DISTRIBUTION STATEMENT A: Approved for Public Release.

1.0 Description of Services

1.1 Objective(s): The purpose of this Corporate ASCC PWS is to provide sustainment services for Automated Test Systems (ATSs) by the AFLCMC/WNA located at Robins AFB, GA.

These sustainment services are to provide corporate coverage to multiple ATS for a period not to exceed ten (10) years. This Corporate ASCC PWS is for the sustainment of multiple ATS that includes, but is not limited to, Avionics Intermediate Shop Systems (AIS), ALM- 288 Countermeasure Dispenser Test Set (CDTS), AN/USM-638 Radio Frequency Transmission Line Test Set (RFTLTS), AN/USM-464A, Stores System Tester (SST), Viper Memory Loader/Verifier (MLV), and any additional ATS, proprietary to BAE Systems.

Currently these test systems perform aircraft maintenance in the United States Air Force (USAF), United States Army, United States Navy, and Air National Guard (ANG). Other services such as National Aeronautics and Space Administration (NASA), Drug Enforcement Agency (DEA), European Participating Air Force (EPAF), F-16 Multinational Fighter Program (MNFP) and Foreign Military Sales (FMS) using these same ATSs. This Corporate ASCC PWS shall define the overarching scope of ASCC requirements while each order shall define individual sustainment funded tasks required. Each order will specify the applicable Corporate ASCC PWS paragraphs as well as provide detailed requirements for each order.

1.2 Benefit to USAF: This ASCC contract vehicle is the only authorized contract vehicle to provide sustainability, manufacturability and maintainability of current and additional future requirements for ATS proprietary to BAE Systems. The ATS Division mission is to provide sustainment for organizational, intermediate and depot level testers in support of maintenance for applicable multiple aircraft platforms by utilizing only the ASCC contract vehicle to streamline the acquisition process. The ASCC contract will enable the USAF to continue ATS sustainment of proprietary BAE System testers that globally support aircraft platforms while significantly improving delivery times and lowering the total cost to the Government.

1.3 Background: BAE Systems has provided sustainment support to the aforementioned proprietary test systems previously awarded by individual non-consolidated contracts. BAE Systems has supported organizational, intermediate, and depot testers from inception. BAE Systems has provided sustainment services that include engineering and technical services;

Test Program Sets (TPSs); tester modification; production; kitting; materials; repair;

software/hardware maintenance and development; Cybersecurity; travel and other services.

2.0 Services Summary

2.1 Objectives and Thresholds: The Contractor shall follow the objectives and thresholds listed in the Table 1, Services Summary to ensure compliance. If any of the Services Summary Performance Thresholds listed below are not met in any given ordering period, the Government shall annotate performance with periodic Performance Assessment Reports (PARs) and/or Contract Action Report (CAR) with an overall annual Contractor Performance Assessment Report (CPAR).

4.3.1 There shall be no more than one (1) rejection per

order of any single CDRL deliverable in a quarter.

4.3.2 The number of acceptable late submission(s) of

The data/document shall be delivered by the revised delivery date acceptable to the Government.

Completeness of Engineering Data

4.15.5 There shall be no more than one (1) failure to

deliver complete engineering data as required for each order in a quarter. The Contractor shall deliver all engineering data 95% complete, IAW DD form 1423, without errors and requires no further clarifications. The remaining 5% shall be delivered complete within ten (10) business days after Government notification.

New Software Capabilities

4.19.1 For each order, there shall be no more than one (1)

failure to successfully demonstrate any new software functionality or operational capability during formal acceptance testing with an approved software test plan for software deliverables in a quarter.

Software Deficiency Reports (SDR) Resolution

4.18.1 For each order, there shall be no more than one (1)

failure to successfully demonstrate SDR resolution for software functionality and demonstrated operational testing capability during formal acceptance testing with an approved software test plan for software deliverables in a quarter.

Diminishing Manufacturing Source (DMS) Reporting

4.6.3 There shall be no more than one (1) failure to

identify DMS issues driving Class I Engineering Change Proposals (ECP) as required in a quarter.

The Contractor shall fail if it does not identify 100% of DMS issues driving Class I ECPs to the Government in writing within fifteen (15) business days of discovery by the Contractor or the official notification in writing from the vendor to the Contractor.

Incorporation of Data

4.15.1 There shall be no more than one (1) failure to

incorporate data per each order in a quarter. The Contractor shall complete 95% of all engineering and software changes into the applicable Technical Data Package (TDP) and Technical Orders (T.O.s) after engineering release and Government concurrence. A change involving safety shall be incorporated IAW TMCR in each order.

Quality of Repair 4.11.4 There shall be no more than one (1) Product Quality Deficiency Report (PQDR) and/or Quality Deficiency Report (QDR) per each order in a quarter for failing to meet the quality of repair.

Repair Delivery Turnaround Time

(TAT)

4.11.3 The Contractor shall deliver 95% of all repaired

assets for each system on time IAW each order.

