About this file

This document is a Questions and Answers (Q&A) file addressing clarifications regarding a federal maintenance contract solicitation for seven personnel lifts (five scissor lifts and two boom lifts).

Key clarifications provided include: (1) site visits are mandatory for all offerors to quote, with scheduling directed through the technical representative listed in the combined synopsis solicitation document; (2) all seven lifts are currently fully operational with no known deficiencies; (3) no previous inspection reports or maintenance history is available as this is a new requirement; (4) the Genie AWP-40S and JLG 25AMAC vertical personnel lifts should be inspected and priced under the scissor-lift Contract Line Item Number (CLIN); (5) annual load testing is included within preventive maintenance requirements; (6) corrective maintenance is not anticipated on an annual basis but will be performed as needed with no pre-established labor hours or materials allowance; and (7) the government is flexible on inspection scheduling, allowing either all seven inspections during a single visit or spread throughout the year. The answers indicate this is a new preventive maintenance requirement with CLIN 0003 covering corrective maintenance evaluation.

1. Mandatory Site Visit: Is the site visit strictly mandatory for all oƯerors? Our potential subcontractors are charging service-call fees to visit the location and assess the equipment. Would the Government consider making the visit optional or allowing an alternative, such as photographs, maintenance records, or a virtual walkthrough?

ANSWER: Per the combined synopsis solicitation document, a site visit is required to quote, please contact Technical rep listed on that same document to schedule a site visit.

2. Equipment Condition: Are all seven lifts currently operational? Are there any known deficiencies, outstanding repairs, or equipment that is presently out of service?

ANSWER: All fully operational.

3. Previous Maintenance Records: Would the Government be able to provide the most recent inspection reports or maintenance history for the seven units? This would help our subcontractors better understand the equipment's current condition and accurately price the work.

ANSWER: No current inspections, new requirement.

4. Equipment Classification: The equipment inventory identifies five scissor lifts and two boom lifts. However, the Genie AWP-40S and JLG 25AMAC appear to be vertical personnel lifts. Should these still be inspected and priced under the scissor-lift

CLIN?

ANSWER: Correct, recorded as scissor lift.

5. Annual Load Testing: Are annual load tests included in the preventive maintenance requirements, or would those be performed separately if required?

ANSWER: Included.

6. Corrective Maintenance: Are there anticipated annual labor hours or a materials allowance for corrective maintenance? We want to ensure our pricing aligns with how the Government intends to evaluate CLIN 0003.

ANSWER: No anticipated, as needed.

7. Inspection Scheduling: Does the Government anticipate completing all seven annual inspections during a single scheduled visit, or should we account for multiple visits throughout the year?

ANSWER: Single visit or spread out.
