About this opportunity
The U.S. Army Materiel Command Contracting Command at Picatinny Arsenal seeks proposals through a Prototype Project Opportunity Notice for its Enterprise Information Technology as a Service initiative. The Army aims to partner with industry to transform its IT operations and service delivery through commercial solutions, assessing the feasibility of transitioning network, core IT, and cloud services at select installations to a managed services model. Proposals will be evaluated based on technical approach, past performance demonstrating experience across network, end user, and compute/storage lines of effort, and pricing to select up to three awardees for pilot programs of up to three years each.
There is no set-aside designation. Services will be procured under NAICS code 541513 with a size standard of $41.5M, involving PSC codes D304, D316, and D399. The solicitation targets small businesses and nontraditional contractors and seeks solutions for Army installations including Army Futures Command headquarters, Fort Polk, Camp Roberts, and Fort Benning over five phases within three years. Firm fixed prices are requested for the first two phases, with rough order of magnitude pricing for later phases, as the Army intends for successful pilots to potentially transition to a follow-on production contract by fiscal year 2022 across multiple Army bases.