The remaining 5% shall be delivered with the new date approved by the Government Program Manager (PM) and Procurement Contracting Officer (PCO). Early delivery shall be denoted and approved IAW each order. Contractor shall notify the Government PM and the PCO in writing of any late delivery.

Commercial Asset Visibility Air Force (CAV- AF) reporting

4.26 For each order, there shall be no more than one (1)

late or improper reporting action for CAV-AF per quarter. The Contractor shall fail if it does not report 100% of production and repair actions in CAV-AF IAW each order. The Contractor shall provide data on the actions conducted for each unit as they occur.

Class I ECP Submission

4.4.6.1 There shall be no more than one (1) failure to

provide Class I ECP submission(s) to the Government PM and PCO in a quarter. The Contractor shall fail if it does not submit 100% of Class I ECP submissions to the Government for review within ten (10) business days after determination of Class I ECP requirement by the Contractor.

Adherence to Contractor Quality Management System

(QMS)

5.9 There shall be no more than one (1) failure to

comply with the Contractor QMS in a quarter. The Contractor shall provide 100% compliance with the QMS. The Contractor shall provide a one- time submission of the ASCC level Quality Assurance Program Plan upon receipt of a funded order within the first ASCC ordering period, and update as required.

Contractor Manpower Reporting

5.7 Within thirty (30) calendar days of contract/order

award, the Contractor shall establish a record for the contract/order in Enterprise-wide Contractor Manpower Reporting Application (eCMRA) including Order Data, Contact Data and Location Data. The Contractor shall provide a count of Contractor/Subcontractor personnel performing services for each fiscal year and report all Contractor/Subcontractor labor hours required for performance of services for each fiscal year. All data shall be reported no later than October 31 of the following fiscal year.

Mishap Notification and Reporting

5.5.2 For each order, there shall be no more than one (1)

instance of late mishap notification per contract year.

The Contractor Integrated Master Schedule (IMS) milestones

4.2 There shall be no more than one (1) failure to meet

the major IMS milestones per each order in a quarter. The Contractor shall fail if it does not meet 95% of all major IMS milestones as specified in a Contractor provided IMS. The Contractor shall notify the Government PM and the PCO of any slip in IMS milestones exceeding thirty (30) business days and within five (5) business days of discovery. The late milestones and/or the remaining 5% of milestones shall be revised with new milestone date(s) acceptable to Government PM and PCO.

3.0 Government Property

3.1 Contractor Responsibility: The Contractor shall be responsible for Government Furnished Property (GFP) in accordance with the Federal Acquisition Regulation (FAR) Part 45, Government Property; FAR 52.245-1, Government Property; and Defense Federal Acquisition Regulation Supplement (DFARS) Part 245, Government Property and as specified in the contract. If the Contractor requires GFP and/or Government Furnished Material (GFM) and/or Government Furnished Information (GFI), the Contractor shall formally submit a request in writing to the PCO for GFP assets no later than ninety (90) calendar days prior to the need date with justification. If in the event during the performance of this contract a GFP asset fails the Contractor shall notify the PM and PCO for repair/replacement and/or disposition of the asset.

3.2 Government Property Provided: A list of GFP shall be maintained by the Government in the Procurement Integrated Enterprise Environment (PIEE). The Contractor Furnished Material (CFM) and Contractor Furnished Equipment (CFE) shall not be specified or maintained PIEE system. The Government will facilitate to provide GFP and/or access to applicable ATS and/or Automatic Test Equipment (ATE) for Contractor’s development, integration, qualification and certification in support of this contract after the Contractor submits a formal request to the PCO. If required, the Government may furnish GFP on a rent-free basis.

3.3 Reporting of Government Property: The Contractor shall create and maintain records of all Government property accountable to the contract/order. The Contractor shall record receipt and return of GFP in the Item Unique Identification (IUID) Registry. (A00J, A00M)

3.4 Loss of Government Property

3.4.1 Definition of Loss of Government Property: The “Loss of Government property” means unintended loss of or damage to Government property; including property that cannot be found after a reasonable search; loss due to inadequate storage; loss due to lack of security; theft; damage requiring repair to restore the item to usable condition; or damage that renders the property useless for its intended purpose or Beyond Economical Repair (BER). Loss of Government property does not include manufacturing defects, obsolescence, normal wear and tear, or purposeful destructive testing. Unless otherwise stated in the contract/order, loss of Government property does not include normal and reasonable inventory adjustments, i.e., losses of low priority consumable material, such as common hardware, as agreed to by the Contractor and the Government Property Administrator.

3.4.2 Reporting Loss of Government Property: The Contractor shall report loss of Government property using Defense Contract Management Agency (DCMA)/access to eTools or PIEE.

3.5 Return or Retention of Government Property: All property provided by the Government remains the property of the Government and shall be returned to the Government as directed, but no later than completion of the contract/order, unless the PCO directs the Contractor to retain the property for continued use under a successor contract. All Government property shall be returned to the Government in the condition provided unless approved in advance by the PCO. Material generated or acquired in support of each order shall be IAW FAR 52.245-1.

