About this file
This is a Request for Quote (RFQ) for asset logistics and warehouse management services issued by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The solicitation number is 15A00026Q00000067, and it is conducted under FAR Subpart 12.2 with a hybrid firm fixed price and cost-reimbursable contract structure for travel expenses.
The contract will be awarded as a single award for a base year plus four one-year option periods. Key service requirements include rapid response asset mobilization within 72 hours of notification; management of competing storage, transportation, and asset disposal deadlines for multiple federal customers; nationwide logistics infrastructure spanning the continental United States with asset tracking, warehouse networks, and fleet options; handling of regulated commodities including firearms, ammunition, and tobacco products with climate-controlled storage (40°F–90°F with 40%–60% humidity for standard assets; 65°F–75°F for tobacco); and high-complexity hazmat handling and disposal for DOT Class 1–9 hazardous materials. Conex boxes must include independent alarming systems. Additionally, contractors must maintain comprehensive personnel security protocols for both prime and subcontractor labor, including background checks and verification that personnel with access to seized evidence have no prior law enforcement dealings or "prohibited possessor" status under federal law.
The solicitation employs a two-phase evaluation process. Phase I requires written answers to six experience-based questions, limited to one page per question (seven pages maximum), due by the solicitation deadline. Offerors rated most highly will be advised to proceed to Phase II, though all may choose to continue. Phase II submissions include a cover letter, full technical capability and approach (15-page limit), past performance references (three references, 3 pages each demonstrating work within the last three years), and pricing in Excel format. Questions must be submitted by June 9, 2026, 5:00 PM Eastern Time to Contracting Officer Steven Jaimes at Steven.Jaimes@atf.gov. The quote is valid for 180 calendar days from the due date. Evaluation uses confidence ratings (High, Some, Low, No Confidence) with Phase I criteria weighted more heavily than Phase II. Non-price factors combined are significantly more important than pricing. Award will be made to the offer representing best value to the Government, not necessarily the lowest price.

This request does not commit the Government to pay for costs incurred in the submission of a quote or for any other costs incurred prior to the execution of a formal contract unless specifically authorized in writing by the Contracting Officer.
Attention is directed to the fact that a Contracting Officer is the only individual who can legally commit or obligate the Government to the expenditure of public funds should a contract result by reason of a response to this request for quote.
7. Voluntary Advisory Evaluation Procedure Notification
Offerors will receive an advisory notification via e‐mail from the Contracting Officer. This notification will advise the Offeror of the Government’s advisory recommendation to proceed or not to proceed with Phase II submission. Offerors who are rated most highly for Phase I will be advised to proceed to Phase II of the quote submission process. Offerors who were not among the most highly rated will be advised that they are unlikely to be viable competitors, along with the general basis for the Government’s advisory recommendation. The intent of this notice is to minimize quote development costs for those Offerors with little to no chance of receiving an award. However, the Government’s notice will be a recommendation only and those Offerors who are advised not to proceed may elect to continue their participation in the procurement.
Only Offerors that submitted all required Phase I materials may proceed to Phase II. For those Offerors that are advised to proceed to Phase II of the quote submission process, the Contracting Officer will include the Phase II submission instructions on the advisory notification. The Government recommends Offerors to begin preparation of Phase II pricing only after receipt of the Phase I voluntary advisory notice.
Those Offerors that received voluntary advisory notification not to proceed to Phase II but regardless choose to proceed shall send an email to Steven.Jaimes@atf.gov not later than 24 hours after receipt of the advisory recommendation not to proceed, indicating its intent to participate in Phase II. After the Contracting Officer receives notice from the Offeror stating its intent to participate in Phase II despite the Government’s advisory notification not to proceed, the Contracting Officer will send a separate e‐mail with Phase II submission instructions within two (2) business days or less.
ADDENDUM TO FAR PART 52.212-2 EVALUATION FACTORS FOR AWARD
1. Basis for Award
This acquisition is being conducted pursuant to RFO/FAR Subpart 12.2 - Solicitation, Evaluation, and Award. The Government intends to establish a FFP Contract to the contractor whose quotation represents the best value to the Government. The duration of the contract will be base and four (4) one (1) year options, that encompasses firm fixed price and other direct costs for travel (cost reimbursable). The award will be made to the quote that offers the greatest advantage to the Government.
Phase I, Written Questions: Direct to Experience - Technical Capability and Approach Phase II, Full Technical Capability and Approach, Past Performance, and Pricing
The Government will perform a comparative evaluation of quotations to determine which represents the best value. A streamlined, best-value source selection technique used to directly compare offerors against each other, rather than against a rigid standard. Phase I Evaluation Criteria is more important than Phase II evaluation criteria, when combined. All non-price evaluation criteria, when combined, are significantly more important than Phase II Pricing aspect. As the nonprice merits of competing Offeror’s written answers approach equal, Phase II Pricing aspect will become more important in the award decision. If competition is achieved, competitive pricing will determine fair and reasonableness. Award may not necessarily be made to the lowest priced quote.
The Offerors are advised that the Government intends to make award on the basis of the initial quotes without communicating with offerors but reserves the right to communicate if determined by the CO. Therefore, each initial quote should contain the Offeror’s best terms from a price and technical standpoint. Quotes which merely restate the requirement, or state that the requirement will be met without providing supporting rationale, are not sufficient and will receive “No Confidence” adjectival rating resulting in failing to meet the minimum requirements of the solicitation and not be considered for award.
