Statement of Work Summary: Florida Keys National Marine Sanctuary Vessel Yard Work R3605 Hawksbill
This is a Statement of Work (SOW) for annual haul-out and maintenance services of the NOAA research vessel Hawksbill (R3605), a 36-foot Newton Boats Inc. vessel built in 2021. The contract period extends from September 30, 2026 through February 26, 2027. The contractor must perform all work at a facility located within 100 miles of Florida Keys NMS in Key Largo, Florida (95230 Overseas Highway, Key Largo, FL 33037). NOAA will deliver and retrieve the vessel. The contractor assumes full responsibility for vessel safety, security, fire protection, and environmental protection upon arrival and maintains this responsibility until NOAA accepts the completed work and retrieves the vessel. All work must comply with current ABYC and USCG Subchapter T requirements. Bidders are strongly encouraged to inspect the vessel before submitting proposals, with inspections coordinated through the Technical Point of Contact, Chad Stolka (305-360-2716, Chad.stolka@noaa.gov). Failure to inspect does not constitute grounds for post-award claims.
The SOW specifies eleven primary work tasks: (1) haul-out, pressure wash, block, and lay days including shaft clearance checks; (2) replacement of zinc anodes and shaft wiper inspection; (3) bottom coating renewal using Pettit Ultima SR60 blue 1032 antifouling paint or equivalent; (4) comprehensive main engine (Cummins QSL9 450HP) and generator (Northern Lights M843NW3) annual servicing by certified technicians; (5) HVAC system cleaning and service; (6) bow thruster inspection and anode replacement; (7) hydraulic system inspection and oil replacement; (8) life raft third-party service; (9) fire-fighting equipment inspection and service; (10) propeller, shaft, rudder, and strut coating with PropSpeed or equivalent; and (11) deck nonskid renewal with Kiwi-grip coating. The contractor provides all personnel, equipment, tools, materials, and preventative maintenance parts. Welding, if required, must be performed by certified welders. Any repairs outside the SOW below $2,500 require Government Contact Point approval and purchase card payment; repairs exceeding $2,500 require Contracting Officer modification with pre-determined hourly rates and must be completed within 15 days of notification or parts receipt. Statement of Work- Florida Keys National Marine Sanctuary Vessel Yard Work R3605 Hawksbill
A] GENERAL INFORMATION:
1] This Statement of Work contains the requirements for the annual haul-out of the Florida Keys National Marine Sanctuary (FKNMS) vessel Hawksbill. Vessel characteristics:
a) NOAA Registration: R3605
b) Year Built: 2021
c) Manufacturer: Newton Boats Inc.
d) LOA: 36.0 feet
e) Beam: 14.5 feet
f) Draft: ~3.5 feet
g) Displacement: ~20,000 Lbs.
h) Propulsion: Single, Cummins QSL9 450 HP
2] All work is to be accomplished at the contractor’s facility. The contractor’s facility shall be located less than 100 miles from Florida Keys NMS, 95230 Overseas Highway, Key Largo, FL 33037. NOAA shall deliver the vessel to the contractor’s facility, and the vessel shall be returned to NOAA at the contractor’s facility. The period of performance is:
September 30, 2026 through February 26, 2027
3] Coordination of the work schedules shall be the responsibility of the contractor so as to avoid any delays or disruptions. The contractor shall provide all facilities, labor, materials, tools, and services required to complete the work.
4] Upon arrival at the contractor’s facility, the contractor shall accept full responsibility for the safety of the vessel, including fire protection, security patrols, water-tight integrity, and protection from adverse environmental conditions. This responsibility shall terminate only after all work is complete, accepted by NOAA, and NOAA personnel remove the vessel from the contractor’s facility.
5] NOAA employees and contractors may be working on board the vessel during the contract period of performance on a not-to-interfere basis. During this period, these personnel shall be given full access to the vessel during normal working hours.
6] The contractor shall ensure that all machinery and equipment used hauling the vessel from the water is fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of the vessels, and operated by trained, competent personnel. Docking plans for the vessels are not available, and proper sling positioning is the responsibility of the contractor.
7] The Government reserves the right to award some or all tasks defined herein.
8] All work performed under this SOW shall meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel, in addition to any specific requirements stated below.