3.5.1 Return of Retention of Government Property (FFP): For CPFF CLINs, material generated or acquired in support of this contract becomes the property of the Government and shall be returned to the Government as directed by the PCO. For FFP CLINs for property identified as a deliverable end item shall become property of the Government.

(a) Title vests in the Government for all property acquired or fabricated by the contractor in accordance with the financing provisions or other specific requirements for passage of title in the contract. Under fixed-price type contracts, in the absence of financing provisions or other specific requirements for passage of title in the contract, the contractor retains title to all property acquired by the contractor for use on the contract, except for property identified as a deliverable end item. If a deliverable item is to be retained by the contractor for use after inspection and acceptance by the Government, it shall be made accountable to the contract through a contract modification listing the item as Government-furnished property.

(b) Under cost type and time-and-material contracts, the Government acquires title to all property to which the contractor is entitled to reimbursement, in accordance with paragraph.

4.0 Technical Requirements

4.1 Period and Place of Performance

4.1.1 Contract Period of Performance (POP): The POP for the contract shall not exceed ten (10) years. The basic ordering periods will be 12 months for the basic and nine (9) additional twelve

(12) month ordering periods.

4.1.2 Place of Performance: The contract services may be performed at U.S. Government facilities, Contractor facilities, and Outside Continental United States (OCONUS) sites.

4.1.2.1 Place of Performance for OCONUS Locations: List of OCONUS locations may include but not limited to the following: Bahrain, Belgium, Bulgaria, Chile, Columbia, Denmark, Egypt, Greece, Indonesia, Iraq, Israel, Japan, Jordan, Korea, Morocco, Netherlands, Norway, Oman, Pakistan, Philippines, Poland, Portugal, Romania, Singapore, Slovakia, Taiwan, Thailand, and Turkey.

4.1.3 Facilities: The Contractor shall provide laboratory facilities, test facilities, test equipment and associated items sufficient to perform evaluation, investigation, test and evaluation as authorized under this contract. The Government shall facilitate access for the Contractor to Government owned or controlled Equipment Mock-ups, Avionics Equipment Bays, Support Equipment, and Alternate Mission Equipment within forty-five (45) business days of request, as required, IAW each order.

4.2 IMS Milestones: The Contractor shall provide, as required, the IMS IAW each order. The Contractor shall meet 95% of all major IMS milestones as specified in the Contractor provided IMS.

The Contractor shall notify the Government PM and the PCO of any slip in IMS milestones exceeding thirty (30) business days and within five (5) business days of discovery. The late milestones and/or remaining 5% of milestones shall be revised with new milestone dates acceptable to the Government PM and PCO.

4.3 Contract Data Requirements List(s) (CDRLs): All CDRLs in support of this contract are provided in the ASCC CDRL list. The Government will declare required CDRLs IAW each order.

There shall be no other CDRLs issued that are not provided on the basic ASCC CDRL list. The Contractor is not authorized to provide the copies of data to activities that are not specifically identified in block six (6) (Requiring Office) of CDRLs or block fourteen (14) (Distribution) without the approval of the PCO.

4.3.1 Quality of CDRL Deliverable: There shall be no more than one (1) rejection per order of any single CDRL deliverable in a quarter. The Government will reject a deliverable if one (1) technical error or ten (10) minor errors are found within the deliverable. A technical error is defined as the incorrect format in accordance with the CDRL or content not being accurate and complete. A minor error is exemplified by a typographical or grammatical error. The Government shall provide acceptance or rejection as specified IAW with the CDRL requirements. The rejected deliverable shall be corrected and resubmitted back to the Government as specified in the CDRL.

4.3.2 Receipt of CDRL Deliverable: The number of acceptable late submission(s) of deliverables shall be determined IAW each order. For each order, there shall be no more than one (1) failure to notify the Government of a late delivery incident per quarter. The Contractor shall notify the Government if the delivery of any data/document that will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the Government. The Contractor shall electronically deliver all contractual data using the Government-controlled method of delivery, Multiple-user ECP Automated Review System (MEARS), https://mears1.redstone.army.mil/mears/Default.aspx. The Contractor shall work with the government to ensure that an adequate number of Contractor personnel obtain and possess Public Key Infrastructure (PKI) certification from an accepted Government source. The Contractor shall be receptive to the training offered by the Government on the MEARS system. The Contractor shall prepare, maintain, and track the contract data status, schedule and ensure timely data deliveries. An alternate method of delivery when MEARS is down for maintenance will be the Defense Information Systems Agency (DISA) application, known as Department of Defense (DoD) SAFE, https://safe.apps.mil/. It will be available to all DOD Common Access Card (CAC) holders or Contractor personnel who possess Public Key Infrastructure (PKI) certification from an accepted Government source.

