1. Confirm SCA wage determinations (county for Seattle & JBLM) and whether on-site escorts/badging are required for American Lake.
SCA wage determinations are listed as attachments for both Pierce County, Washington and King County, Washington given there are two places of onsite contractor performance for this requirement.
Badging is not required. All contractor work will be performed during normal business hours. All contractor’s schedules require advanced review and approval by the VA COR.
2. Confirm whether National Board–commissioned inspectors with WA L&I work cards are required for inspection tasking versus City of Seattle inspection coordination (we will comply either way).
Offerors will be evaluated in accordance with the evaluation factors listed in solicitation to determine the best value to the government. Offerors can submit boiler training and boiler technician certifications such those offered by the Boiler Efficiency Institute (BEI) and/or boiler original equipment manufacturers (Cleaver-Brooks, York Shipley).
3. Internal inspection of the feedwater deaerator is only asked to be performed in the base year, but it is required by code to be done every two years.
The government’s requirement is for the base year.
Would you like use to include in year 1, 3, and 5? Additionally, would you like to have the Mag Particle testing completed each time as well?
No, the government requirement is for the base year as outlined in the SOW and Price Cost Schedule.
4. Are there door hinges or an overhead gantry system to allow for safe opening of the boiler doors?
There are hinges. The contractor is not expected to require an overhead gantry in performance of this these semiannual services.
5. The RFQ mentions internal inspections during each visit, but the manufacturer only recommends doing this once per year. Can you confirm that you want the boilers opened and internally inspected twice?
The contractor must provide Internal inspections of all the boilers once a year.
6. Provide any as-built lists (boiler models/BMS, burner types, emissions limits, prior MT reports for deaerators, last combustion test).
There are currently no as-builts or MT reports available.
7. Is there a job walk for this RFP?
No site visit is scheduled for this RFQ.