9] In the event defects or damage unrelated to the work tasks are discovered, the contractor shall submit a Condition Found Report (CFR) to NOAA staff. The CFR shall define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the period of performance. No additional work shall be requested or performed without prior written approval by the Contracting Officer.
10] Any welding, if required as part of the tasks below, shall be performed by certified welders working in accordance with approved weld procedures. Certifications and approvals by USCG, ABS, or another nationally recognized authority are acceptable, and copies of these shall be provided with the quote.
11] All work performed on the vessel shall be accomplished as described unless alternatives are presented in writing BEFORE the work commences, and are agreed to by NOAA. Any work that does not adhere to the descriptions below will be redone at the contractor’s expense and within the defined period of performance.
12] The contractor shall provide personnel, equipment, tools, supplies, materials, preventative maintenance parts, personal protective equipment, and clothing necessary to perform the required services. Any replacement part or component shall be new and of equal to or of better quality than the original part or component being replaced.
13] Bidders are strongly encouraged to inspect the vessel before submitting proposals, and understand all general and local conditions that may affect the cost of the performance of the contract to the extent such information is reasonably obtainable. In no event shall a failure to inspect the vessel constitute grounds for a claim after award of the contract. The R/V Hawksbill is located at Florida Keys NMS, 95230 Overseas Highway, Key Largo, FL 33037. Contact the Technical Point of Contact (TPOC) listed below during working hours (Monday – Friday, 9:00am – 4:00pm) to schedule an appointment to inspect the vessels.
B] SPECIFIC WORK TASKS:
1] Haul out, pressure wash, block, lay days
a) Ensure that the vessel is hauled out and blocked in accordance with standard practice for this vessel type and size.
b) Pressure wash and scrape to clean bottom and running gear of the hull below the waterline to include prop, shaft, struts, rudder, dive platform supports, and thru-hull fittings of all marine growth. Clean transducers with a non-metallic brush, taking care to not mar the emitting surface in any way.
c) Check clearance of cutlass bearings on rudder and propeller shaft. With a dial indicator, check the run out of the propeller shaft. Provide FKNMS a written copy of these readings.
2] Replace Anodes, check shaft wiper Replace all the underbody and bow thruster anodes as follows:
a) One 6”x12” plate zinc anode model DP-1 mounted on the transom below swim platform (do NOT change anode alloy). Ensure plate is electrically connected to the vessel bonding system.
b) Check continuity of the shaft wiper to the vessel bonding system, adjust as required.
3] Renew bottom coating
a) a) Mechanically or chemically remove any failed or failing anti fouling coating on the underwater hull of the vessel.
b) Tape off waterline.
c) Prepare the hull surfaces per manufacturers requirements, and apply one coat of Pettit Ultima
SR60 blue 1032 antifouling paint or equivalent to the hull below the waterline, with an extra coat applied at the waterline to extend six inches below the waterline.
d) Ensure blocks and stands are shifted so that all areas of the hull are properly prepared and painted.
e) Clean and paint all submerged external intake strainers installed through the hull. Clean out intake thru-hulls before reinstalling the strainers.
4] Service main engine and generator Provide annual, routine servicing of the main engine and generator in accordance with lists below. Main has ~780 hours, and the generator ~1030 hours. All work shall be completed by certified Cummins and Northern Lights technicians authorized to work on QSL9 450HP engines and M843NW3 generators:
Engine-
a) Perform full diagnostic scan with Cummins software.
b) Check and adjust valve lash per Cummins specifications.
c) Take oil sample of lube oil, provide written copy of the results
d) Change engine oil and appropriate oil filters.
e) Change engine Fuel filters.
f) Change fuel RACOR filters.
g) Test engine battery, replace if proven to be weak or bad.
h) Drain and replace coolant with Cummins recommended coolant.
i) Inspect and clean heat exchangers, replace applicable zincs and anodes.
j) Inspect water pump for leaks and wear.
k) Replace impeller.
l) Replace belts with OEM factory belts.
m) Inspect belt tensioners.
n) Inspect turbocharger, manifold, and aftertreatment components for leaks or damage.
o) Replace gear oil and filter with factory recommended OEM parts.
p) Present written documentation of findings upon completion of work to NOAA staff.
