I. Building 210 Rm. S-106B (Base Defense Operations Center (BDOC) Server Room):

Install of the Avigilon NVR6 Workstation. All camera installed above must be connected back to Rm. S-106B server room.

The system enables users to receive and acknowledge Avigilon Control Center (ACC) alarms from their MOTOTRBO or APX P25 radio systems. Dispatch alerts directly to MOTOTRBO and APX P25 radios via text message and/or text-to voice alerts. The Avigilon Radio Alert solution combines these two solutions to allow users to receive and acknowledge ACC™ alarms from their MOTOTRBO or APX P25 radio systems. Any ACC alarm can be sent to radio users, including alarms related to video analytic events, license plate recognition matches, or access control events. Alarms are dispatched directly to radios via text message and text-to-voice alerts, from which security operators can directly acknowledge the alarm. This allows security personnel to be notified through their radios so that when analytics events or access control events occur, they can investigate without needing a computer in front of them.

1.2 Objective

The objective of this SOW is to document the requirements to Engineer, Furnish, Install, and Test (EFI&T) an Automated License Plate Reader (ALPR) for Yokota (AB.)

1.3 Basic Services

Provide all hardware, software and services to monitor the Yokota AB vehicle gates and capture Host Country (Japan) style license plates at each of the security gates. Each vehicle in-bound lane and out- bound is required to be monitored to ensure vehicle license plates are captured when entering and exiting the base. It will allow in-bound and out-bound capturing of vehicle license plates at each gate and the BDOC will be altered when a host listed plate is spotted. The hot listed system will be managed by a console at the BDOC. The ALPR analytics will have to automatically read license plate information from vehicles, linking it to live and recorded video. This enables BDOC security operators to search and quickly find specific captured license plate video for verification and investigation. The ability to create and import several license plate watch lists for security alerts. The ALPR analytics must recognize and search license plates with high accuracy. The console must include data privacy protection features necessary to restrict access and set automatic retention time and deletion rules for LPR data.

Yokota AB SFS requires the ALPR system to be capable of being integrated to the existing APX LMR radios in use by Yokota AB SFS through the use of a donor radio. This allows security personnel to be notified through their radios so that when analytics events or access control events occur, they can investigate without needing a computer in front of them.

Yokota AB local requires on-site support through the duration of the warranty period in addition to 24x7 email, phone support. A three-year warranty on all components.

Software must have a perpetual software license. This means that within the same major version of the software, the customer does not need to pay any SMA or any other -named licensing cost to obtain updates. Once the customer has purchased the VMS, he is free to operate, maintain, patch, update at no additional cost until deciding to upgrade to a higher numbered version. In addition, the Vigilant console must have the ability to:

- Provide LPR vehicle license plate scanning / real time alerting

- Complete search, mapping, query and data mining utilities w/ administrative security

- Enable VMS alarms to be capable of being sent to radio users, including alarms related to video analytic events & license plate recognition matches.
