About this file
This document is an Amendment of Solicitation (SF 30) for SCBA Equipment Flow Testing and Hydrostatic Testing of Carbon Cylinders. The amendment modifies a solicitation for annual on-site flow testing and one-time hydrostatic testing of Self-Contained Breathing Apparatus (SCBA) equipment and carbon cylinders for Marine Corps Fire and Emergency Services departments at multiple California locations. The contract will cover testing of 313 SCBA harnesses and masks, 173 additional SCBA masks, 27 confined space escape packs, and 26 Rapid Intervention Crew drag bags, along with 711 carbon cylinders of various sizes.
Key changes include adding Over & Above (O&A) Contract Line Item Numbers (CLINs) for each contract year, incorporating an O&A section into the Performance Work Statement, and updating Sections L and M accordingly. The solicitation is a full and open competition using Lowest Price Technically Acceptable (LPTA) source selection procedures. The contract will be a firm-fixed-price single award, with a base year and four option years. Contractors must provide detailed technical approaches covering inspection protocols, testing standards, maintenance procedures, quality control, certifications, scheduling, on-site operations, and reporting plans. Past performance and pricing will also be evaluated, with the contract intended to be awarded without discussions.

C4.2. ONE-TIME HYDROSTATIC TESTING. The US Department of Transportation (DOT) has established regulatory requirements for the re-qualification testing of compressed gas cylinders. All carbon cylinders are to be inspected and hydrostatically re-tested every five years as required in CFR Title 49 Part 180.209(a). Cylinders still with charge at the time the 5 year re-test is due, do not have to be re-tested until the charge is used, but prior to the re-filling of the cylinders.
Visual inspection, at the time of hydrostatic re-testing, must be performed on-site at the various fire stations by a DOT licensed re-test agency. Visual inspection must be performed in accordance with Compressed Gas Association, Inc. (CGA) pamphlet C-6.1; Standards for Visual Inspection of High Pressure Aluminum Compressed Gas Cylinders. Internal and external visual inspection of a cylinder should be performed prior to hydrostatic re-testing.
Hydrostatic re-testing must be performed by a DOT licensed re-test agency. Once a cylinder has successfully passed all visual inspection and hydrostatic re-test requirements, it is to be permanently marked with the re-test date, month and year, and licensed re-test agency’s number in the proximity of the previous hydrostatic test date. No cylinder is to be marked with the licensed re-test agency’s number until the cylinder has passed all visual inspection and hydrostatic re-test requirements. No cylinder is to be marked with a licensed re-test agency number by any other person or agency other than the personnel of the licensed re-test agency.
Persons performing requalification functions. No person may represent that a repair or requalification of a cylinder has been performed in accordance with the requirements in 49 CFR 180.209(a) a unless that person holds a current approval issued under the procedural requirements prescribed in 49 CFR Part 107, Subpart I. No person may mark a cylinder with a (Requalification Identification Number ) RIN and a requalification date or otherwise represent that a DOT specification or special permit cylinder has been requalified unless all applicable requirements of this subpart have been met. A person who requalifies cylinders must maintain the records prescribed in 49 CFR 180.215 at each location at which it inspects, tests, or marks cylinders.
C5. TURNAROUND TIME. The Contractor shall provide each fire station a proposed annual schedule for SCBA equipment flow testing for the service period. Prior to commencement of services in the base year of the contract, the Contractor shall also provide a one-time proposed schedule for hydrostatic testing of ALL carbon cylinders that fall within the five-year testing cycle, ensuring complete testing in the initial year. Both schedules are subject to approval by the COR.

The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)).

SECTION M - EVALUATION FACTORS FOR AWARD
EVAL FACTORS/BASIS OF AWARD
M1. EVALUATION PROCESS.
This acquisition is being conducted under FAR Part 12, Acquisition of Commercial items, and FAR Part 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. This acquisition is also being conducted as a full-and-open competition. Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) source selection procedures. Proposals will be arranged from lowest to highest price and technically evaluated accordingly. The lowest-priced proposal will be forwarded for technical evaluation. All technical factors and applicable subfactors, must be rated as Acceptable before the proposal may be considered for award. In the event the lowest priced proposal is rated as Acceptable, the evaluation process will cease and proceed to award. In the event the lowest priced offer is rated as Unacceptable the next lowest priced proposal will be evaluated. The processes will continue until either all proposals have been evaluated, or the next lowest priced proposal has been determined Acceptable.
The Government will evaluate pricing to determine fair and reasonableness per FAR 13.106-3. The proposal will be evaluated to receive a rating of Acceptable or Unacceptable based on the criteria in the technical section below. In order to be rated as Acceptable, the technical proposal must meet the Government’s minimum requirements as described in the schedule.
Award for All of the Work. The Government intends to award one (1) contract as a result of this solicitation. As set forth in FAR 52.215-1(f)(4). The Government will evaluate proposed prices for reasonableness using price analysis techniques.
Options. In accordance with the provision at FAR 52.217-5, the Government will evaluate offer for award purposes by adding the total price for all options. Evaluation of options will not obligate the Government to exercise options.
