About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives seeks processing, transportation, storage, and disposal services for seized property and evidence, with quotes due June 11, 2026, and questions due June 9, 2026 at 5:00 PM Eastern Time. The procurement is a 100% total small business set-aside under NAICS 493110 (General Warehousing and Storage).

Place of performance is Washington, DC 20226. The contract runs from July 1, 2026 through June 30, 2031 (one base year plus four one-year option periods). Services include alarmed inside storage (70,000 sq ft), climate-controlled storage at 40–90°F with 40–60% humidity for standard assets and 65–75°F for tobacco products (2,000 sq ft), hazmat storage (750 sq ft), general storage (2,000 sq ft), small and large box trucks with drivers (70 and 60 units respectively), transportation trips (60 trips 0–50 miles and 30 trips 0–100 miles), warehouse labor (estimated 750 hours), and other direct costs capped at $131,500 per option year. Conex boxes must be delivered within 72 hours of notification and independently alarmed within 7 business days. All contractor personnel assigned must undergo comprehensive commercial background checks. Facilities must be permanent structures within 30 miles of the overseeing ATF Field Office, with motion sensors and alarm contacts on all entry points. The contractor must maintain insurance naming ATF as additional insured, track assets with 99.5% data integrity, submit intake photos and signed Storage Task Orders within three business days, and report any loss or damage within 24 hours.

Evaluation uses a two-phase approach. Phase I requires written answers to six experience-based questions (one page per question, seven pages maximum) due by the solicitation deadline. Phase II includes a cover letter, technical capability and approach (15-page limit), three past performance references (3 pages each, work within last three years), and pricing in Excel format. The evaluation criterion is lowest price technically acceptable, with non-price factors weighted more significantly than price. Amendment 0001, issued June 5, 2026, included a Q&A attachment clarifying solicitation requirements. The point of contact is Steven Jaimes at steven.jaimes@atf.gov.