4.4 Engineering and Technical Services: The Contractor shall provide problem resolution and sustainment activities to ensure operational capability for relevant National Stock Number (NSN) as defined IAW each order and listed in GFP list. Engineering and technical services, as determined IAW each order, will include but not limited to: engineering studies; problem investigation and analyses; feasibility studies; operational evaluations; sustainment recommendations;

system/subsystem evaluations; modifications; technical data generation and updates; investigation of Deficiency Reports (DRs), TPS analysis and maintenance; hardware and software analysis and maintenance; updates and testing; delivery and installation of software/hardware components/equipment; software integration testing; perform system/subsystem evaluations; and familiarization. (A001, A002)

4.4.1 Engineering Documentation: The Contractor shall develop and deliver engineering documents in performance of Engineering and Technical Services that are suitable to perform sustainment for repair, investigations, analysis, feasibility studies, manufacturing, software reviews/prototyping and engineering prototype development and testing as required IAW each order. The contractor shall review and perform technical manual/source data evaluations IAW each order. (A004, A00B, B002, B005, B00B, B00F, B00J, B00N)

4.4.2 Deficiency Investigations: The Contractor shall perform and complete software/hardware deficiency investigations and/or corrections in support of ATS, supporting a formal modification as required IAW each order. (B004)

4.4.3 Prototype and Testing: The Contractor shall perform engineering prototype development and any associated integration/qualification testing and provide test data as required IAW each order. (B001, B006, B007, B00A, B00M)

4.4.4 Reliability & Maintainability (R&M): The Contractor shall prepare R&M studies, failure analysis, and analysis of field data, environmental stress screening or other R&M related tasks as required IAW each order. (B009, B00D, B00M)

4.4.5 Deficiencies Reports: The Contractor shall review and analyze Service Reports (SRs) and DRs with associated exhibits for cause of failure and shall perform failure analysis and recommendations for corrective action, in Contractor proposed Class I ECPs for electronic parts, assemblies and equipment IAW each order. The Contractor shall provide the results of analysis and recommendations as a deliverable IAW each order. (B004, B006, B007, B00A, B00D, B00M)

4.4.6 Class I/Class II ECP Submission: The Contractor shall prepare Class I/Class II ECPs, Notices of Revision (NOR) and Specification Change Notices (SCNs), as required. Class I ECP shall meet the definition, as defined in AFMCI 63-1201, Implementing Operational Safety, Suitability and Effectiveness (OSS&E) and Life Cycle Systems Engineering (LCSE) Attachment 5 of MIL-HDBK-61A to an established product baseline. The Contractor shall maintain the configuration control of updates due to ECPs, and SCNs. At the Government’s or Contractors’ request, the Contractor shall submit proposed Class I ECPs to Government PCO for review and approval on DD Form 1692 (REV 01/2018) Page 1 (Instructions). Class I changes/ECPs shall be managed through a separate order after Government approval. The Contractor has the authority to make Class II changes without requesting approval from the Government PCO. The Contractor shall disposition of Class II ECPs. (A004, A00B)

4.4.6.1 Class I ECP Submission: The Contractor shall submit 100% of Class I ECP submissions to the Government for review within ten (10) business days after determination of Class I ECP requirement by the Contractor. (A004)

4.4.7 Hazardous Conditions: The Contractor shall identify to Government any hazardous condition during the performance IAW each order and perform all analyses necessary to identify hazardous conditions and develop strategies for eliminating or mitigating the associated risks IAW MIL-STD- 882E. (B00E)

4.5 Non-Recurring Engineering (NRE): The Contractor shall perform NRE tasks as defined IAW each order in support of efforts to increase or sustain reliability, maintainability, and supportability levels of testers with associated unique support equipment. Non-recurring engineering tasks are the elements of development and generally occur only once in a system’s life cycle. These elements include all the efforts required to develop or modify, test and complete the Government acceptance of the final product that may be software, hardware or both. Non-recurring engineering activities shall include development, fabrication, problem resolution, test, prototype manufacturing, delivery/installation of components/equipment, and engineering sustainment to assist in long-term sustainment efforts. The Contractor shall also perform all associated functions (e.g. engineering, generation and modification of drawings and technical data, modeling, simulation, and testing) that are integrated elements of engineering as defined IAW each order. 4.6 DMS Analysis & Support: The Contractor shall perform DMS analysis and reports to identify obsolescence issues at the component and system level, IAW each order. The Contractor shall provide technical reports with supporting documentation and rationale for the obsolescence. The Contractor shall identify, upon discovery or vendor notification, DMS issues driving Class 1 ECPs.

The Contractor shall formally notify the Government of anticipated obsolescence of ATS equipment by any vendor supplying TRU (Tester Replaceable Units) and other parts to the Government that would affect sustainment and driving Class I ECPs. The resulting analysis report shall identify items that are currently or schedule to go out of production, obsolete, unrepairable, or unsupportable.

Components survey shall include hardware, software, and firmware, which may affect Form, Fit, and Function (FFF) of the end-item. The Contractor shall provide a recommended course of action for replacement of DMS items to include FFF replacement; alternate supplier sources; last time procurement of materials; lifetime buys; or any other obsolescence recommendation. The Contractor shall replace the identified obsolete items with the proposed solutions via attrition modification, retrofit modification IAW formal direction from the PCO. Disposition of reclaimed and removed functional TRUs shall be coordinated with the Government for disposition and approval from the

PCO. (A001, A002, B00D, B00F, B00G)

4.6.1 DMS Component Replacements: The Contractor shall Perform FFF component replacements or equivalent alternative items for component level functionality IAW each order. The Contractor shall perform validation of replacement items to ensure physical and functional compatibility between next higher assemblies and end items. The evaluation results shall be submitted to Government within thirty (30) business days at the conclusion of the evaluation effort.

