About this opportunity

The Defense Information Systems Agency seeks prototypes for a centralized, multi-tenant User Activity Monitoring solution to consolidate the Department of War's fragmented UAM infrastructure, with Phase 1 Solution Briefs due October 29, 2026, at 5:00 p.m. CDT. This procurement uses Other Transaction authority under 10 U.S.C. 4022, not subject to FAR, and carries no set-aside restriction.

Place of performance is Fort Meade, Maryland, supporting CONUS and OCONUS locations across multiple classified networks (NIPRNet, SIPRNet, JWICS, and SAP networks). The solution must be a hybrid cloud and on-premises platform incorporating artificial intelligence and/or machine learning, with strict data isolation enabling individual DoW components to maintain exclusive control over data, policies, triggers, reporting, and dashboards. A performance period of three months or less is preferred to enable rapid development and deployment.

CMMC Level 2 (Self) certification is required prior to award, demonstrated through current NIST SP 800-171 Revision 2 self-assessment posted in the Supplier Performance Risk System; third-party C3PAO assessment is optional but viewed favorably. Non-Traditional Defense Contractors and commercial entities with pending SAM.gov registrations may submit Phase 1 briefs but must obtain active, fully validated SAM.gov registration (including UEI and CAGE code) before award. The Government requires Unlimited Data Rights to the Technical Data Package and all software developed at Government expense, accepting standard commercial licensing for core UAM software only. Successful prototype completion may result in follow-on production contracts awarded without competitive procedures to one or more DoW organizations. Amendment 0002 extended the deadline from October 22 and clarified NDC SAM.gov eligibility, direct request procedures for Attachment 1, and updated the Affirmation of Business Status Certification to use Unique Entity Identifier instead of DUNS. NAICS code is 541519, Other Computer Related Services; PSC is DA01.

Update #3 · Latest ·

The purpose of Amendment 0002 is to:

  1. Extend the Submission Suspense: Move the Phase 1 Solution Brief closing deadline from 22 October 2026, 5:00 p.m. CDT to 29 October 2026, 5:00 p.m. CDT.

  2. Establish Attachment 1 Direct Request Procedures: Provide instructions allowing offerors experiencing SAM.gov access or technical issues to request the controlled Attachment 1 – Desired Solution Attributes directly from the DITCO OTA team mailbox (disa.scott.ditco.mbx.ps84-other-transaction-authority@mail.mil).

  3. Clarify NDC SAM.gov Requirements: Formally clarify that eligible Non-Traditional Defense Contractors (NDCs) whose SAM.gov registrations are currently pending approval may submit Phase 1 Solution Briefs and be evaluated, while establishing that an active, validated SAM.gov registration is mandatory prior to agreement award.

  4. Authorize a Contingency Submission Route: Authorize direct email submission of Solution Briefs to the DITCO OTA mailbox strictly for offerors experiencing technical barriers or account validation roadblocks in SAM.gov (while retaining SAM.gov as the primary channel).

  5. Modernize Attachment 2 (ABSC): Update the Affirmation of Business Status Certification by replacing the retired DUNS number with the Unique Entity Identifier (UEI), adding a "Pending Approval" option for SAM status, and updating the NDC statutory reference to 10 U.S.C. § 3014.
