About this opportunity

The United States Marine Corps Fire & Emergency Services Departments are seeking a contractor to provide annual flow testing of Government-owned Scott Safety 3M brand Self-Contained Breathing Apparatus (SCBA) equipment and one-time hydrostatic testing of carbon cylinders across four California installations: Camp Pendleton, Marine Corps Logistics Base Barstow, Marine Corps Air Station Miramar, and Marine Corps Air Ground Combat Center 29 Palms. The contract requires contractors to be Scott Safety 3M certified technicians and comply with NFPA, OSHA, and manufacturer standards for testing and maintenance of firefighting respiratory equipment. The Marine Corps will evaluate proposals using Lowest Price Technically Acceptable (LPTA) source selection procedures, assessing price, technical capability, and past performance. Key evaluation factors include compliance with specifications, project management effectiveness, timeliness of performance, cost control, and customer satisfaction, as detailed in the Performance Assessment Questionnaire. The original proposal deadline was September 15, 2025, though amendments to the solicitation were issued on September 10 and September 15, 2025, with the latter amending performance period dates and adding availability of funds clauses.

This procurement is set aside for small businesses under NAICS code 811310 with a size standard of $12.5 million, and no incumbent contractor is identified in the solicitation materials. The contract will be a firm-fixed-price single-award agreement with a base period of one year and four one-year option periods, with an anticipated start date of October 27, 2025. Testing requirements in the base year include flow testing for 313 SCBA harnesses and masks, 173 additional SCBA masks, 27 confined space escape packs, and 26 Rapid Intervention Crew drag bags, along with hydrostatic testing of 711 carbon cylinders of various capacities (10-minute, 30-minute, 45-minute, and 60-minute). Contractors must comply with applicable wage determination requirements for California counties where work will be performed, including San Diego County and Riverside/San Bernardino Counties. Work will be performed on-site at the four Marine Corps installations in California, with all testing to be completed annually during the base year and each option year period.