4.6.2 DMS Integration and Testing: The Contractor shall perform system/component level integration and testing to ensure replacement components and/or subsystems meet requirements of the Equipment System Prime Item Development Specifications (PIDS) or Performance Specification (PS) for each ATS. The Contractor shall perform validation on aircraft and Line Replaceable Unit (LRUs) by regression testing for impacted systems or IAW each order. (B001, B006, B007, B00A, B00D, B00M)

4.6.3 DMS Reporting: The Contractor shall identify 100% of DMS issues driving Class 1 ECPs to Government in writing within fifteen (15) business days of discovery by the Contractor or the official notification in writing from the vendor to the Contractor.

4.7 Materials: The Contractor shall provide and/or acquire all materials that include but are not limited to consumables, piece parts, TRUs, Circuit Card Assemblies (CCAs), connectors, conductors, cables, and supplies as needed to facilitate ATS sustainment IAW each order. In addition, the Government reserves the right to purchase any material at any time throughout the life of this contract. Any Government approved substituted part provided shall duplicate the physical and performance characteristics of the original product without additional design engineering effort or recourse to the original design activity or any third party. The Contractor shall update the applicable technical data in the event any substitute part is approved by the Government to ensure sustainability.

4.8 Production: The Contractor shall perform production and delivery of ATS equipment IAW with currently approved configuration that fully defines the item and enables the procurement or manufacture of an item IAW each order. Production of ATS requirements may include, ATS end item testers, TRUs, CCAs, Interface Test Adapters (ITAs), spares, hardware, cables, and unique support equipment with proprietary interfaces. (A001, A002, A008)

4.9 Kitting: The Contractor shall provide all materials and labor for kitting of ATS hardware IAW each order. This may include the kitting of a complete end item of ATS testers. Kitting includes but is not limited to TRUs; CCAs; cables and cable assemblies; ITA hardware; unique interface support equipment; Time Compliant Technical Orders (TCTOs) requirements, upgrade kits; piece parts; and any combination thereof. (B00M)

4.10 Installations and Modifications: The Contractor shall execute installations and modifications to ATS and support equipment IAW each order. This may include installation of TCTO kits and replacement of TRUs as part of modifications due to upgrades and obsolescence or any other requirement by the Government. (A001, A002, B00M)

4.11 Basic Repair: The Contractor shall perform basic repair after receipt of a repairable asset IAW each order. The basic repair shall include material and labor. Basic repairs are as defined in the ASCC Price Exhibit. The basic repair shall also include the pre-production and prototype repair assets. After completion of the basic repair, the Contractor shall submit a test inspection report within thirty (30) business days identifying the completion of basic repair or major level of repair is required. The Contractor shall provide a technical report and a completed ASCC Price Exhibit to the Government as evidence for a major level of repair requirement. The Contractor shall not perform any major level repair until an approval from the Government PCO. (A008, A009, A00A)

4.11.1 Beyond Economical Repair/ Beyond Physical Repair (BER/BPR) Determination: A BER asset is defined as an asset that would require greater than 75% of asset value to repair, based upon the BER asset defined on the ASCC Price Exhibit single acquisition cost. The BER value basis includes basic repair and major repairs costs. BPR asset defined as an asset that has extensive physical and/or electrical damage of the unit (i.e. crushed) or destroyed. The Contractor shall not be responsible for items deemed BER/BPR due to gross negligence on the part of the Government or acts of nature. The ASCC Price Exhibit shall also include the repair level for BER/BPR assets to justify the Contractors recommendation for BER/BPR. The determination to perform the BER/BPR repair under major Repair Levels made solely by the Government based on the Contractor recommendation. The Government may authorize the cannibalization of parts from BER/BPR assets to maximize the number of repaired assets. The Contractor shall provide BER/BPR determination for a repair asset after basic repair evaluation in a test inspection report to Government PM and the PCO within thirty (30) business days for review. After Government review of the test inspection report and the Contractor recommendation for BER/BPR, the Government will provide a final determination for the repair or disposition to the Contractor. (A00A)

4.11.2 Repair Parts: The Contractor shall provide all new materials, unless approved or furnished by the Government, which may include and are not limited to: consumables, piece parts, TRUs, CCAs, connectors, conductors, cables, and supplies as needed to facilitate ATS asset repairs. Any substitute part shall duplicate the physical and performance characteristics of the original product without additional design engineering effort or recourse to the original design activity or any third party IAW each order.

4.11.3 Repair Delivery TAT: Repaired assets shall be delivered in accordance with the schedule IAW each order. The Contractor shall deliver 95% of all repaired assets for each system on time IAW each order. The remaining 5% shall be delivered with a new date approved by the Government PM and PCO. Early delivery shall be denoted and approved IAW each order. The Contractor shall notify the Government PM and the PCO in writing of any late delivery.

