The RFQ requires quotations organized into two separate volumes: Volume I (Technical—maximum 5 pages) and Volume II (Price—no page limit with 6 tabs in Excel). Factor 1 (Technical Acceptability) evaluation requires documentation demonstrating that offered RECs meet all mandatory minimum requirements including valid REC type, matching vintage year with no substitutions, specified renewable resource type only, and credible tracking/retirement methods (registry transfer or retirement certificates). Quoters must also provide generator information (name, resource type, location, tracking system ID, vintage year, and applicable certifications) and certify no substitutions without Government approval. Factor 2 (Price) requires completion of all tabs in the pricing attachment with firm fixed pricing. The Government will use a Lowest Price Technically Acceptable (LPTA) source selection process, evaluating the lowest-priced quotation first for technical acceptability based on REC eligibility requirements, documentation completeness, and delivery/retirement assurance. Price reasonableness and realism analyses may be conducted. Award will be made to the quoter whose quotation represents the best value, with the Government reserving the right to make an award without discussion or to make no award.

M.1 BASIS FOR AWARD
Evaluations will be conducted in accordance with the procedures defined below. The Government will first verify the on-time submission of all quotations. The Contracting Officer will then verify the quotation meets the Volume and Organization structure described in Section L.3. Volume I of the quotation that meets the requirements of Section L.3 will be submitted to the Technical Evaluation Panel (TEP) for evaluation. The quotation submission date is the date the government receives the quotation.
The TEP evaluation will start with Volume II Price, Lowest price quotation, then evaluate Volume I against the evaluation criteria. If Volume I is found acceptable, then that will conclude the evaluation.
Factor 1 will be assigned a rating of acceptable or unacceptable.
Note:
If the lowest price quotation was found to not be acceptable, then the second lowest price would be evaluated in the same manner as the first lowest price quotation.
The Government will make an award to the quoter whose quotation represents the best value to the Government. Within the best value continuum, the Government will use the Lowest Price Technically Acceptable (LPTA) source selection process in evaluating the quotation approved for evaluation. The Government will reserve the right to make an award without discussion if there is a fully acceptable quotation received in the initial submissions. If not, the Government may enter into discussions in accordance with section 9.1 of the AOC Contracting Manual. The Government also reserves the right to make no award.
Evaluations will be based on a complete assessment of the quotation submission. Quotation will be evaluated on the following factors.
Non-Price Factors:
Factor 1: Technical Acceptability
Price Factors:
Factor 2: Price
The evaluation criteria for each factor is as follows:
M.1.1 Factor 1 – Technical Acceptability
The Government will evaluate quoters’ technical acceptability to determine whether or not the quoter can accomplish as well as understands the requirements of Attachment J.1 Statement of Work – Renewable Energy Certificate (Credits) Supply
A quotation will be rated “Acceptable” only if all mandatory requirements are met.
Technical acceptability will be assessed against the following criteria:
1. REC Eligibility Requirements o Offered RECs must conform to all specifications listed in Section C (statement of requirements).
o REC type, tracking system, generation vintage, resource type, and geographic origin must exactly match the Government’s stated requirements.
2. Documentation Completeness o Quoter must provide all required generator and REC attribute documentation.
o Failure to provide any required documentation results in an “Unacceptable” rating.
3. Delivery/Retirement Assurance o Quoter must provide a credible method for REC delivery or retirement (e.g., registry transfer or retirement certificate).
o Non-compliance results in an “Unacceptable” rating.
M.1.4 Factor 2 – Price
The Government will evaluate the price quotation of the lowest priced quoter that is rated technically acceptable. The price criterion will measure not only the actual dollars but also the reasonableness of the quoter’s proposed price and its position in the range of all quoter’s prices.
The quoter’s price quotation shall be evaluated for price reasonableness to prevent the Government from paying too much for the services outlined in the J.1 Statement of Work- Renewable Energy Credits Supply. Additionally, a price realism analysis may be performed to determine whether a quoter’s price is unrealistically low. An unrealistically low quotation may question whether a quoter fully understands the size, magnitude, complexity, and scope of service outlined in the J.1 Statement of Work- Renewable Energy Certificates Supply. An unrealistic price quotation may serve as a rejection for the quotation.
Price will not be rated adjectivally but will be evaluated based on a comprehensive review. Price quotations shall be evaluated with respect to accuracy and completeness based on information submitted in the quoter’s written submission. Additionally, the Government may utilize one or more of the following methods to evaluate price:
• Comparison to other quotations received;
• Comparison and/or analysis based on Independent Government Cost Estimate; or
• Comparison/analysis to historical cost
M.2 RATING AND DEFINITIONS
The Government will evaluate Factor 1, of Volume I using the following adjectival ratings and definitions scale:
Factor 1: Technical Acceptability:
