About this file

This document outlines draft requirements for the Army Enterprise Information Technology as a Service (EITaaS) prototype project. The purpose of the EITaaS Pilot is to partner with industry to reform Army EITaaS operations and services delivery through commercial services in order to increase mission effectiveness, user efficiencies, and establish standardized, innovative IT services. The pilot involves four Army sites and will test delivery of network as a service, end user support, compute and storage, and other IT capabilities. Comments on the draft statement of objectives and requirements documents were due by May 22, 2019, with finalized requirements to be released if a formal solicitation is issued. The opportunity notice provides three attached documents but does not include pricing terms, response dates, or other procurement details.

1 Army_EITaaS_PPON_17JULY2019- Amendment_0005.docx

18-19 B.4.3 Will the Army clarify the page size for Format 2 documents?

The first paragraph under B.4.3 on page 18 states “8.5 x 14 inches sheet of paper” but the second full paragraph on page 19 states:

Page Size, Width (Maximum) = 11 inches Page Size, Height (Maximum) = 14 inches

Compliance Change Made. PPON Paragraph B.4.3., Second reference to Format 2, width changed to match first reference:

Page 19 changed to read:

Page Size, Width (Maximum) = 8.5 inches [No change to Page Size, Height (Maximum) = 14 inches]

4 4.4 Reference the SOO excerpt below, when does the Army plan to release to Offerors the Government independent assessment of the “as is” status related to End User experience?

SOO Excerpt: “The EITaaS Solution increases readiness through enhanced End User experience and productivity as measured by a comparison of the performance measured in the assessment and Government independent assessment of the “as is” status."

Planning No Change. After agreement award, the Govt will release additional information on the "as is" status, during the Phase I - Assessment.

3 Army_EITaaS_Statement_Of_Obje ctives_15JULY2019- Amendment_0003.pdf

9 4.8, Table 1, line 6

Two-part question:

Para 4.8, Table 1, metric 6 Affordability identifies: “Costs equal to Industry standards for a as a service model” while Para 4.6 identifies “the EITaaS Provider cost model…and as compared to the current capabilities and Army IT investment (budget).”

Part 1: Will the Army identify the order of precedence in terms of the multiple evaluation criteria mentioned for Affordability in the

SOO?

Part 2: If Para 4.8, Table 1, metric 6 Affordability takes precedent, what source is the Army using for “Costs equal to Industry standards for a as a service Model” and will the Army share those industry cost standards with Offerors?

Planning No Change. Part 1 and Part 2: See PPON note in Red Font on page 7 and 28:

"** For those Offeror(s) that receive an Agreement Award at Step 4, the Government will provide updated Instructions and Evaluation Criteria for Production Award Consideration … No later than Month 34…"

6 7. LOE

1.3 Compute and Store

At the end of this section, the text says “Additionally, provide users access to a collaborative data environment consisting of knowledge management, workplace collaboration, document and individual storage, and workflow management solutions."

Does the Army anticipate migrating existing knowledge management, workplace collaboration, etc., for the pilot bases or is the Army expecting awardees to build new solutions in a cloud environment? Is migration of applications in scope for this LOE?

Also, can the Army further define the term “Definitive Media Library”? Is it simply a set of the golden images for the software in use, or is it more extensive with more uses? This will assist in understanding the purposes that the Army has for the library.

Planning & Pricing

No Change. This is a 4 part question based on the Initial Requirements Document, the Govt Scope is defined in the current SOO:

1. See current SOO Para 6.3 Phase III, subpara c) for the task "Migrate". The Govt does not anticipate migrating anything and expects the Awardee to perform their proposed approach.

2. Migration of any applications will be in accordance with the Awardee's proposed approach.

3. & 4. See current SOO paragraph 5.13 Compute and Store. Subpara "d) Definitive media library (DML) of all software in use".

Enclosure 0003a1-4: Army EITaaS Fact Sheets Ft Benning

NA NA Would it be possible to obtain the port count information for Fort Benning as has been supplied for the other sites?

Within the Fact Sheets for the individual sites, The LAN inventory data (Infrastructure ISP/OSP) is provided based on switch models in use, with total port counts and used port counts information for all sites except for Fort Benning. The fact sheet for Fort Benning shows the switch models, but does not include port counts, making it difficult to accurately estimate the scope of the existing LAN infrastructure.

Pricing No Change. The Govt does not possess any additional "As-Is" information at this time. This information will be discovered by the Awardee as part of the Phase I - Assessment.

41 Initial Requirements Document, FOUO files

4 Item 4 The EITaaS Definition includes language excluding network, mission, systems and tasks from the EITaaS Pilot. FOUO documents provide a comprehensive set of information potentially relating to these items to be excluded. Additionally, some of the installation information identified in the FOUO documents are known to be covered by other procurements (active or in process). In order for the service provider to develop an accurate set of pricing, would the Army please correlate excluded components identified in the IRD against the FOUO document set?

Broadly incorporating the FOUO information set into the EITaaS designs without considering cross referenced exclusion components will create inacurate and unnecessary network and equipment costs.

No Change. The current SOO provides the Govt requirements for the EITaaS Pilots. The provided Pilot Site Fact Sheets and Diagrams represent the "As- Is" environment. The Govt is providing full visibility of information available for all connections. Additional information will be discovered by the Awardee in the Phase I
