Description of Services

Objective(s): The objective of this acquisition is to establish a single award Automatic Test Systems (ATS) Sustainment Corporate contract, hereby defined as ASCC to BAE Systems. This PWS describes the services to provide sustainment support for the ten (10) years after award of the ASCC effort. This sustainment support is for multiple ATS that includes, but is not limited to, Avionics Intermediate Shop Systems (AIS), ALM-288, AN/USM-638 Radio Frequency Transmission Line Test Set (RFTLTS), AN/USM-464A Countermeasure Test Set (CTS), Stores System Tester (SST), Viper Memory Loader/Verifier (MLV), and any additional ATS, proprietary to BAE Systems. Currently these test systems perform aircraft maintenance in the United States Air Force (USAF), United States Army, United States Navy, and Air National Guard (ANG). Other services such as National Aeronautics and Space Administration (NASA), Drug Enforcement Agency (DEA), European Participating Air Force (EPAF), Multi- National Fighter Program (MNFP) and Foreign Military Sales (FMS) use these same test systems. This PWS represents the overall potential scope of the program while each task orders define funded tasks required during execution.

Each task order will specify the applicable PWS Paragraphs as well as provide detailed task requirements for that particular order.

Benefit to USAF: This ASCC contract will establish and continue to provide sustainability, manufacturability and maintainability of current and additional future requirements for ATS proprietary to BAE Systems. The ATS Division mission is to provide sustainment for organizational, intermediate and depot level testers in support of maintenance for multiple aircraft platforms by utilizing ASCC contract vehicle to streamline the acquisition process. The ASCC contract will enable the USAF to continue ATS sustainment of BAE System testers that globally support aircraft platforms while significantly improving delivery times and lowering the total cost to the Government

Background: In 2017, five (5) ATS sustainment contracts awarded to BAE Systems and the aforementioned test systems supported by individual contracts were determined to be proprietary to BAE Systems. Under these contracts, BAE Systems supported their proprietary organizational, intermediate, and depot testers from inception and is currently providing sustainment support under these contracts. Current sustainment services include engineering and technical services; Test Program Sets (TPSs); tester modification; production; kitting; materials; repair; software/hardware maintenance and development; Cybersecurity; travel and other services, as determined by each task order.

Services Summary

Objectives and Thresholds: The Contractor shall follow the objectives and thresholds listed in the PWS (Table 1 Services Summary) to ensure compliance.

4.3.1 There shall be no more than one (1) rejection of any

single deliverable in a quarter. The acceptable total number of acceptable rejection(s) of deliverables shall be determined per each task order. The Government will reject a deliverable if one (1) or more technical errors or ten (10) or more minor errors are found within the deliverable. The rejected deliverable shall be corrected and resubmitted within ten (10) business days of notification of Government rejection.

Receipt of CDRL deliverable

4.3.2 The number of acceptable late submission(s) of

deliverables shall be determined per each task order. For each task order, there shall be no more than one (1) failure to notify the Government of a late delivery incident per quarter. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the Government.

Engineering data completeness

4.15.4 98% of engineering data shall be delivered complete and without errors IAW the delivery order, and require no further clarifications. The remaining 2% shall be delivered complete and without errors within ten (10) business days of Government notification.

Engineering data delivery 4.15.5 98% of engineering data shall be delivered on-time IAW each task order. The 2% error shall be corrected and delivered within ten (10) business days of Government notification of an error.

Software Deficiency Reports (SDR)

4.18.7 The Contractor shall provide software updates to

incorporate resolutions to deficiencies identified in previously released software versions. Submitted software updates shall demonstrate 100% full functionality and provide required operational testing capability.

Software development 4.19 The Contractor shall provide software maintenance updates to incorporate new or modified capabilities.

Submitted software updates shall demonstrate 100% full functionality and provide required operational testing capability.

Diminishing Manufacturing Source (DMS) issues

4.6.1 The Contractor shall identify 100% of DMS issues

to ATS Division in writing within 15 business days of official notification from the vendor or upon discovery by the Contractor.

On-site Engineering 4.2.1.2 The Contractor shall have a technical representative physically present and available at the user location within five (5) business days of the travel request approval or at a date mutually agreed to by the Contractor and the Government.

Engineering changes 4.15.1 100% of engineering changes shall be incorporated into the applicable engineering data within 90 business days after engineering release / Air Force concurrence or at interval of five (5) changes whichever comes first, except a change involving safety, which shall be incorporated immediately.

Delivery of repair 4.12.5 98% of all repaired assets shall be delivered in accordance with the schedule defined by each task order.

Quality of Repair 4.12 Assets shall be repaired in accordance with each delivery order.

Repaired assets shall pass inspection with no more than one failure per quarter.

At a minimum, 98% of repaired assets shall pass initial test and inspection. Remaining 2% (or less) of failed assets shall pass on the second attempt.

