Q&As for Draft Solicitation FA8684-22-R-2006
1. At Industry Day, it was mentioned that the goal was to release CSTE Task (under the Synthetic Environment Category) with the MS&A RFP. Is this still the plan by the program team?
a. The CSTE Task will not be included with this RFP to award the MAC ID/IQ contracts, but will instead be solicited in accordance with FAR 16.505 and the contract ordering procedures after award of the MAC ID/IQ contracts.
2. Section M, M-1.2 - Successful Offerors will be on-ramped into stratified vendor pools aligned to the categories as stated in SOW paragraph 2.0. Please define what "stratified vendor pools" means and how vendor pools will be used to determine selection of vendors on future delivery orders.
a. Stratified speaks to a common set of capabilities desired within each category. Future requirements will be competed within the vendor pool for the associated category, which will mirror the 3 categories addressed in the Section M.
3. Section L - The government requests proposals to be submitted early and that the final day to submit proposals is 17 May 2022. Can the government provide a date when the final RFP will be released?
a. Due dates will be adjusted accordingly when the final RFP is issued. The solicitation period will be 45 days. Per the Sam.gov announcement, the solicitation is expected to be released on or after 31 March 2022.
4. Can the government provide industry with a projected ceiling for this ID/IQ over the projected 10 year period of performance?
a. The estimated ceiling value is $900M, as specified in clause FAR 52-216-19 on the draft RFP inclusive of all option periods.
5. Can the government provide the number, type and estimated value (or range of values) that industry could expect for each delivery order (DO) issued?
a. This information cannot be determined at this time.
6. Does the Government anticipate opening this vehicle up to all DoD and external agency opportunities?
a. This IDIQ does not anticipate decentralized ordering by other agencies.
7. Will the Government provide a list of forecasted DO's to be included under this IDIQ?
a. Not at this time.
8. Please clarify if EVMS is applicable to this opportunity. If yes, will it be required at the DO level?
a. EVMS is not applicable to this opportunity.
9. Section L - Will the Government provide an access link for DoD Safe for Bidder Representatives?
a. See Section L, L-1.1a. If an access link is needed, please send a request to the

10. Will the Government provide text, graphic and formatting limits for the Proposal Response Guide? Recommend the Government amend Sec. L to include the following WRT fonts:
“Offerors shall use Times New Roman (TNR) no smaller than 10pt. for text, and no smaller than TNR 8pt for tables, figures, and graphics.”
a. Noted, the section L will be updated to specify font requirements.
11. Will a draft CSTE RFP be released?
a. This is still being considered, but no final decision has been made.
12. Is the expectation that the CSTE will be consortium format? Does this imply OTA?
a. The CSTE is expected to be consortium format, but does not imply OTA. The delivery orders will be FAR-based.
13. We are hoping to find out if there is (was) an incumbent contractor performing these services, or if this is a brand new contract. If there is an incumbent, could you please provide the current previous contract number?
a. There is not an incumbent as this is an MAC IDIQ.
14. We were not able to attend the previous industry day. If possible, could we please receive a copy of the industry day materials? Anything you share would be greatly appreciated.
a. No, we cannot.
15. Would the Government consider another format for delivering a proposal? The PDF document (Proposal Response Guide) does not allow graphics, tables, or other graphical formats. In writing to the categories, it won't be easy to express a complex topic in a narrative structure, and graphics would help convey the author's meaning.
a. The Government is not considering any alternative formats for proposal delivery. Please also keep in mind that per Section L, L-1.2b, elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.
