About this file

This is a Performance Work Statement for the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Asset Forfeiture and Seized Property Division for storage, transportation, and disposal services. The contractor must provide processing, storage, and transportation of seized assets—primarily firearms, ammunition, and tobacco products—in commercial warehouse facilities located within 30 miles of the overseeing ATF Field Office (with variance approval available from the Contracting Officer's Representative). The anticipated contract period runs from July 1, 2026, through June 30, 2031, consisting of a base year plus four optional 12-month periods. Full performance must commence within 30 calendar days of award, with a 14-day transition period at contract end. Storage facilities must be permanent structures with climate control maintained at 40°F–90°F (40–60% humidity) for standard assets and 65°F–75°F for tobacco products, equipped with running water, restrooms, mandatory motion sensors, and alarm contacts on all entry points. The contractor must deliver Conex boxes (10ft, 20ft, 40ft) with watertight seals and high-security locks within 72 hours of notification and independently alarm them within 7 business days.

The contract structure utilizes Firm Fixed Price (FFP) with Cost Reimbursable (CR) line items featuring a fully burdened monthly rate per square foot that encompasses warehouse lease/rental, Conex box storage footprint, dedicated intrusion detection and alarm systems, and forklift services (with rates based on Service Contract Act wage determinations). The prime contractor maintains sole financial and legal liability for all assets regardless of subcontractor involvement and must provide insurance commensurate with inventory value, naming ATF as an additional insured. Key performance requirements include tracking assets from pickup to destination, submitting intake photos and signed Storage Task Orders within three business days of receipt, maintaining 99.5% data integrity with real-time access capability, reporting any loss or damage to the COR within 24 hours, and remediating losses within 20 days. All personnel assigned must undergo comprehensive commercial background checks. Monthly status meetings are required on the first Monday of each month, with quarterly and unannounced facility inspections conducted by the COR. The contractor must provide a 24/7/365 emergency point of contact and maintain standard access availability Monday through Friday, 8:30 AM to 5:00 PM, with on-site personnel required for after-hours emergency access.
