About this file
This Statement of Work (SOW) defines annual haul-out and maintenance requirements for two Florida Keys National Marine Sanctuary (FKNMS) vessels based in Key Largo, Florida. The contractor must complete all work at a facility located less than 50 miles from 95230 Overseas Highway, Key Largo, FL 33037 during the performance period of September 30, 2026 through February 26, 2027. The two vessels requiring service are: R3007 (Manta Racing 30', 2 x 250 OB engines) and R2204 (Twin Vee 24', 2 x 90 OB engines). NOAA will deliver each vessel to the contractor's facility on its trailer and retrieve it after work completion. The contractor bears full responsibility for vessel safety, security, fire protection, and environmental protection from arrival until NOAA personnel remove the vessel.
The contractor must provide all facilities, labor, materials, tools, and equipment necessary to complete the work. Specific work tasks for both vessels include: (1) securing, pressure washing, blocking, and lay days with vessel removal from trailer for full bottom access; (2) hull cleaning below the waterline including engine lower units, stern platform supports, and thru-hull fittings without damaging existing bottom paint; and (3) bottom paint overcoating by sanding or chemically removing failed anti-fouling coating, taping the waterline, priming the hull, and applying one coat of Pettit Ultima SR60 blue 1032 antifouling paint (or equal) with an extra coat at the waterline extending six inches below. All work must meet or exceed ABYC and USCG Subchapter T requirements. Any repairs outside the SOW require Government Contact Point approval for work under $2,500 (paid by purchase card) or Contracting Officer approval for work exceeding $2,500 (compensated at pre-determined hourly rates). Bidders are strongly encouraged to inspect the vessels before submitting proposals by contacting the Technical Point of Contact, Chad Stolka (305-360-2716).
