About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is soliciting quotes for Annual Boiler Maintenance Services, which encompasses semi-annual boiler inspection, testing, calibration, and preventative maintenance at the Puget Sound VA Medical Center's Seattle and American Lake campuses. The services include safety device testing, combustion tuning, internal inspections, and six hours of training during each semi-annual visit, with work scheduled for completion by December 31st and May 31st each year. Offerors must demonstrate technical capabilities and past performance documentation, possess appropriate boiler certifications from the Boiler Efficiency Institute or original equipment manufacturers, and comply with Service Contract Act wage requirements for Pierce and King Counties, Washington. While specific evaluation criteria are not explicitly detailed in the solicitation, vendors will be assessed on their ability to meet technical requirements and demonstrate relevant experience with boiler systems. The deadline for vendor questions is November 14, 2025, at 13:00 PST, and quotes must be submitted by November 25, 2025, at 15:00 PST to derek.crockett@va.gov.

This procurement is designated as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, requiring all offerors to be SDVOSB certified in the SBA Dynamic Small Business Search database, maintain current VETS-4212 annual reporting, and be registered in the System for Award Management. There is no incumbent contractor for this requirement. The base contract period runs from December 1, 2025, through November 30, 2026, with four optional one-year renewal periods extending through 2030, providing potential for five years of service. The services will be performed at two locations in Washington: Seattle, WA 98108, and American Lake, covering multiple boiler systems including two 500 HP York Shipley fire tube boilers and Cleaver Brooks boilers. No specific budget range or award value is provided in the solicitation documents, though vendors must account for prevailing wage rates established under the Service Contract Act for both Pierce and King Counties.
