About this opportunity

The U.S. Coast Guard Academy in New London, Connecticut is soliciting quotes for annual inspection and maintenance of seven Government-owned mobile elevating work platforms (five scissor lifts and two boom lifts) under Request for Quote 70ZH1526QCGA00002, with questions due November 9, 2026 and quotes due November 16, 2026. The procurement is a Total Small Business set-aside, and award is Lowest Price Technically Acceptable (LPTA) with no tradeoffs.

Place of performance is the Coast Guard Academy at 15 Mohegan Avenue, New London, CT 06320. Personnel accessing the facility must present a "real" ID (driver's license with star).

Personnel performing inspections and maintenance must hold ANSI/SAIA A92, OEM, and Coast Guard Competent Person qualifications. Those qualifications may be held by subcontractor personnel, and the prime remains fully responsible for subcontractor performance. Small-business primes may present a performing subcontractor's lift-maintenance references if the quote identifies the subcontractor, its role, and its scope. Work must comply with U.S. Coast Guard Maintenance Procedure Cards, OSHA requirements (including 29 CFR 1910.333), ANSI/SAIA A92 standards, and OEM specifications.

The contractor furnishes personnel, labor, supervision, tools, test equipment, transportation, consumables, and quality control. CLIN 0001 is firm-fixed-price annual preventive inspection per scissor lift, and CLIN 0002 is firm-fixed-price annual preventive inspection per boom lift. CLIN 0003 is corrective maintenance on a time-and-materials basis with fully burdened hourly rates for Lead Technician/Competent Person, Technician/Mechanic, and Helper/Apprentice, plus materials. Q&A states corrective maintenance is not anticipated annually and carries no pre-established labor hours or materials allowance. The Genie AWP-40S and JLG 25AMAC vertical personnel lifts fall under the scissor-lift CLIN. Load testing is included in preventive maintenance, and inspections may occur in one visit or spread through the year.

The period of performance is a base year from January 1, 2027 through December 31, 2027, with four one-year options through December 31, 2031. Q&A describes this as a new requirement with no prior inspection reports or maintenance history. No award value or budget is stated, and no incumbent is named. Service Contract Act wage determination WD #2015-4111 Rev 34 applies to Machinery Maintenance Mechanic, class 23530.

Volume I is a one-page cover sheet plus a technical approach of up to five pages, evaluated on an acceptable/unacceptable basis. Volume II is the complete price quote. No bid guarantee is required. The November 3, 2026 update adds the volume structure and wage determination. The Government reserves the right to cancel the solicitation or conduct discussions if deemed necessary.
