About this opportunity
The Defense Information Systems Agency (DISA), through its Defense Information Technology Contracting Office (DITCO), seeks proposals to develop an innovative Retransmission Device (RD) prototype that bridges Commercial Solutions for Classified (CSfC) standards with operational requirements for secure mobile communications. The solution should be a smartphone case or integrated sleeve that internally incorporates a hardwired connection meeting CSfC Mobile Access Capability Package (MACP) version 2.7 standards while maintaining an inconspicuous external appearance to eliminate visible cables and restore tactical mobility for Department of Defense personnel. Key requirements include all components being CSfC- and National Information Assurance Partnership (NIAP)-validated; domestic manufacturing and assembly in compliance with International Traffic in Arms Regulations (ITAR) and Trade Agreements Act provisions; unlocked 4G/LTE wireless transport with Wi-Fi 6E/7 support; physically distinct connectivity chips separate from main processors; and centralized cloud-based administration at FedRAMP High or DISA Impact Level 6. The Government will prioritize submissions demonstrating existing, reference-verifiable commercial capability, with secondary preference given to accelerated delivery schedules of 90 to 120 days. Solution briefs must be submitted by April 22, 2026, at 5:00 p.m. CDT to disa.scott.ditco.mbx.ps84-other-transaction-authority@mail.mil, with proposers required to maintain Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) prior to award.
This solicitation carries no small business set-aside and does not identify any current contractors or incumbents. The anticipated contract value ranges from $500,000 to $850,000 for delivery of 20 prototype devices over a six-month performance period, with the solution supporting current approved Department of Defense mobile devices such as the Samsung Galaxy S25/S26 and demonstrating modularity for rapid adaptation to future form factors within 90 days of Government request. Award will be made under Other Transaction Authority (OTA) per 10 U.S.C. § 4022 through Commercial Solutions Opening (CSO HC108425S0001) procedures, exempting the procurement from Federal Acquisition Regulations (FAR), and may result in a non-competitive follow-on production contract without further competitive procedures. The place of performance is established as Fort Meade, Maryland, USA. A successful prototype may lead to follow-on production opportunities available to multiple Department of Defense organizations, with CMMC Level 3 (C3PAO) certification required for any follow-on production contract by November 10, 2027.

The Defense Information Systems Agency Emerging Technologies Directorate Advanced Concepts Division seeks to develop an innovative and user-friendly Retransmission Device to bridge the gap between Commercial Solutions for Classified (CSfC) standards and operational needs. The ideal solution, likely a sleeve or integrated case, will satisfy the new CSfC hardwired connection requirement internally while appearing as a normal case to the outside observer. The goal is to eliminate conspicuous external cables, remove the logistical burden of separate devices, and restore full tactical mobility for users.
