage at multiple base gates including the Fussa Gate, Supply Gate, Terminal Gate, West Gate, East Gate, and South Railroad Gate. A mandatory site visit was conducted on August 27, 2025, and questions regarding the solicitation must have been submitted by August 28, 2025. Quotes are due by September 8, 2025, at 2:00 PM Japan Standard Time, and evaluation will be conducted according to criteria outlined in FAR 52.212-2.

This solicitation is set aside for Women-Owned Small Business (WOSB) enterprises under NAICS code 334511 with a size standard of 750 employees, and is restricted to local sources only as justified under FAR 5.202(a)(12) since the work is performed outside the United States. The contract includes two firm fixed-price contract line items covering equipment procurement and implementation services, with a desired delivery timeline of 120 calendar days from contract award and a maximum allowable period of 365 days. The system requires a three-year warranty, on-site support, and comprehensive training for 20 personnel across operations, maintenance, and administrative roles. Importantly, this is currently an unfunded requirement seeking fall-out funds prior to September 30, 2025, meaning quotes must remain valid until that date and no award will be made until funds become available. Work will be performed at various locations throughout Yokota Air Base in Fussa, Tokyo, Japan, utilizing existing fiber optic infrastructure to connect cameras back to Building 210.
