About this file
This document contains draft questions and answers regarding a forthcoming solicitation from the Air Force Life Cycle Management Center Architecture and Integration Directorate for a multiple award indefinite delivery indefinite quantity contract. The contract will establish pools of qualified vendors to fulfill requirements in three categories: capability development and development planning, systems development, and synthetic environment development. The base ordering period will be five years from the date of contract award, with options for an additional five years. Questions addressed in the draft include clarification that future task orders may utilize contract types beyond firm fixed price, reconciliation of an included EVMS clause, and confirmation that teaming agreements are permitted with one vendor to serve as prime contractor.

Draft Solicitation FA8684-22-R-2006 Q&As
1. The CLINs for the base and options are all identified as firm fixed price. Will the FOPRs also be firm fixed price, or will they be under a different contract type such as CPFF or FFP with incentive fee?
a. Future FOPRs will be able to utilize all CLIN types, not just FFP.
2. The response to question 8 indicates that EVMS will not be applicable to this opportunity. The draft solicitation includes an EVMS clause on page 32 of 35. Will the EVMS clause 252.234-7002 be removed from the final solicitation?
a. This will be reconciled and updated before release.
3. In reference to Section M Sections 3.1- 3.3. While both (a) and (b) are worded slightly different, the ask seems to be the same. Can the Government provide clarification on what information the Government is requesting?
a. This will be reconciled and updated before release.
4. May offerors utilize teaming agreements? From what we read in Section L 1.2.i, it talked about
JVs, but not so much with regard to traditional teaming.
a. Yes, teaming agreements are allowed. A single vendor must serve as the prime contractor, unless a joint venture is considered. See FAR 9.601.
