About this file

This document is a U.S. Coast Guard Statement of Objectives (SOO) for the annual inspection of Mobile Elevated Work Platform (MEWP) Boom Lifts, document number S00011.0, revised February 5, 2026. The inspection procedure establishes comprehensive maintenance and operational protocols for MEWP equipment used by the Coast Guard, requiring command-designated competent personnel to execute the annual inspection as defined in ALCOAST 346/24. The document specifies that the annual inspection and annual load test may be completed independently by either organic or contractor resources, with completion and resource documentation maintained for reference.

The inspection encompasses preliminary cleaning and preparation steps, detailed visual and functional inspections of all major assemblies including platform, boom, turntable, chassis, wheels, tires, and engine/motor compartments, and operational functionality testing performed by qualified operators wearing appropriate safety equipment. Required tools and test equipment include air compressor, tire gauge, antifreeze tester, and torque wrench; consumables include antifreeze, hydraulic fluid, brake fluid, transmission fluid, engine oil, and distilled water as applicable to specific equipment models. Upon completion, technicians must record maintenance actions with appropriate sign-offs and remarks, report completion to the Support Equipment Product Line via SharePoint, and submit any discrepancies requiring assistance through a Technical and Equipment Authorization Request (TEAR) or contact the Alaska Logistics Center at ALC-ALC-SEPL@uscg.mil.
