About this file

This is a U.S. Coast Guard Performance Work Statement (PWS) and annual inspection procedural document for Mobile Elevating Work Platforms (MEWP) Scissor Lifts, identified as document S00008.0 (revised 02/06/2026). The document provides detailed inspection and maintenance procedures that must be completed by command-designated competent personnel as defined in ALCOAST 346/24. The inspection encompasses eleven major areas: manufacturer's data plate verification; operator controls on both platform and ground stations; exterior safety markings; platform assembly integrity; fire extinguisher status; chassis condition including steering, hydraulic systems, battery/engine compartments, wheels, and tires; engine/motor compartment fluid levels and component verification; scissor arm mechanical integrity; and comprehensive operational functionality testing. Required tools include antifreeze coolant testers, multimeters, tire gauges, and torque wrenches, while consumables include various fluids (antifreeze, brake fluid, engine oil, hydraulic fluid, power steering fluid, transmission fluid, coolant, and fuel) and distilled water for batteries.

The procedural requirements mandate that assets be tagged out-of-commission pending inspection completion, with platform must be raised on some scissor lifts to access identification data plates. Personnel must verify all fluid levels and pneumatic pressures against OEM Service Manual specifications, inspect for leaks and damage throughout hydraulic and engine systems, verify proper battery charge and electrolyte levels, and conduct extensive operational testing including emergency manual lowering capability, brake system functionality, directional and lift control operation through full range, acceleration and braking verification, and turning radius assessment. Upon completion, inspectors must document findings and report results to the Support Equipment Product Line via MPC Sign Off SharePoint, immediately report discrepancies requiring assistance through a Technical and Equipment Authorization Request (TEAR), and notify ALC-ALC-SEPL@uscg.mil of any inability to complete the inspection or asset concerns.