This metric will be calculated quarterly. There shall be no more than one (1) PQDR and/or QDR per quarter.

Commercial Asset Visibility Air Force (CAV-AF) reporting

4.26 The Contractor shall report 100% of production and

repair including repair assets, in CAV-AF. The Contractor shall provide data on the actions conducted for each unit. The Contractor shall report as actions occur.

Class I and Class II configuration and design submission

4.4.6 Class I ECP configuration and design changes shall

be submitted to Government for concurrence within ten (10) business days after determination of requirement for Class I ECP. All Class I and Class II ECP change notifications shall be reported to the Government.

Adherence to Contractor Quality Management System (QMS)

5.9 100% compliance with the QMS is required. A QMS shall be submitted within 30 calendar days after contract award.

Contractor Manpower Reporting

5.7 Within 30 calendar days of contract/order award, the Contractor shall establish a record for the contract/order in eCMRA including Order Data, Contact Data and Location Data.

The Contractor shall provide a count of Contractor/Subcontractor personnel performing services for each fiscal year and report all Contractor/Subcontractor labor hours required for performance of services for each fiscal year. All data shall be reported no later than October 31 of the following fiscal year.

Mishap Notification and Reporting

5.5.2 For each task order, there shall be no more than one

(1) instance of late mishap notification per contract year.

The Contractor IMS schedule milestones 4.2.1.4, 4.14.1

The Contractor shall meet 98% of proposed IMS milestones for each task order on a yearly basis.

Government Property

Contractor Responsibility: The Contractor shall be responsible for Government Furnished Property (GFP) in accordance with the Federal Acquisition Regulation (FAR) and as specified in the contract.

Government Property Provided: All Government Furnished Material (GFM), Government Furnished Equipment (GFE) and Government Furnished Property (GFP) shall be listed and maintained in the Attachment 3, GFP List. Items not specified in the GFP Attachment 3 will be Contractor Furnished Material (CFM) and Contractor Furnished Equipment (CFE). AFLCMC/WNA is responsible for providing GFP and access to applicable ATS and support equipment for Contractor’s development, integration, qualification and certification as mutually agreed to by the Contractor and the Government.

Reporting of Government Property: The Contractor shall create and maintain records of all Government property accountable to the contract. The Contractor shall record receipt and return of GFP in the Item Unique Identification (IUID) Registry. (A00J, A00M)

GFP Tracking: The Contractor shall manage and track GFP at the basic contract level. All GFP provided does not require serialization for tracking and may be provided on a rent-free basis as required by each task order.

Loss of Government Property

Definition of Loss of Government Property: The “Loss of Government property” means unintended loss of or damage to Government property; including property that cannot be found after a reasonable search; loss due to inadequate storage; loss due to lack of security; theft; damage requiring repair to restore the item to usable condition; or damage that renders the property useless for its intended purpose or Beyond Economical Repair (BER). Loss of Government property does not include manufacturing defects, obsolescence, normal wear and tear, or purposeful destructive testing. Unless otherwise stated in the contract/order, loss of Government property does not include normal and reasonable inventory adjustments, i.e., losses of low priority consumable material, such as common hardware, as agreed to by the Contractor and the Government Property Administrator.

Reporting Loss of Government Property: The Contractor shall report loss of Government property using Defense Contract Management Agency (DCMA)/access to eTools.

Return or Retention of Government Property: All property provided by the Government remains the property of the Government and shall be returned to the Government as directed, but no later than completion of the contract/order, unless the Procuring Contracting Officer (PCO) directs the Contractor to retain the property for continued use under a successor contract. All Government property shall be returned to the Government in the condition provided unless approved in advance by the PCO. All material generated under the contract/order becomes the property of the Government and shall be returned to the Government as directed, but no later than completion of the contract/order, unless the PCO directs the Contractor to retain the material for continued use under a successor contract.

GFP/GFE Maintenance: The Contractor shall provide regular and preventive maintenance on all GFP/GFE on loan from the Government to include regular calibration of GFE test equipment at no additional cost IAW FAR Clause 52.245-1 “Government Property.” In the event a repair action is necessary IAW 52.245-1, the Contractor shall immediately advise Defense Contract Management Agency (DCMA), who will validate the need for repair. Upon DCMA validation, the Contractor shall submit an adequate proposal to the PCO for approval. (A00A, A00J, A00M)

Cannibalization of GFP/GFE: In addition, the Government will allow the Contractor to cannibalize GFP/GFE assemblies or parts removed from a repair candidate item during the repair process for use on the GFP/GFE to restore units back to a serviceable condition. The Contractor must obtain authorization from the PCO prior to cannibalization. The Contractor shall use internal measures to track items cannibalized between GFP/GFE units. Upon contract termination, the Contractor shall comply with requirements in FAR 52.245-1 and provide to the Government a Final Inventory of all GFP/GFE remaining in Contractor’s possession. Inventory tracking and documentation will be a CDRL requirement to be determined/specified at the task order level.