4.11.4 Quality of Repair: The Contractor shall repair all assets in accordance with quality of repair IAW each order. There shall be no more than one (1) PQDR and/or QDR per each order in a quarter for failing to meet the quality of repair.

4.12 Major Repair: The Contractor shall only perform Major Repair(s) after receipt of Government approved technical report, ASCC Price Exhibit, and a funded order. The Contractor shall perform repair as defined in the ASCC Price Exhibit to bring the repair asset to a FMC status. The Government may approve the repair of BER/BPR assets or disposition as required. (A008, A009, A00A)

4.13 Over and Above (O&A): All O&A requests from the Contractor shall be reviewed by the Government and executed by the PCO on a case-by-case basis for extenuating circumstances not identified in Corporate ASCC PWS or covered by the line item(s) for work under the contract and is necessary in order to satisfactorily complete the order. After a determination for an O&A requirement, the PCO will provide formal notification for the contract action to resolve the extenuating circumstance case. The contractor shall submit a proposal for O&A at the request of the

PCO. (A001, A002)

4.14 Cybersecurity: The Contractor shall manage and verify adherence to cybersecurity requirements to resolve and adjudicate emerging threats for the ATS systems as required IAW each order. The Contractor shall ensure systems are compliant and in accordance with FAR, DFARS, and Air Force Instructions (AFIs) such as AF17-101, DoDI 8500.01 and DoDI 8510.0 and DoDI

8510.01. The Contractor shall identify and facilitate Plan of 2Action and Milestone (POAM) requirements for security critical threats and implement controls to resolve those security threats as required by IAW each order. The Contractor shall implement cybersecurity measures for the systems IAW each order. Cybersecurity is defined as the “Prevention of damage to, protection of, and restoration of computers, electronic communications systems, electronic communications services, wire communication, and electronic communication, including communication, information contained therein to ensure its availability, integrity, authentication, confidentiality, and nonrepudiation”. All system software, TPS and firmware created, delivered and installed shall utilize non-repudiation techniques to guarantee the integrity and origin of the system software. The monthly status report shall include cybersecurity status and risk management activities for the systems. (A001, A002, B001, B006, B007, B008, B00A, B00C, B00D, B00L, C006)

4.14.1 Cybersecurity Risk Management: The Contractor shall ensure that the cybersecurity risk management activity re-examines threats, exposure and vulnerabilities, and assesses changes to all system architecture and design changes as required IAW each order. The Contractor shall recommend changes to affected cybersecurity controls for Government review and approval. The Contractor’s IMS for each order shall include cybersecurity risk management framework of activities and events. The Contractor shall ensure familiarization materials, technical manuals and other technical data developed for the program address any cybersecurity controls (e.g., administrative, procedural, inherited) and requirements that affect system operation, maintenance, repair and other support activities.

4.15 Data Requirements: The Contractor shall develop, produce, maintain and deliver the re-procurable Level III TDP that accurately depicts the new design or design changes IAW each order.

The MIL-STD-3100B, Standard Practices for TDP defines the requirements for TDP and the TDP related management data. The required data shall apply to Conceptual, Developmental and Product level type. The TDP shall be complete and represent the approved, tested and accepted configuration of the defined delivered item(s). TDP data includes but is not limited to: engineering drawings, complete Parts List; Computer Aided Design (CAD) data; CAD and simulation models; Model based definition data sets, Gerber files, Consolidated Bill of Materials (CBOM), software executable and source code IAW each order. The TDP data shall provide design, engineering, manufacturing, software, testing and Quality Assurance information to enable the re-procurement of a like item.

Vendor Item Control Drawings shall be used to specify the requirements for purchased items when such items have been approved for use in the design and are used without alteration, selection or source qualification (testing of an item prior to procurement action to ensure that it satisfies the specified requirements). Rights in data for commercial engineering design data and associated list shall be IAW each order for each TDP element. The TDP shall be delivered IAW the applicable CDRLs. (A005, A006, B002, B005, B00B, B00F, B00J, B00N)

4.15.1 Incorporation of Data: The Contractor shall complete 95% of all engineering and software changes into the applicable TDP and T.O. after engineering release and Government concurrence.

A change involving safety shall be incorporated IAW TMCR in each order.

