About this opportunity

The Defense Information Systems Agency (DISA) is seeking innovative solutions for a Next Generation Special Access Programs (NG-SAP) prototype through an Other Transaction Authority (OTA) agreement. The procurement aims to develop a cloud-based enterprise IT platform with comprehensive capabilities including Virtual Desktop Infrastructure (VDI), secure voice and video communications, file and print services, email services, and Identity Credential and Access Management (ICAM). Solution briefs must meet Protection Level 3 security requirements and implement zero-trust architecture using DoDIN transport. Proposals are due February 28, 2025, at 4:00 PM CST, with non-government advisors from Northern Technology Group, Snowcreek Consulting, Red River, and GCyber assisting in the evaluation process. The government will prioritize existing commercial solutions that can meet requirements with minimal adaptation and demonstrate innovative, reference-verifiable capabilities.

The solicitation does not include a specific set-aside designation and is open to various qualified contractors, though resellers and academic research proposals are discouraged. The period of performance is not to exceed 9 months, with a potential follow-on production contract possible without further competition. The place of performance is Washington, DC, and the procurement will utilize a managed service provider model with per-user pricing. While specific award values are not explicitly stated, the prototype is designed to deploy next-generation SAP capabilities across multiple cloud service domains. Successful participants will be required to complete an Affirmation of Business Status Certification and provide intellectual property statements, demonstrating their commitment to collaboration and technology transfer with the U.S. Government.

The Department of Defense Chief Information Officer (DoD CIO) Special Access Program (SAP) IT Office seeks to deploy a Next Generation SAP (NG SAP) that provides enhanced operability, secure SAP and Controlled Access Program (CAP) integration, voice/video/collaboration, and a compliant design that aligns with DoD CIO mandates, including zero trust–with the benefits of a managed service provider model. The purpose of this NG SAP prototype is to make common cloud services, including Virtual Desktop Infrastructure (VDI), Identity Credential and Access Management (ICAM), secure voice and video communication, file and print services, email services, and cross-domain exchange, available to SAPs, prototyping the “next generation” SAP environment.