Technical Requirements

Period and Place of Performance

Contract/Order Period of Performance (POP): The POP for the contract shall not exceed ten

(10) years. The basic ordering periods will be 12 months for the basic and nine (9) additional 12 month ordering periods. The performance is from October 2020 (FY20) until October 2030 (FY30).

Place of Performance: Requirements will be performed at USAF, ANG, Contractor facilities and Outside Continental Unites States (CONUS) sites.

Place of Performance for OCONUS Locations: Chile, Morocco, Oman, Pakistan, Romania, Slovakia, Bahrain, Greece, Korea, Singapore, Taiwan, Indonesia, Israel, Jordan, Poland, Thailand, Egypt, Iraq, Turkey, Japan, Belgium, Denmark, Netherlands, Norway, Portugal, Bulgaria, Philippines, Columbia. List of OCONUS locations is not all-inclusive and the list may be expanded as required by each task order.

Travel: The Contractor shall provide advance notice to PCO, at least for 30 business days, for work performed at an OCONUS or Foreign site/country location and 5 business days for US locations (CONUS). Travel to these locations will be allowed only after receiving a valid authorization from the PCO. The Contractor shall have a technical representative physically present and available at the user location within five (5) business days of the travel request approval or at a date mutually agreed to by the Contractor and the Government in advance of departure.

Facilities: The Contractor shall provide laboratory facilities, test facilities, test equipment and associated items sufficient to perform evaluation, investigation, test and evaluation as authorized under this contract. The Government shall provide access to Government owned or controlled Equipment Mock-ups, Avionics Equipment Bays, Support Equipment, and Alternate Mission Equipment within 30 business days of request and if required by a task order.

IMS: The Contractor shall meet 98% of proposed Integrated Master Schedule (IMS) milestones for each task order on a yearly basis. The PCO shall be notified of any slip in IMS milestones exceeding 30 business days and within (5) business days of discovery. The late milestones shall be negotiated with the Government for a new date.

Contract Data Requirements List(s) (CDRLs): A complete list of CDRLs for ASCC is provided in the PWS CDRL, Attachment 2, hereto. All listed CDRLs in the ASCC CDRL Guide are representative of those that may be dictated by each task order as provided in the PWS CDRL Attachment 2.

Quality of CDRL Deliverable: There shall be no more than one rejection of any single deliverable in a quarter. The total number of rejection(s) of deliverables shall be determined per each task order. The Government will reject a deliverable if technical errors or ten (10) or more minor errors are found within the deliverable. A technical error is defined as the format not being in accordance with the CDRL or content not being accurate and complete in accordance with the CDRL, PWS, or contract. A minor error is exemplified by a typographical error, a grammatical error, etc.

The Government shall provide acceptance or rejection as specified in the CDRL. The rejected deliverable shall be corrected and resubmitted within 10 business days of Government notification of rejection.

Receipt of CDRL Deliverable: The Contractor shall electronically deliver all contractual data using the Government-controlled method of delivery, Multi-user ECP Automated Review System (MEARS), https://mears1.redstone.army.mil/mears/Default.aspx. The Contractor shall work with the government to ensure that an adequate number of Contractor personnel obtain and possess Public Key Infrastructure (PKI) certification from an accepted Government source. The Contractor shall be receptive to the training offered by the Government on the MEARS system. The Contractor shall prepare, maintain, and track the contract data status, schedule and ensure timely data deliveries. An alternate method of delivery when MEARS is down for maintenance will be the DISA application, known as DOD SAFE, https://safe.apps.mil/. It will be available to all DOD Common Access Card (CAC) holders or Contractor personnel who possess Public Key Infrastructure (PKI) certification from an accepted Government source

Engineering and Technical Services: Engineering and technical services, as determined by each task order, will include but are not limited to: engineering studies; problem investigation and analyses; feasibility studies; operational evaluations; sustainment recommendations;

system/subsystem evaluations; modifications; travel; technical data generation and updates; TPS analysis and maintenance; hardware and software analysis and maintenance; updates and testing;

delivery and installation of software and hardware components/equipment; and familiarization. The Contractor shall provide problem resolution and sustainment activities to ensure operational capability for relevant National Stock Number (NSN) as defined by each task order and listed in GFP attachment 3. (A001, A002)

Engineering Documentation: The Contractor shall develop and deliver engineering documentation suitable to perform sustainment for repair, investigations, analysis, feasibility studies, manufacturing, software reviews/prototyping and engineering prototype development and testing as required under each task order. (B002, B005, B00B, B00F, B00H, B00J, B00N)

Deficiency Investigations: The Contractor shall perform and complete software/hardware deficiency investigations and/or corrections in support of ATS, supporting a formal modification as required under each task orders. ( B003, B004, B00D )

