About this opportunity
The Department of the Army, through Army Contracting Command - Aberdeen Proving Ground on behalf of Product Manager Tactical Communication Systems, seeks innovative commercial solutions for tactical communication systems procurement, services, and sustainment under a Defense Commercial Solutions Opening (DFARS 212.70), with white papers due November 19, 2026 and questions due October 26, 2026. The Army intends to establish a 10-year enterprise acquisition framework structured as single-award Indefinite Delivery, Indefinite Quantity contracts and/or Other Transactions.
Place of performance is Aberdeen Proving Ground, Maryland. The procurement covers procurement of end-item hardware, ancillaries, and parts; software-upgradeable systems; software applications and waveforms with flexible licensing; NSA high-assurance product coordination; Risk Management Framework documentation; hardware and software sustainment at field and depot levels; warranty management; configuration management and obsolescence planning; technology refresh and modification; waveform porting; testing support including lab, field, and cybersecurity testing; engineering and logistics support; software license integration; training for operators and maintainers; Field Service Representative support; depot transition planning; lifecycle sustainment documentation; technical manuals; and supply chain risk management.
Required capabilities include NSA-certified or Sensitive but Unclassified - Encrypted qualified systems; hardware-rooted secure boot; software-defined radio architecture; open architecture design; IPv4/IPv6 support; mesh networking; extended mission endurance with low power consumption; FIPS-validated cryptography; and secure over-the-air updates. Vendors must provide a plan for incorporating Post-Quantum Cryptography compliant algorithms and achieving NIST validation by December 31, 2030. White papers must not exceed 15 pages and address company information, technical concepts, commercial viability, and cost or schedule estimates. Amendment 1 (October 19) restricts access to Controlled Unclassified Information and export-controlled attachments to current DoD contract holders possessing a valid DD Form 2345. Evaluation occurs in three phases: Phase 1 assesses white papers on technical merit, schedule and rough-order-of-magnitude, and viability; Phase 2 offers optional pitch presentations; Phase 3 conducts detailed proposal evaluation. White papers assessed as acceptable remain valid for 24 months. The NAICS code is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.

Project Title: Tactical Communication Systems Procurement, Services & Sustainment (TCS-PSS)
Reference Number: CSO-ARMY-TCS-PSS-2027
Primary NAICS: 334220 – Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing
1. Opportunity Overview
The Department of the Army, representing the Capability Program Executive Command and Control Information Network (CPE C2IN), the Project Manager Command and Control Transport (PM C2T), and the Product Manager Tactical Communication Systems (PdM TCS), has issued a Call for Solutions (CfS) under Defense Federal Acquisition Regulation Supplement (DFARS) Part 212.70 to establish a 10-year enterprise acquisition framework for innovative tactical communication capabilities.
This initiative seeks to secure a mix of single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and/or Other Transactions (OTs) to streamline the procurement, testing, fielding, and lifecycle sustainment of both legacy systems and emerging transport hardware and software. Focused on supporting Next Generation Command and Control (NGC2), the effort aims to deliver highly secure—National Security Agency (NSA) High Assurance certified or Sensitive but Unclassified - Encrypted (SBU-E) qualified—resilient, and interoperable communication systems.
To counter future cryptographic threats, the framework is seeking capable vendors to provide a plan for incorporating Post-Quantum Cryptography (PQC) compliant algorithms and achieving National Institute of Standards and Technology (NIST) validation by 31 December 2030, ensuring robust data protection and mission command resilience in contested joint and coalition environments.