4.15.2 Documentation Data: The Contractor shall deliver new and update changes to technical data and documentation generated IAW each order. The documentation shall be suitable to perform investigations, R&M analysis, studies, software/hardware deficiency investigations and engineering prototype development and testing. The documentation listed may include but not limited to:

Hardware User’s Manual; Technical Reports, Study/Services; T.O.s, T.O. Changes/Redline;

Product Drawings/Models and Associated Lists; Software Test Report; TPS and Operational Test Program Set; Acceptance Test Procedures; Software and Hardware Test Plan, Software and Hardware Product Specification IAW each order. (B001, B002, B003, B005, B006, B007, B008, B00A, B00B, B00C, B00F, B00J, B00K, B00L, B00M, B00N, C001, C003, C004)

4.15.3 Provisioning Data: The Contractor shall correct/update provisioning documentation for existing ATS and proprietary interface support equipment as defined by each order. The Contractor shall provide Supplemental Data for Provisioning as required IAW each order. Electronic submittal is acceptable when feasible or required. Delivery schedule will be IAW each order. (B00H)

4.15.4 Data Rights: The Government shall have unlimited rights to all configuration and technical documents and changes generated IAW each order and DFARS subpart 227.71. The Contractor shall adhere to DFARS Subpart 227.71, Rights in Technical Data, which mandates the policies, procedures and clauses pertaining to data rights. “Data Rights” refer to the Government’s nonexclusive license rights in two categories of valuable intellectual property, “technical data (TD)” and “computer software” delivered by contractors under civilian agency and DoD contracts. The MIL-STD-3100B, Standard Practices for TDP defines the requirements for TDP and the TDP related management data. These data rights apply to Conceptual, Developmental and Product level data.

4.15.5 Completeness of Engineering Data: The Contractor shall deliver all engineering data complete, proper format and without errors IAW each order, and require no further clarifications.

The remaining 5% shall be delivered complete, in proper format and without errors within ten (10) business days of Government notification. The Contractor shall deliver all engineering data 95% complete, IAW DD form 1423, without errors and requires no further clarifications. The remaining 5% of data be corrected and delivered within ten (10) business days after Government notification of deficiency.

4.16 Production Warranty: Contractor shall provide standard warranty for parts and labor on all new hardware produced and delivered by the Contractor. Contractor shall warrant for a period of one (1) year, from the date of acceptance, that all new hardware produced and delivered shall be free from defects in material and workmanship; conform to applicable specifications; drawings;

samples; descriptions; and other requirements IAW each order. The Government shall return failed item at Contractor’s expense for correction or replacement within thirty (30) business days of notification requirement for warranty repair. Supplies required to be corrected or replaced shall be subject to the provisions of this paragraph to the same extent as supplies initially delivered, except that the term of warranty of such corrected or replaced supplies shall not extend beyond the original one (1) year warranty period. Should any defect or non-conformance occur during the warranty period, the Contractor shall have full responsibility to repair or replace the defective or non-conforming item at Contractor’s expense. The Contractor shall repair the warrantied asset for basic repair within ninety (90) business days after return of the asset to the Contractor. Shipping costs of any material returned as nonconforming is initially at Contractor’s expense and Contractor must issue a Return Material Authorization to the Government, authorizing the return of the item to the Contractor’s facility for repair or replacement. In the event the parties agree that this is not a warranty return, the Government shall be responsible for repair cost in accordance with the ASCC Price Exhibit. For warranty repair assets received, the Contractor shall have the latitude to ship hardware to and from various facilities as needed in order to complete the necessary repairs for workmanship and components associated with the repair. Deviations negotiated in each order or a bilateral contract modification. The warranty stated herein shall apply only to equipment that has been properly operated and maintained IAW the associated operation manuals or T.O.s.

4.16.1 Repaired Assets Warranty: The Contractor warrants the workmanship and components, excluding cannibalized components, associated with the repair service for a period of ninety (90) business days from the date of shipment by the Contractor.

4.17 Technical Order (T.O.): The Contractor shall perform redline changes and updates to new and existing T.O.s for ATS and proprietary interface support equipment under this contract as defined IAW each order. The Contractor shall develop and perform evaluations of technical manuals and source data as required. The Contractor shall support the T.O. Authoring, Engineering reviews, editing, and processing through Quality Assurance Group prior to delivery of T.O.s to the Government. (A00E)

4.18 Software Maintenance: The Contractor shall provide software maintenance to ensure operational capability of new and existing ATS equipment and TPSs IAW each order as requested by Government. The Contractor shall perform software sustainment for tasks listed but not limited to: maintain fielded software; perform analysis of software anomalies with developed/submitted software; provide software engineering service to assist the Government with resolving software issues in the field; perform system/component level software integration including instrument drivers and firmware; maintain fielded software including executive, application and operating system software; provide cybersecurity software; support software updates due to Deficiency Report Analysis results; document testing and evaluation of all software changes IAW each order. (A001, A002, B001, B004, B006, B007, B008, B00A, B00C, B00D, B00M, C006)

4.18.1 Software Deficiency Reports (SDR) Resolution: The Contractor shall provide software updates to incorporate resolutions to deficiencies identified in previously released software versions.

Submitted software updates shall demonstrate SDR resolution for software required functionality and operational capability during formal acceptance testing with an approved software test plan.

4.19 Software Development: The Contractor shall provide software development and sustainment activities to ensure operational capability of ATS assets IAW each order. Tasks include but are not limited to:

Develop new and improved software, including test executive and application software Develop and update Field Programmable Gate Arrays Develop changes to incorporate features and capabilities not originally envisioned Develop software changes to improve usability and efficiency of operation Develop and integrate new Cybersecurity requirements for ATS assets Develop or upgrade new operating system source program for ATS assets

Develop new software drivers and firmware for ATS testers to integrate new TRUs Develop new TPSs and perform upgrade to existing TPSs to test new LRU capabilities.