Prototype and Testing: The Contractor shall perform engineering prototype development and any associated integration/qualification testing and provide test data as required under each task order. (B001, B006, B007, B00A, B00M)

R&M: The Contractor shall prepare Reliability/Maintainability (R&M) studies, failure analysis, and analysis of field data, environmental stress screening or other R&M related tasks as required under each task order. (B001, B003, B009, B00D, B00M)

Deficiencies: The Contractor shall review and analyze Service Reports (SRs) and Deficiency Reports (DRs) with associated exhibits for cause of failure and shall perform failure analysis and recommendations for corrective action, in Contractor proposed Engineering Change Proposals (ECPs) for electronic parts, assemblies and equipment as required under each task order. The Contractor shall provide the results of analysis and recommendations as a deliverable and in accordance with each task order. (B001, B003, B004, B006, B007, B00A, B00D, B00M)

Class I and Class II ECP: The Class I ECPs requires Form, Fit and Function (FFF) configuration and design change from established formal product baseline. The Government reserves the right of determination as to what constitutes a Class I or Class II ECP change. The Contractor shall submit Class I and Class II changes for Government concurrence and provide copies of configuration and design change notifications to the ATS Division within ten (10) business days of determination of requirement. Notification of changes shall be required for 100% of Class I and Class II ECPs. The Contractor shall have approval authority for all Class II configuration and design changes for established formal product baseline. All Government-directed ECPs and Notices of Revision (NORs) shall be coordinated with Government and require approval prior to commencement of any work. (A004, A005, A00B, B001, B003, B004, B006, B007, B00A, B00B, B00M, )

Engineering Study and Evaluations: The Contractor shall prepare Class I ECPs, NORs and Specification Change Notices (SCNs) as required resulting from an engineering study or evaluation in accordance with each task order. (A004, A005, A00B)

Data Rights: The Government shall have unlimited rights to all configuration and technical documents generated due to Class I ECPs. The Contractor shall deliver all final configurations technical data packages generated by each task order within 30 business days of acceptance by the Government. (B00B)

Hazardous Conditions: The Contractor shall identify to Government any hazardous condition during the performance of task orders and perform all analyses necessary to identify hazardous conditions and develop strategies for eliminating or mitigating the associated risks in accordance with MIL-STD-882E. (A00C, B00E )

Non-Recurring Engineering (NRE): Nonrecurring are the elements of development and generally occur only once in a system’s life cycle. They include all the effort required to develop and qualify an item, such a defining its reqirements and its allocation, design, analysis, development, qualification, and verification. The Contractor shall perform non-recurring engineering tasks as defined by each task order in support of efforts to increase or sustain reliability, maintainability, and supportability levels of testers with associated unique support equipment. The non-recurring engineering consist of, but not limited to: manufacturing and testing of development units, both breadboard and engineering, for hardware, as well as qualification and life-test units; retrofitting and refurbishing development hardware for requalification; developing and testing virtually all software before beginning routine system operation; hardware and software integration and test efforts until qualification tests are complete; providing engineering and some hardware before and during critical design review; developing, acquiring, producing, and checking all tooling, software, test equipment and unique support equipment; TPS, Interface Test Adapters (ITA) and/or mechanical interface devices development; preproduction engineering with pilot production runs; initial rework and spoilage; and training programs. The Contractor shall also perform all associated functions (e.g.

engineering, generation and modification of drawings and technical data, modeling, simulation, and testing) that are integrated elements of engineering as defined by each task order. (A001, A002, A005, A006, A00B, B001, B003, B005, B008, B00A, B00B, B00C, B00D, B00E, C004, C005, C006)

DMS Analysis & Support: Contractor shall periodically perform DMS analysis as directed by each task order and provide technical reports with supporting documentation and rationale for the obsolescence. In addition, the Contractor shall inform the Government of any DMS issue based upon discovery by a Contractor or the advanced notification of anticipated obsolescence of ATS equipment by any vendor supplying TRU (Tester Replaceable Units) and other parts to the Government that would affect sustainment. The resulting analysis report shall identify items that are currently or schedule to go out of production, obsolete, unrepairable, or unsupportable. Components survey shall include hardware, software, and firmware, which may affect FFF of the end-item. The Contractor shall provide a recommended course of action for replacement of DMS items to include alternate supplier sources; last time procurement of materials; lifetime buys; FFF form-fit-function replacement; or any other obsolescence solutions. The Contractor shall replace the identified obsolete items with the proposed solutions via attrition modification (i.e. Time Compliance Technical Order (TCTO)), retrofit modification, or as directed by the PCO in writing. Disposition of reclaimed and removed functional TRUs shall be coordinated with the Government for deposition and approval from the PCO (A001, A002, A00E, B00F, B00G, B00H, C005)

DMS Issues: The Contractor shall identify 100% of DMS issues to ATS Division in writing within 15 business days of official notification from the vendor or upon discovery by the Contractor.

