This solicitation seeks proposals for an Automatic Test Systems sustainment corporate contract to provide repair, production, engineering, technical, software development and maintenance, and other sustainment services for various automatic test systems located at Robins Air Force Base, Georgia. The Air Force Materiel Command Lifecycle Management Center seeks to establish a ten-year indefinite delivery requirements contract utilizing firm fixed price and cost reimbursement pricing arrangements. Proposals are due no later than December 10, 2019 and must comply with instructions and Federal Acquisition Regulation guidelines to be considered responsive. The contract will be awarded on a sole source basis to BAE Systems Information and Electronic Systems Integration, Inc. as the proprietary developer and original equipment manufacturer.
There is no set-aside designation. The NAICS code is 541715 and PSC code is J067. The potential contract value is estimated at $150 million over ten one-year ordering periods from 2021 through 2031. BAE Systems locations in multiple states will serve as the places of performance in providing repair, production, engineering, and technical services to support Department of Defense and foreign military customers globally through the Automatic Test Systems located at Robins Air Force Base, Georgia.

This Request For Proposal (RFP) is to establish a sole source corporate sustainment contract for the Automatic Test Systems (ATS) Division located at Robins Air Force Base, GA. Sustainment support includes repair, production, engineering, and technical services, cybersecurity, software development and maintenance, software and hardware modifications, upgrades, testing, travel, and other services as required that are sole source to BAE Systems Information and Electronic Systems Integration Corporation. An Indefinite Delivery Requirements contract for ten (10) ordering periods is anticipated with multiple pricing arrangements including Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Reimbursable No Fee (CRNF).
