NOAA will deliver and pick up each vessel on its trailer; the contractor is responsible for all facilities, labor, materials, tools, equipment, safety, fire protection, security, and environmental protection upon vessel arrival.

For R3010 and R2803, the contractor must perform vessel securing and blocking, pressure washing and scraping the hull bottom, cleaning engine lower units and thru-hull fittings, cleaning transducers with non-metallic brushes, sanding or chemically removing failed anti-fouling coating, taping the waterline, priming, and applying one coat of Pettit Ultima SR60 blue 1032 antifouling paint (or equal) with an extra coat at the waterline extending six inches below. The contractor must also prep and paint trim tabs and associated transom hardware while adequately masking ram cylinder rods and seals. For R2001, the contractor must procure and deliver one 70HP Yamaha outboard engine (model F70LA) to Key West, confirming details with the Technical Point of Contact (TPOC) before purchase. All work must comply with current ABYC and USCG (Subchapter T) requirements. Any welding must be performed by certified welders using approved procedures with certifications from USCG, ABS, or other nationally recognized authorities. Any repairs or services outside this scope require Government Contact Point or Contracting Officer approval, with repairs under $2,500 approved by the GCP and paid via purchase card, and repairs over $2,500 approved through a purchase order modification at a pre-determined hourly rate. Statement of Work Florida Keys National Marine Sanctuary Key West Small Vessel Group Yard Work

A] GENERAL INFORMATION:

1] This Statement of Work contains the requirements for annual haul-outs of a group of Florida Keys National Marine Sanctuary (FKNMS) vessels based in Key West FL. Vessel identification:

2] All work is to be accomplished at the contractor’s facility. The contractor’s facility shall be located less than 50 miles from the dock at the Dr. Nancy Foster Florida Keys Environmental Complex at 33 East Quay Road, Key West, FL 33040. NOAA shall deliver each vessel to the contractor’s facility on the boat’s trailer, and pick up the vessel on the trailer after completion of all work. The period of performance for completing all work on all vessels listed above is:

September 30, 2026 through February 26, 2027

The scheduling of delivery and pick-up of each vessel will be finalized with the Contractor prior to the start of the performance period.

3] Coordination of the work schedules shall be the responsibility of the contractor so as to avoid any delays or disruptions. The contractor shall provide all facilities, labor, materials, tools, and services required to complete the work.

4] Upon arrival at the contractor’s facility, the contractor shall accept full responsibility for the safety of each vessel, including fire protection, security patrols, and protection from adverse environmental conditions. This responsibility shall terminate only after all work is complete, accepted by NOAA, and NOAA personnel remove each vessel from the contractor’s facility.

5] NOAA employees and contractors may be working on board the vessels during the contract period of performance on a not-to-interfere basis. During this period, these personnel shall be given full access to the vessels during normal working hours.

6] The contractor shall ensure that all machinery and equipment used lifting the vessels from their trailers (if required) is fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of the vessels, and operated by trained, competent personnel. Docking plans for the vessels are not available, and proper support positioning is the responsibility of the contractor.

7] The Government reserves the right to award some or all tasks defined herein.

8] All work performed under this SOW shall meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to the size and type of each vessel, in addition to any specific requirements stated below.

9] In the event defects or damage unrelated to the work tasks are discovered on a vessel, the contractor shall submit a Condition Found Report (CFR) to NOAA staff. The CFR shall define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the period of performance. No additional work shall be requested or performed without prior written approval by the Contracting Officer.

10] Any welding, if required as part of the tasks below, shall be performed by certified welders working in accordance with approved weld procedures. Certifications and approvals by USCG, ABS, or another nationally recognized authority are acceptable, and copies of these shall be provided with the quote.

11] All work performed on the vessels shall be accomplished as described unless alternatives are presented in writing BEFORE the work commences, and are agreed to by NOAA. Any work that does not adhere to the descriptions below will be redone at the contractor’s expense and within the defined period of performance.

12] The contractor shall provide personnel, equipment, tools, supplies, materials, preventative maintenance parts, personal protective equipment, and clothing necessary to perform the required services. Any replacement part or component shall be new and of equal to or of better quality than the original part or component being replaced.

13] Bidders are strongly encouraged to inspect the vessels before submitting proposals, and understand all general and local conditions that may affect the cost of the performance of the contract to the extent such information is reasonably obtainable. In no event shall a failure to inspect the vessel constitute grounds for a claim after award of the contract. The vessels are located at 33 East Quay Road, Key West, FL 33040. Contact the Technical Point of Contact (TPOC) listed below during working hours (Monday – Friday, 9:00am – 4:00pm) to schedule an appointment to inspect the vessels.

B] SPECIFIC WORK TASKS ON R3010 and R2803:

1] Secure, pressure wash, block, lay days

a) Remove the vessel from the trailer to allow full access to the bottom for cleaning. Ensure that the vessel is blocked and secured in accordance with standard practice for this vessel type and size.

b) Pressure wash and scrape to clean the bottom of the hull below the waterline, and include cleaning of engine lower units, stern platform supports, and thru-hull fittings. Do not damage any existing bottom paint. Clean transducers with a non-metallic brush, taking care to not mar the emitting surface in any way.

2] Overcoat bottom paint

a) Sand or chemically remove all failed or failing anti fouling coating on the underwater hull of the vessel.

b) Tape off waterline.

c) Prepare and prime the hull, and apply one coat of Pettit Ultima SR60 blue 1032 antifouling paint (or equal) to the hull below the waterline, with an extra coat applied at the waterline to extend six inches below the waterline.

d) Prep and paint the trim tabs and associated hardware on the transom. Ensure the ram cylinder rods and seals are adequately masked before painting.

e) Ensure blocks and stands are shifted so that all areas of the hull are properly prepared and painted.

C] SPECIFIC WORK TASKS ON R2001:

1] Replace one 70HP Outboard Engine

a) Procure and deliver to Key West, FL one 70HP Yamaha outboard, model number F70LA. Confirm the exact details of the motor and shipping with the TPOC before proceeding with purchase.

D] REPAIRS OUTSIDE THE STATEMENT OF WORK

No additional service or repair outside the statement of work shall be completed until approval is received from the Government Contact Point or Contracting Officer. Repairs and services less than $2,500 shall be approved by the GCP and paid by purchase card. Repairs and services over $2,500.00 shall be approved by a Contracting Officer through a modification to the purchase order. The contractor shall be compensated at a pre-determined hourly rate included in the purchase order. Materials shall be itemized on the quote and not exceed published price listings, if applicable. Repairs shall be completed within 15 days of notification or within 15 days of receipt of parts, whichever is sooner.

E] OTHER INFORMATION

1] IT Security Requirements The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply, and a Security Accreditation Package is not required. The Contractor will not be accessing US government computers or IT systems for this effort. The Contractor will not be accessing any information that is not within the public domain for this effort. The contractor will not be processing, transmitting or storing privileged access information (i.e., non-public) in carrying out the tasks of this contract.

The TPOC or delegate monitors all technical aspects of the contract and assists in purchase order administration. The TPOC is authorized to perform the following functions: assure the contractor performs the technical requirements of the purchase order; perform inspections necessary in connection with purchase order performance; maintain written and oral communications with the contractor concerning technical aspects of the purchase order;

issue written interpretations of technical requirements; monitor contractor's performance and notify the Contracting Officer, GCP and contractor of any deficiencies; provide site entry of contractor personnel. The TPOC is not authorized to change any of the terms and conditions of the resulting purchase order.