Component Replacements: The Contractor shall Perform FFF component replacements or equivalent alternative items for component level functionality as defined by each task order. The Contractor shall perform validation of replacement items to ensure physical and functional compatibility between next higher assemblies and end items. The evaluation results shall be submitted to Government within 30 business days at the conclusion of the evaluation effort. (B001, B002, B003, B006, B007, B00A, B00D, B00M, C002)

Integration and Testing: The Contractor shall perform system/component level integration and testing to ensure replacement components and/or subsystems meet requirements of the Equipment System Prime Item Development Specifications (PIDS) or Performance Specification (PS) for each ATS. In addition, the Contractor shall perform validation on aircraft and LRUs by regression testing for impacted systems or as specified by each task order. Materials: The Contractor shall provide all materials that include but are not limited to consumables, piece parts, TRUs, Circuit Card Assemblies (CCAs), connectors, conductors, cables, and supplies as needed to facilitate ATS sustainment as required by each task order. In addition, the Government reserves the right to purchase any material at any time throughout the life of this contract. Any substitute part provided shall duplicate the physical and performance characteristics of the original product without additional design engineering effort or recourse to the original design activity or any third party. (B005)

Production: The Contractor shall perform production and delivery of build-to-print ATS hardware as identified in each task order. The production of ATS hardware shall include: manufacture of complete ATS end item testers, TRUs, CCAs, proprietary Interface Test Adapters (ITAs), spares, hardware, cables, and unique support equipment with proprietary interfaces. (A001, A002, A008, A00G, A00H, B001, B003, B00M)

Spares: The Contactor shall procure spares for continued repair of ATS testers and unique support equipment. The spares procurement shall replace BER repairable items and new requirements for spares as specified in each task order. (B00F)

Spares Quantity: The Contractor shall estimate the quantity of spares based on a two-year supply period or on analysis for spares requirement as specified in each task order. (B00F)

Kitting: The Contractor shall provide all materials and labor for kitting of ATS hardware as identified in each task order. This may include the kitting of a complete end item of ATS testers.

Kitting includes but is not limited to TRUs; CCAs; cables and cable assemblies; ITA hardware;

unique interface support equipment; TCTO requirements, upgrade kits; piece parts; and any combination thereof. (A006, A008, A009, A00G, A00H, B001, B003, B00M)

Installations and Modifications: The Contractor shall execute installations and modifications to ATS and support equipment, as identified by each task order. As a minimum, this may include installation of TCTO kits and replacement of TRUs as part of modifications due to upgrades and obsolescence or any other requirements as defined by each task order. (A001, A002, A008, A009, A00G, A00H, B001, B003, B00M)

Teardown, Test, and Evaluation (TT&E): The Contractor shall perform TT&E after receipt of a repairable asset and a task order to determine the level of repair. Upon completion of the TT&E, the Contractor shall submit one test inspection report within 30 business days identifying the level of repair required and a completed ASCC Repair Price Exhibit supporting the TT&E evaluated levels of repair. The report will include a written repair assessment, the Test Inspection Report, of the faulty asset(s). Any missing components identified in the ASCC Repair Price Exhibit shall be considered part of the repair after coordination and approval of the PCO. The Contractor shall begin work repairing the asset(s) once a funded task order is issued. If the assets are damaged and a standard repair is not feasible, then the repair falls under Beyond Economical Repair/ Beyond Physical Repair (BER/BPR). Such repairs shall be coordinated with the PCO (B001)

Repair: The Contractor shall begin depot-level type repair of failed ATS assets after receipt of an approved TT&E Evaluation Report; ASCC Repair Price Exhibit; and receipt of a funded task order. The Contractor shall repair and return ATS assets to a Fully Mission Capable (FMC) system with the latest configuration as defined by each task order. Repair services include, but are not limited to: inspection; replacement; verifying/troubleshooting the operational failure of assets; components and subassembly replacement; system and component calibration; minor paint repair (touch up) with up to 10% of total surface area for the complete assembly; corrosion control; updating to the latest hardware/software approved configuration; and any other hardware repairs as required. Items submitted for repair shall also include pre-production units and prototype items. Items may vary in age and condition. In addition, as part of the repair, the Contractor shall also perform installation of the retrofit kits as required in accordance with TCTO’s or Contractor documentation to upgrade the assets to the latest configuration for the item under repair. The Contractor shall conduct analysis for any COTS and/or non-developmental items to ensure: they match the currently approved configuration; software/hardware/firmware is controlled; and any unique risks identified and mitigated as required by each task order. (A008, A009, A00A, B001, B003, B00F)

Repair Parts: The Contractor shall provide all materials that include but are not limited to:

consumables, piece parts, TRUs, CCAs, connectors, conductors, cables, and supplies as needed to facilitate ATS repairs. Any substitute part shall duplicate the physical and performance characteristics of the original product without additional design engineering effort or recourse to the original design activity or any third party as required by each task order. (B001, B00F, B00H) The Contractor shall obtain and stock common and high usage repair components to meet required repair turn-times for ATS and unique support equipment.

