About this opportunity

The Defense Information Systems Agency (DISA) Emerging Technologies Directorate is seeking to prototype a Next Generation Retransmission Device (NG-RD) that integrates classified mobile communications capabilities into a commercial form factor, ideally resembling a smartphone case. The solution must comply with NSA Commercial Solutions for Classified (CSfC) standards, particularly MACP version 2.7 compliance, while providing hardwired connections that eliminate visible external cables and operational security vulnerabilities. Key requirements include COTS components from the CSfC Components List, domestic manufacturing compliance with ITAR restrictions, unlocked 4G/LTE and 5G cellular transport with separate non-integrated modem chips, Wi-Fi 6E/7 capability, RF emissions signature management, independent cryptographic key storage, and a centralized cloud-based management platform authorized at FedRAMP High or DISA Impact Level 6 with over-the-air firmware update capabilities. The Government strongly prefers proposals demonstrating innovative, existing, and reference-verifiable commercial ability and explicitly does not desire reseller, integrator, or academic research proposals. Solution Briefs are due April 9, 2026, at 4:00 p.m. CST and must be submitted to disa.scott.ditco.mbx.ps84-other-transaction-authority@mail.mil, with proposals demonstrating 6-month or less performance periods being preferred.

This solicitation carries no set-aside designation and is being issued under Other Transaction authority, with Booz Allen Hamilton serving as a non-government advisor in the evaluation process. No specific budget range or award value has been disclosed in the solicitation materials. Performance periods of six months or less are preferred, and any successful prototype effort may result in follow-on production contracts without competitive procedures under 10 U.S.C. 4022(f). Responses must include the Affirmation of Business Status Certification form, certifying the responding entity's status as either a Nontraditional Defense Contractor, Nonprofit Research Institution, or Traditional Defense Contractor. The work will be performed at Fort Meade, Maryland, and the prototyped solution is intended to support the Department of Defense Mobility Classified Capability program's requirement for fully mobile classified communications on the DMCC-S enterprise service.

Notice text

The Defense Information Systems Agency Emerging Technologies Directorate Advanced Concepts Division seeks to prototype an innovative, integrated, and user-friendly NG-RD. The ideal solution would likely take the form of a sleeve or integrated case, which meets the hardwired requirement internally while appearing as a normal device case to an outside observer. The primary goal of this project is to provide the Department of Defense Mobility Classified Capability program with a mobile solution that simultaneously satisfies the new National Security Agency Commercial Solutions for Classified hardwired connection requirement, eliminates the operational security issue caused by external cables, removes the logistical burden of separate devices, and restores full tactical mobility for users.