Generator-
a) Flush and replace the engine coolant.
b) Test or replace thermostat.
c) Inspect the heat exchanger; clean if there is evidence of fouling.
d) Replace zincs and anodes.
e) Replace the raw water pump impeller. Inspect housing for wear.
f) Take oil sample of lube oil, provide written copy of the results
g) Change the engine oil and replace the oil filter.
h) Replace the primary and secondary fuel filters.
i) Inspect and clean the sea water strainer.
j) Check the condition and tension of V-belts; adjust or replace as necessary.
k) Change Air Filter.
l) Test charging system ensure its charging properly.
q) Test Generator battery replace if proven to be weak or bad.
r) Present written documentation of findings upon completion of work to NOAA staff.
5] Clean and service HVAC system Service HVAC system components as follows:
a) Visually inspect entire system, note any deficiencies.
b) Clean grills, ducts, and filters.
c) Ensure cooling coils and fins are dust-free.
d) Clean internal and external seawater intake strainers of any debris.
e) Check waterflow from the saltwater pump, check impeller condition.
f) Inspect all components for leaks and corrosion.
g) Inspect any anodes in piping, replace if degraded more than 50%.
h) On completion of all above, test the system to prove proper operation.
i) Provide NOAA staff with written report of all actions taken.
6] Inspect bow thruster, check anodes Inspect the bow thruster for damage and corrosion. Inspect anodes and replace in kind if more that 50% degraded (do NOT change anode alloy). Test the thruster at all control stations to prove proper function.
7] Inspect and service hydraulic system Visually inspect the entire hydraulic system, from reservoir to the generator-driven PTO. Note any degradation on any components and report to NOAA staff. Inspect any non-metallic coupling at the PTO and report on condition. Replace the hydraulic oil and oil filter in kind. Clean any suction strainer installed in the reservoir. If installed, inspect the interior and exterior of the oil cooler. On completion, test all circuits and functions in the system with NOAA staff present and report on function. See item 17 for additional hydraulic work.
8] Life raft service Unship one each life raft and transport to local third-party inspection and service provider certified for the brand and model of raft. The third party will inspect and perform annual service on the raft to yard’s account. Reinstall the raft upon return, being careful to orient the raft correctly with regard to drainage holes. Provide inspection and service report to NOAA staff upon completion.
9] Fire-fighting equipment service Inspect all fixed and portable fire extinguishing devices in the vessel. Repair or replace any that are non-functional. Test the fixed system and prove operability. Provide new service tags on all devices, and a written service report on the fixed system.
10] Recoat propulsor with prop-speed
a) Prepare propeller, propeller shaft, rudder, and struts for the PropSpeed or equivalent system.
b) Apply PropSpeed or equivalent in accordance with manufacturer’s instructions.
c) Upon task completion, provide NOAA staff an opportunity to inspect the new coating.
11] Renew deck nonskid Clean, prepare, and overcoat the nonskid on the aft deck and cap rails with Kiwi-grip single-part nonskid or equal. Ensure that all areas that won’t be coated are properly masked off. Color will be determined by NOAA Staff. Prior to application, present NOAA staff with small samples of varying nonskid textures so the final surface coarseness is clearly defined and agreed upon. Consult the TPOC to determine exact extent of areas to be renewed.
C] REPAIRS OUTSIDE THE STATEMENT OF WORK
No additional service or repair outside the statement of work shall be completed until approval is received from the Government Contact Point or Contracting Officer. Repairs and services less than $2,500 shall be approved by the GCP and paid by purchase card. Repairs and services over $2,500.00 shall be approved by a Contracting Officer through a modification to the purchase order. The contractor shall be compensated at a pre-determined hourly rate included in the purchase order. Materials shall be itemized on the quote and not exceed published price listings, if applicable. Repairs shall be completed within 15 days of notification or within 15 days of receipt of parts, whichever is sooner.
D] OTHER INFORMATION
1] IT Security Requirements The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The Contractor will not be accessing US government computers or IT systems for this effort. The Contractor will not be accessing any information that is not within the public domain for this effort. The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract.

The TPOC or delegate monitors all technical aspects of the contract and assists in purchase order administration. The TPOC is not authorized to change any of the terms and conditions of the resulting purchase order.
