Access to Attachment 1 (Desired Solution Attributes), which contains controlled technical specifications, requires an active CAGE code, Unique Entity Identifier, and Joint Certification Program (JCP) certification. The Other Transaction is not subject to the Federal Acquisition Regulation, and no set-aside is used.
Place of performance is Fort Meade, Maryland. The prototype must address four core capabilities: Federated Identity Provider, Automated Account Provisioning, Master Entitlement Record, and Federation Hub. Solutions must be modular, cloud-hosted commercial off-the-shelf or software-as-a-service platforms operating across IL5 and IL6 environments, comply with Appendix A (DoW ICAM Governing Authorities List), and align with Appendix B (DoD Enterprise ICAM Reference Design). The Government favors submissions demonstrating existing, reference-verifiable commercial capability and will consider test licenses provided at no cost. It seeks Unlimited Data Rights to the Technical Data Package, including complete software source code and key technical documentation.
The period of performance should not exceed nine months. Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self-assessment) is required prior to award for all information systems processing Federal contract information or controlled unclassified information, with potential upgrade to CMMC Level 3 DIBCAC upon resolution of Phase II compliance requirements. Offerors must complete the Affirmation of Business Status Certification, identifying Nontraditional Defense Contractor, Nonprofit Research Institution, or Traditional Defense Contractor status. Any successful prototype may result in follow-on production contracts awarded without competitive procedures. Government responses to questions post within three business days. Submissions go to disa.scott.ditco.mbx.ps84-other-transaction-authority@mail.mil. The notice carries NAICS 541519 (Other Computer Related Services) and PSC DA01.