Contractor BER Responsibility: The Contractor shall not be responsible for items deemed BER due to gross negligence on the part of the Government or acts of nature. The Government PCO will have final approval authority for all condemnation actions. The BER is determined by the following:

Physical BER Damage: Physical damage that destroys 75% of the physical and/or electrical integrity of the unit (i.e. crushed).

Internal BER Destruction: Overheating and subsequent destruction of 80% of the internal electrical components and electrical connections.

PCO Direction and BER Report: The Contractor shall provide a Technical Report to the PCO for a BER determination within 30 business days of that determination. The PCO shall verify the Contractor’s determination of BER and make a recommendation for the repair. The PCO will provide written direction to process a condemnation request or to provide a proposal for the completion of the repair. If the PCO condemnation direction is to ship the asset in as-is condition, the return of the asset will be in accordance with PCO written direction. If the direction by the Government is to scrap in-place, a request for scrap material disposition shall be submitted to the Government Plant Clearance Office (PLCO) via Plant Clearance Automated Reutilization Screening System (PCARSS). (B003)

Parts Database: The Contractor shall develop, maintain and update an online production, spare, and repair database with real time tracking of assets while at Contractor facility. (A006, A00A, C002, C005)

Repair Lead Times: The Contractor shall negotiate repair lead times and Turnaround Time (TAT) for repair of ATS assets identified with each task order. Early delivery authorized unless otherwise specified by the task order. Exceptions submitted in writing electronically to the Program Manager (PM) and PCO for items not anticipated in standard repair. The Contractor shall not perform any changes during repair to the assets that would affect FFF without written approval by the Government. In addition, 98% of all repaired assets shall be delivered in accordance with the schedule defined by each task order.

Over and Above (O&A): All O&A requests shall be reviewed and executed on a case-by-case basis due to extenuating circumstances and not identified herein. If required, after PCO determination, the scope of work shall be generated and provided to Contractor for a proposal. At the request of the PCO, DCMA may be requested to assist with proposal evaluation, inspection, and/or other tasks as required. (A001, A002, A00L, A00N)

Cybersecurity: The Contractor shall manage and verify adherence to cybersecurity requirements to resolve and adjudicate emerging threats for the ATS systems as required by each task order. The Contractor shall ensure systems are compliant and in accordance with FAR, Department of Defense Federal Acquisition Regulation Supplement (DFARS), and Air Force Instructions (AFIs) such as AF17-101, DoDI 8500.01 and DoDI 8510.0. and DoDI 8510.01. The Contractor shall identify and facilitate Plan of Action and Milestone (POAM) requirements for security critical threats and implement controls to resolve those security threats as required by each task order. The Contractor shall implement cybersecurity measures for the systems in accordance with a task order. Cybersecurity is defined as the “Prevention of damage to, protection of, and restoration of computers, electronic communications systems, electronic communications services, wire communication, and electronic communication, including communication, information contained therein to ensure its availability, integrity, authentication, confidentiality, and nonrepudiation”. All system software, TPS and firmware created, delivered and installed shall utilize non-repudiation techniques to guarantee the integrity and origin of the system software. The MSR shall include cybersecurity status and risk management activities for the systems. (A001, A002, B001, B003, B006, B007, B008, B00A, B00C, B00D, B00L, C002, C006)

Cybersecurity Risk Management: The Contractor shall ensure that the cybersecurity risk management activity re-examines threats, exposure and vulnerabilities, and assesses changes to all system architecture and design changes as required by each task order. The Contractor shall recommend changes to affected cybersecurity controls for Government review and approval. The Contractor’s IMS for a task order shall include cybersecurity risk management framework of activities and events. The Contractor shall ensure familiarization materials, technical manuals and other technical data developed for the program address any cybersecurity controls (e.g., administrative, procedural, inherited) and requirements that affect system operation, maintenance, repair and other support activities.

Data: The Contractor shall develop, produce, maintain and deliver the re-procurable Level III Technical Data Package (TDP) that accurately depicts the final product, as required by each task order. The TDP shall be complete and represent the approved, tested and accepted configuration of the defined delivered item(s). TDP data includes but is not limited to: Engineering drawings, complete Parts List; Computer Aided Design (CAD) data; CAD and simulation models; Model based definition data sets, Gerber files, Master Bill of Materials (BOM), software executable and source code as required by each task order. The TDP data shall provide design, engineering, manufacturing, software, testing and Quality Assurance (QA) information to enable the re-procurement of a like item. Vendor Item Control Drawings (VICD) shall be used to specify the requirements for purchased items when such items have been approved for use in the design and are used without alteration, selection or source qualification (testing of an item prior to procurement action to ensure that it satisfies the specified requirements). All engineering product definition data created using Government funding for this contract shall be considered a part of the TDP and shall be delivered to the Government with unlimited rights. The TDP shall be delivered in accordance with the applicable CDRLs. (A006, A00E, B002, B005, B00B, B00F, B00H, B00J, B00N)

Incorporation of Data: The Contractor shall incorporate 100% all engineering and software changes into the applicable Technical Data Package (TDP) and Technical Orders (TO) within 90 business days after engineering release and the Air Force concurrence, or at interval of five (5) changes whichever comes first. A change involving safety shall be incorporated immediately.

