The Air Force Life Cycle Management Center, Architecture & Integration Directorate seeks proposals through solicitation FA8684-22-R-2006 for a multiple award indefinite delivery indefinite quantity contract to provide engineering, design, development, and simulation capabilities within three categories: capability development and planning, systems development, and synthetic environment development. Proposals will be evaluated on a pass/fail basis for technical acceptability and price of $1,000 for an initial delivery order, with the intent to make 50-100 awards across the categories. The base ordering period is five years from award with options to extend up to five additional years, and the solicitation is expected to be released on or after March 31, 2022.
There is no set-aside designation for this requirement. The estimated ceiling value for the 10-year ordering period is $900 million. No incumbent contractor exists as this is a new contract. Vendors may submit questions through March 30th, though responses are not guaranteed, and proposals will be due 45 days after solicitation release.

This is a presolicitation synopsis in accordance with FAR subpart 5.2. This notice is not a Request for Proposal (RFP), nor is it to be construed as a commitment. This is being released as a draft RFP with the ability for industry to provide input and suggestions to the government on the process/format of this requirement. Questions can be submitted to the Contracting Officer, Capt Donald Goeb, at donald.goeb@us.af.mil or the Contract Specialist, Jenna Schieltz, at jenna.schieltz@us.af.mil; however, the government does not guarantee responses to questions submitted to this presolicitation notice.
The proposed contract action is to provide the Air Force Life Cycle Management Center, Architecture & Integration Directorate (AFLCMC/XA) with a multiple award Indefinite Delivery Indefinite Quantity (MAC ID/IQ) contract to fulfill requirements within three categories as listed in the Statement of Work (SOW): Capability Development/Development Planning, Systems Development, and Synthetic Environment Development. Qualified vendor pools will be established for each category and future requirements will be competed within the appropriate category in accordance with the procedures outlined in FAR 16.505(b). Contractors may submit a proposal for one, some or all of the SOW categories. The base ordering period for the MAC ID/IQ will be five years from the date of contract award, and will include options for a total of an additional five years.
This will be conducted as a full and open competition; all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency.
The solicitation is expected to be released on or after 31 March 2022.