(A001, A002, A005, A006, A00E, B001, B006, B007, B008, B00A, B00C, B00K, B00L, B00M, C003, C004, C006)

4.19.1 New Software Capabilities: The Contractor shall develop, integrate, test, verify and validate software updates to incorporate new or modified capabilities IAW each order. The Contractor shall successfully demonstrate new software functionality or operational capability during formal acceptance testing with an approved software test plan.

4.20 Familiarization: The Contractor shall provide familiarization materials, courses and services listed under Corporate ASCC PWS for ATS and specialized support equipment IAW each order.

The Contractor shall be a qualified instructor with technical knowledge of supported ATS equipment. (C008)

4.20.1 Familiarization Presentations: The Contractor shall prepare familiarization course curriculum outline and materials as approved by the PM and Engineer. The familiarization data shall be presented in the English language. (C007)

4.20.2 Familiarization Plan: The Contractor shall submit a familiarization plan with location to the Government at least thirty (30) business days for (Contiguous United States) CONUS and forty-five (45) business days for OCONUS in advance of the familiarization event IAW each order.

4.21 Configuration Data Management (CM) and Changes: The Contractor shall perform configuration and data management of existing ATS identified and supported IAW each order.

Support shall include the maintenance of configuration change control updates and tracking of hardware and software. The CM shall maintain the latest configuration of hardware and software Configuration Items. The Contractor shall provide delivery of Tech Data, (drawings, Version Description Documents, Software Test Documents, etc.) as requested by the Government PM.

4.22 Financial and Technical Status: As required, the Contractor shall provide financials and technical status of ongoing efforts at the frequency IAW each order. (A001, A002, A00L, A00N)

4.23 Meetings, Conferences and Technical Interchange Meetings (TIMs): The Contractor or the Government may request meetings, conferences or TIMs to resolve any critical program issues and concerns during the performance of this contract. These meetings may be held by telecom, video teleconference, or in person working sessions. The Contractor shall prepare minutes but the party who called the meeting shall prepare the agenda. The Contractor shall document all work performed;

track the program progress; and complete all work related to this effort IAW each order. The Contractor shall support and co-chair meetings, conferences and TIMs, as applicable. The meetings, conferences or TIMs shall be convened at a mutually agreed upon site and date in writing by the PCO and the Contractor. The final minutes and any Action Items shall be prepared by the Contractor and delivered to the Government IAW CDRL. (A001, A002, A003, A00K)

4.24 Item Unique Identification (IUID)

4.24.1 Marking Requirement: Unique Item Identification is required for all items to be delivered to the DoD that meet the criteria established by the FAR and DFARS. (A007, A008)

4.24.2 Reporting in IUID Registry

4.24.2.1 Transfer of GFP: Transmission of Government property must be recorded in the IUID Registry. The Government is required to record the transfer of GFP to the Contractor. The Contractor is required to record the receipt of GFP from the Government. The Contractor is required to record the return of GFP to the Government. (A007, A008)

4.24.2.2 Life Cycle Event: The Government or Contractor/Subcontractor personnel responsible for causing a “life cycle event” shall update the record for the item in IUID Registry. (i.e. abandoned;

consumed; destroyed by accident; destroyed by combat; donated; exchanged – repair; exchanged – sold; exchanged – warranty; expended – experimental/target; expended – normal use; leased;

loaned; lost; reintroduced; retired; scrapped; sold – foreign government; sold – historic; sold – nongovernment; sold – other federal; and sold – state/local, and stolen) will update the item record in the IUID Registry.

4.25 Packaging: The Contractor shall package and mark material IAW the contract/order Air Force Material Command Form 158, Packaging Requirements, and applicable Government regulations.

The Contractor shall ensure that classified material is packaged, marked and delivered in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM).

4.26 Commercial Asset Visibility-Air Force (CAV-AF) Reporting: The Contractor shall report 100% of repair actions in CAV-AF IAW each order. As a minimum, CAV-AF reporting shall include four states: receipt, induction, repaired, and shipped for each asset. The Contractor shall provide data on the actions conducted for each unit as they occur. (A009)

4.27 Counterfeit Electronic Parts: The Contractor shall establish and maintain a counterfeit electronic part detection and avoidance system to mitigate the risk of counterfeit electronic parts being installed in end items or otherwise entering the USAF/DoD inventory IAW each order. (A00F)

4.27.1 Government Industry Exchange Program (GIDEP): The Contractor shall be or will become a member of the GIDEP. If not a member of GIDEP, the Contractor must register to become a member. The Contractor shall be required to submit all appropriate data requirements to GIDEP as it is generated IAW the CDRL of this contract. Part, component, material, equipment, or manufacturing process deficiencies (actual or potential) shall be reported to GIDEP. The Contractor shall maintain a record of the status and disposition of all Alert/Safe Alert reports.