Data Reviews: The Contractor shall incorporate all engineering changes into applicable engineering drawings prior to delivery of data for review. In addition, the engineering changes shall be incorporated in the Technical Orders (T.O.s) prior to final T.O. review. (A00E)

Data Delivery: The Contractor shall incorporate engineering changes into the applicable engineering drawings prior to delivery of final media. In addition, the engineering changes shall be incorporated in the T.O.s prior to delivery of final media. (A00E)

Data Completeness: The Contractor shall deliver 98% of engineering data complete and without errors In Accordance With (IAW) each task order, and require no further clarifications. The remaining 2% shall be delivered complete and without errors within ten (10) business days of Government notification. This metric will be calculated per quarter and per contract year for each task order.

Timeliness of Data: The Contractor shall deliver 98% of engineering data on-time IAW each task order. The remaining 2% shall be delivered within ten (10) business days of original due date(s). This metric will be calculated per quarter and per contract year for each task order.

Required Documentation: The Contractor shall provide the applicable drawings, technical data, parts lists, source code and other documentation as required that is produced by the Contractor for the Government to support the ATS equipment as defined by each task order. The required documentation is listed but not limited to: Hardware User’s Manual; Technical Reports- Study/Services; Recommended Technical Order Changes/Redline; Product Drawings/Models and Associated Lists; Software Test Report (STR); TPS and Operational Test Program Set (OTPS);

Acceptance Test Procedures (ATPs); Software and Hardware Test Plan (STP), Software and Hardware Product Specification (SPS), or as required by each task order. (A00E, B001, B002, B003, B005, B006, B007, B008, B00A, B00B, B00C, B00F, B00H, B00J, B00K, B00L, B00M, B00N, C001, C003, C004)

Technical Interchange Meetings (TIMs): The Contractor shall support and co-chair a TIM, as applicable, with AFLCMC/WNA for engineering data within 45 business days after contract award or as required by each task order. The TIM shall be convened at a site and with an agreed upon date in writing by the PCO and the Contractor. The Contractor shall prepare an agenda and record the minutes of the TIM. The final minutes and any Action Items (AI) shall be delivered to the Government within ten (10) business days and approved by the PCO. (A003, A00K)

In-Process Review (IPR): The Contractor shall host, support, and co-chair an IPR as required by each task order. The IPR shall be conducted only after the Contractor’s QA personnel has reviewed the data and determined that the data is of sufficient quality prior to the Government’s review. The IPR may be scheduled when data has reached a completion point as agreed between the Government and Contractor and shall be held, when possible, in conjunction with other reviews (i.e., Preliminary Design review (PDR), CDR). The Contractor shall notify the Government in accordance with the CDRL. The IPR shall focus on the Contractor’s progress in the preparation of the TDP. As required, the Contractor shall support and provide the necessary resources, i.e., meeting agenda, conference room, applicable data, minutes, and appropriate personnel available to answer any questions to perform the IPR effectively. The Contractor shall correct all discrepancies and AI(s) identified in IPR and provide final minutes to Government within ten (10) business days after the IPR.

All subcontractor/vendor data shall be made available for review. If the quantity of the subcontractor/vendor data is of sufficient magnitude, the Government may schedule a separate IPR at the subcontractor’s/vendor’s facility. (A003, A00K)

