About this opportunity
NASA Armstrong Flight Research Center seeks comprehensive occupational health services at Edwards Air Force Base in California, with proposals due June 18, 2026. This is a total small business set-aside, and the procurement is conducted as a firm-fixed-price RFQ under solicitation 80AFRC26Q0005 with amendments through Amendment 4.
Place of performance is Edwards Air Force Base, Edwards, California. The NAICS code is 621498 (All Other Outpatient Care Centers); the small business size standard is $25.5 million.
The contractor shall provide occupational medicine (job certification and FAA/DOT medical examinations, medical surveillance, preventive health examinations, fitness center management, occupational illness and injury treatment, medical emergency response with BLS and ACLS capabilities, and health promotion), environmental health services encompassing industrial hygiene and health physics covering ionizing and non-ionizing radiation, and oversight of the AFRC Food Safety Program. Excluded services are Employee Assistance Programs, workplace drug testing, workers' compensation case management, and environmental management. Work supports approximately 1,100 on-site personnel across extended and standard business hours with minimum staffing of one Licensed Medical Professional during early and late hours and two during standard working hours (8:00 AM–4:00 PM Monday–Thursday).
Staffing requirements include a Medical Director (MD/DO with California medical license, FAA Senior Aviation Medical Examiner certification, and ACLS/BLS certifications), Nurse Practitioner or Physician Assistant, Registered Nurse(s), Paramedic or military-trained rescue specialist, Lead Industrial Hygienist with minimum six years professional experience, Health Physicist with minimum four years professional experience and RSO/LSO certifications, and Environmental Health Technician. All personnel must be U.S. Citizens. The contractor must maintain multiple certifications per Attachment 3, including CAOHC hearing conservation (RNs), NIOSH spirometry (one RN and one clinical provider), Health Physics Technician Level 1 (one environmental technician), and Laser Safety Officer and Radio Frequency Safety Officer training (health physicists).
Contract structure includes a 30-day phase-in period, 24-month base period, and three option periods (24 months, 12 months, and 6 months), totaling up to 5 years 6 months. Each base and option period includes a not-to-exceed line item of $25,000 for travel, training, and other direct costs. The base contract value is estimated at $25.5 million. Offerors must propose fully burdened labor rates for eight identified positions across all periods.
Offerors must submit a 20-page technical volume (excluding resumes, staffing plans, and certifications list), past performance questionnaires (one per reference with end dates within three years of May 22, 2026), three current or past contracts demonstrating relevant experience within the past three years, resumes for key personnel, and a detailed technical approach, management plan, staffing plan, and phase-in plan. Past Performance Questionnaires are due by June 18, 2026, at 12:00 p.m. EST.
Evaluation weighting places Technical Acceptability and Past Performance combined as significantly more important than price, with Past Performance individually more important than or approximately equal to price. Technical acceptability is evaluated as pass/fail; past performance is rated on a scale from Very High to Neutral level of confidence; and price reasonableness applies.
Service Contract Act prevailing wage rates apply per Kern County, California wage determination (Wage Determination No. 2015-5603, Revision No. 30, effective May 13, 2026), with rates ranging from $16.03 to $64.41 per hour depending on occupational classification, plus fringe benefits of $5.55 per hour health and welfare compensation and paid vacation and holidays as specified.
Amendment 3 extended the proposal deadline from June 12 to June 18, 2026. Amendment 4 (dated June 11, 2026) provides questions and answers without extending the deadline. Amendment 2 extended the question submission period to June 1, 2026, and updated Attachment 1 OHS Performance Work Statement Section 9.0. Amendment 1 updated Attachment 3 Training and Certifications Requirements.
Contracting Officer is Sarah DeRoche at sarah.a.deroche@nasa.gov.
