The National Oceanic and Atmospheric Administration seeks annual haul-out and yard work for multiple Florida Keys-based research vessels and small boats, with quotations due July 21, 2026. Place of performance is at the contractor's facility located within 100 statute miles of the Florida Keys National Marine Sanctuary dock in Key Largo, Florida for two large research vessels (R3605 Hawksbill and R3604 Leatherback) and within 50 miles of Key West and Key Largo reference points for small boat fleets. The solicitation covers six contract line items: base and contingency repairs for Hawksbill (CLINs 0001–0002), Leatherback (CLINs 1001–1002), Key West small boats (CLINs 2001–2002), and Key Largo small boats (CLINs 3001–3002). Period of performance runs September 30, 2026 through February 26, 2027, firm-fixed-price, FOB Destination with Net 30 payment terms.
All work must comply with current ABYC and USCG Subchapter T requirements. Work scope includes haul-out, pressure washing, hull inspections, zinc anode replacement, antifouling paint application (Pettit Ultima SR60 blue 1032 or equivalent), engine and generator annual servicing by certified technicians, HVAC system service, life raft certification, fire-fighting equipment inspection, and propeller/shaft/rudder coating (PropSpeed or equivalent). Repairs outside the stated work scope under $2,500 require Government Contact Point approval and purchase card payment; repairs exceeding $2,500 require Contracting Officer modification at pre-determined hourly rates, completed within 15 days.
Evaluation criteria are technical acceptability/capability (pass/fail), past performance, and price, with award to the lowest-priced, technically acceptable quotation on an all-or-none basis. Prevailing wage rates per Department of Labor Wage Determination WD 2015-4583 (Revision 32, effective May 13, 2026) apply. Questions close July 16, 2026, at 12:00 p.m. EST. Site visits are highly recommended and may be scheduled July 6–15; quotations must remain valid 60 days minimum.
