About this file

This document is a Questions and Answers (Q&A) file providing clarifications on an RFQ for lift inspection and maintenance services.

The Q&A addresses four key areas regarding subcontracting and qualifications. First, qualified local lift-maintenance subcontractors may attend required site visits as designated representatives of the prime contractor. Second, personnel performing inspections and maintenance must hold ANSI/SAIA A92, OEM, and Coast Guard Competent Person qualifications, but these qualifications may be held by subcontractor personnel rather than the prime contractor itself, provided all personnel meet requirements in the SOW, applicable MPCs, OEM specifications, OSHA requirements, and ALCOAST 346/24; the prime contractor remains fully responsible for subcontractor performance, quality control, safety compliance, reporting, and deliverables. Third, small-business prime contractors may present a performing subcontractor's relevant lift-maintenance references as experience in their quotes, provided the quote clearly identifies the subcontractor, its role, and the work scope it will perform. Fourth, no bid/offer guarantee is required at quotation submission, and no minimum prime-performed labor percentage applies beyond applicable small-business subcontracting limitations; however, the prime contractor must comply with all small-business subcontracting limitations and remains responsible for overall contract performance.

1. The RFQ indicates a required site visit. What dates and registration procedure remain available, and may a qualified local lift-maintenance subcontractor attend as designated representative?

ANSWER: A subcontractor may attend as designated representative,

2. Can the inspecting technicians’ ANSI/SAIA A92, OEM and Coast Guard Competent Person qualifications be held by the performing subcontractor, or must the prime hold any specific technical credentials?

ANSWER: Yes. The required qualifications may be held by the personnel of a performing subcontractor. The solicitation does not require the prime contractor itself to hold separate technical credentials, provided that the personnel performing the inspection and maintenance services meet all qualification requirements in the SOW, applicable MPCs, OEM requirements, OSHA requirements, and ALCOAST 346/24. The prime contractor remains fully responsible for subcontractor performance, quality control, safety compliance, required reporting and deliverables, and overall compliance with the terms of the resulting contract.

3. Can a small-business prime accurately present the subcontractor’s relevant lift-maintenance references as subcontractor experience, or does the evaluation require prime-performed past projects?

ANSWER: Yes. A small-business prime may present a performing subcontractor’s relevant lift-maintenance references as subcontractor experience, provided the quote clearly identifies the subcontractor, its role, and the portion of work it will perform.

4. Is any bid/oƯer guarantee required at quotation submission, and is there a required minimum prime-performed labor percentage beyond the applicable small-business limitations on subcontracting?

ANSWER: The prime contractor must comply with all applicable small-business limitations on subcontracting and remains responsible for overall contract performance, including the work of any subcontractors. No bid/oƯer guarantee requirement.