Warranty: Contractor shall include parts and labor warranty on all new hardware produced and delivered by the Contractor. Contractor warrants for a minimum of 180 business days from the ate of acceptance that all items furnished pursuant to each task order shall be free from defects in material and workmanship; conform to applicable specifications; drawings; samples; descriptions; and other requirements by each task order. The commercially available components, including Commercial Off The Shelf (COTS), will include the OEM manufacturer warranty or 180 business days Contractor warranty, whichever is longer. For any breach of warranty herein above set forth, the Government may return such supplies at Contractor’s expense for correction or replacement within 30 business days of notification requirement for warranty repair. Supplies required to be corrected or replaced shall be subject to the provisions of this paragraph to the same extent as supplies initially delivered, except that the term of warranty of such corrected or replaced supplies shall not extend beyond the original 180 business days warranty period. All warranties supplied by the Contractor and their vendors shall be transferred to the Government with full warranty rights. Should any defect or non-conformance occur during the warranty period, the Contractor shall have full responsibility to repair or replace the defective or non-conforming item at Contractor’s expense. The Contractor shall repair the warrantied asset within 90 business days after return of the asset to the Contractor. The Contractor shall repair or replace defective or non-conforming materials at Contractor’s facility. Shipping costs of any material returned as nonconforming is initially at Contractor’s expense and Contractor must issue a Return Material Authorization (RMA) to the Government, authorizing the return of the item to the Contractor’s facility for repair or replacement. In the event the parties agree that this is not a warranty return, the Government shall be responsible for repair cost in accordance with the ASCC Price Exhibit. For Repair Warranty assets received, the Contractor shall have the latitude to ship hardware to and from various facilities as needed in order to complete the necessary repairs for workmanship and components associated with the repair. Warranty repairs shall require inspection and acceptance by DCMA at origin. Deviations negotiated with the appropriate task order or a bilateral contract modification. (A00A, A00M, B001, B003)

Out of Warranty Repair: The Contractor shall coordinated with the PCO all end item repairs that are out of warranty.

Technical Order (T.O.) Sustainment: The contractor shall provide support, through approval process, for new TO development and redline change updates for existing ATS and proprietary interface support equipment TOs as defined by each task order. The Contractor shall develop and perform evaluations of technical manuals and source data as required. (A00E)

Software Maintenance Sustainment: The Contractor shall provide software maintenance support and required data items for problem resolution and sustainment activities to ensure operational capability of new and existing ATS equipment and TPSs as defined by each task order.

Software Support: The Contractor shall perform software support of a formal modification to incorporate new or modified capability as defined by each task order.

Software Analysis: The Contractor shall perform analysis of software anomalies with developed/submitted software as required by each task order.

Software Engineering: The Contractor shall provide software engineering service to assist ATS Division with resolving software issues in the field with PCO approval and as defined by each task order. (B003, Software Integration: The Contractor shall perform system/component level software integration, including instrument drivers and firmware as defined by each task order.

Cybersecurity Analysis: The Contractor shall provide cybersecurity software analysis and updates to meet cybersecurity requirements as defined by each task order.

TPS Support: The Contractor shall provide TPS and OTPS maintenance and support as defined by each task order.

Software Deficiency Report (SDR): The Contractor shall accomplish SDR analysis and resolution with updates to incorporate resolutions to deficiencies with previously released software and as defined by each task order. Submitted software updates shall demonstrate 100% full functionality and provide required operational testing capability as defined by each task order. (B001, B004, B006, B007, B00A, B00D, B00M)

Software Data: The Contractor shall prepare and submit complete software updates and data to the Government as required by each task order.

Software Testing: The Contractor shall perform and document testing and evaluation of all software changes.

Software Development: The Contractor shall provide software development and sustainment activities to ensure operational capability of ATS assets as defined by each task order. Tasks include but are not limited to:

• Develop new and improved software, including test executive and application software

• Develop and update Field Programmable Gate Arrays

• Develop changes to incorporate features and capabilities not originally envisioned

• Develop software changes to improve usability and efficiency of operation

• Develop new Cybersecurity requirements for ATS assets

• Develop or upgrade new operating system source program for ATS assets

• Develop new software drivers and firmware for ATS to integrate new TRUs

• Develop new TPSs and perform upgrade to existing TPSs to test new LRU capabilities.

New Software Capabilities: The Contractor shall develop, integrate, test, verify and validate software updates to incorporate new or modified capabilities. Submitted updates shall demonstrate 100% full functionality and provide required operational testing capability as defined by each task order. (A001, A002, A006, A00E, B001, B006, B007, B008, B00A, B00C, B00K, B00L, C003, C004, C006)

Familiarization: The Contractor shall provide familiarization materials, courses and services for ATS and specialized support equipment as defined by each task order. (C007, C008)

Familiarization Space: The Contractor shall provide qualified instructors and classroom space for presenting familiarization material and information as defined by each task order. The Contractor shall provide classroom space that is of good quality, ergonomically friendly, safe and conducive to foster successful learning.

Familiarization Presentations: The Contractor shall provide familiarization material for new systems and upgraded functions not previously utilized to satisfy Government requirements. The Contractor shall prepare presentations; informational documents for students, video and other course material as necessary in order to provide properly familiarize the audience as identified by each task order.

Familiarization Plan: The Contractor shall submit familiarization plan with location to Government at least 30 business days for (Contiguous United States) CONUS and 45 business days for OCONUS in advance of the familiarization event as required by each task order.

Configuration Management (CM) and Changes: The Contractor shall perform up to date configuration and data management of existing ATS identified and supported by each task order.

Support shall include the maintenance of configuration change control updates and tracking. In addition, CM activities for ATS equipment hardware and software shall be included as defined by each task order.