2. Evaluation Criteria
The voluntary advisory evaluation (Phase I) will be performed using confidence ratings (Table 1). Phase II, factors 1 through 3, will each also use the below confidence ratings, however, If an Offeror is found to be unacceptable (have received a “No Confidence” adjectival rating) for Factors 1 or 2, then the Government reserves the right to not conduct further evaluation of the Offeror’s quote.
Table 1 – Confidence Ratings High Confidence The Government has high confidence that the
Offeror understands the requirement, proposes a sound capability and approach, and will be successful in performing the contract with little or no Government intervention.
Some Confidence The Government has some confidence that the Offeror understands the requirement, proposes a sound capability and approach, and will be successful in performing the contract with some Government intervention.
Low Confidence The Government has low confidence that the Offeror understands the requirement. The Government has low confidence that the Offeror proposes a sound capability and approach, and/or the Government has low confidence that the Offeror will be successful in performing the contract even, with Government intervention.
No Confidence The Government has no confidence that the Offeror understands the requirement. The Government has no confidence that the Offeror proposes a sound capability and approach, or the Government has no confidence that the Offeror will be successful in performing the contract, even with Government intervention.
The Government may award the contract without exchanges. Nevertheless, the Government reserves the right to engage in exchanges. Offerors are strongly encouraged to submit their best technical solutions and price in response to this RFQ.
Once the Government determines the Offeror that is the best-suited (i.e. the apparent successful Offeror), the Government reserves the right to communicate with only that Offeror to address any remaining issues, if necessary, and finalize a contract with that Offeror. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited Offeror based on the original analysis and address any remaining issues. Once the Government has begun communications with the best-suited Offeror, no further communications with the previous Offeror will be entertained until after the contract is awarded. This process shall continue until an agreement is successfully reached, and a contract is awarded.
2.1 Phase I and Phase II, Criteria
2.1.1 Technical Capability and Approach
The Offeror’s Technical Capability and Approach will be evaluated based upon their understanding of the objectives of the PWS and planned execution of the project. This refers to the manner in which the Offeror proposes to plan, manage, control, and provide the services and deliverables. The extent to which the Offeror demonstrates a solid understanding of addressing anticipated problems, issues, constraints, organizations and system(s) involved and the capability approach and methodologies proposed to ensure successful accomplishment of all tasks in the
PWS will be evaluated. The response must be clear, concise, and specific. Statements that the company, “understands the requirement and will comply” by themselves are not satisfactory. The Government will evaluate the Offeror’s proposed technical approach based on their demonstrated understanding of the objectives of the PWS and planned execution of the project and will be assigned a confidence rating. The following elements will be evaluated.
a) The manner in which the Offeror purposes to plan, manage, control, and provide the required services and deliverables.
b) The extent to which the Offeror understands the problems, issues, constraints, organizations and systems(s) involved.
c) The methodologies proposed to ensure successful accomplishment of the work.
d) Explain how experience correlates to the PWS.
2.1.2 Phase II, Evaluation Criteria– Past Performance
The quality of the contractor’s recent and relevant past performance will be evaluated to assess the Offeror’s probability of meeting the solicitation’s requirements. The Government will first evaluate the submitted references to determine the relevancy and recentness of the past performance information. This evaluation will be based on the degree to which the contract descriptions, Past and Present Performance Surveys, and other past performance information demonstrate relevant/recent experience compared to the requirements of this solicitation in terms of similar size, scope, and complexity. Next, the Government will evaluate the degree to which the performance of those efforts demonstrates an overall performance and quality record that supports an expectation of successful achievement of the solicitation requirements. The Government may use information provided by the contractor in its quote submission, information in both Government and commercial databases, and other information available as ATF determines is reasonable in its evaluation of past performance.
Offerors with no relevant past performance shall affirmatively state this in their quote; the Government will assign a Neutral rating (neither favorable nor unfavorable) for the past performance factor.
Recent is defined as contract performance within the last three (3) years from the date quotes are due. Relevant includes, but are not limited to, the following: similarity of product/service/support, complexity, dollar value, contract type, use of key personnel (for services), and extent of subcontracting/teaming. Offerors with no relevant past performance shall affirmatively state this in their quote; the Government will assign a Neutral rating (neither favorable nor unfavorable) for the past performance factor.
For past performance contract references determined to be both recent and relevant, the Government will evaluate the degree to which the performance of those efforts demonstrates an overall performance and quality record that supports an expectation of successful achievement of the solicitation’s requirements by a confidence rating.
2.1.3 Phase II, Evaluation Criteria Price
Price will be evaluated to determine reasonableness and to support the best value determination.
The Offeror’s pricing will not receive an adjectival rating. This process involves verification that prices are included for all solicitation requirements, figures are correctly calculated, and prices are reasonable and presented in an adequate format. A quote complying with solicitation requirements with the lowest price may not be selected for award if a higher-priced offer is determined to be the most advantageous to the Government.
Evaluation of options under 52.217-8 will be accomplished by using the prices offered for the last option period, which will be added to the base and other option years to arrive at the total price. Evaluations of options will not obligate the Government to exercise the option(s).
