About this opportunity
The Department of Agriculture Forest Service seeks excavation, embankment, drainage, dewatering, and crushing of aggregate materials at the Anderson Gravel Pit in Delta, Colorado, with quotations due July 14, 2026 at 1100 Mountain Time. This is a 100% Small Business Set-Aside with a size standard of 550 employees. Amendment 0001, effective July 7, extended the original July 6 deadline to July 14 and updated the Schedule of Items quantities; offerors must acknowledge receipt of the amendment prior to submission.
Place of performance is Delta, Colorado (coordinates 39.030713 N, -108.111150 W) within the Grand Mesa, Uncompahgre, and Gunnison National Forests, Grand Valley Ranger District. The NAICS code is 212319, Other Crushed and Broken Stone Mining and Quarrying; PSC is 5610, Mineral Construction Materials, Bulk.
Work involves three primary tasks: removal and stockpiling of overburden soils (up to three feet depth) prior to crushing, then spreading overburden across disturbed areas and seeding per specifications; sloping the pit with drainage ditches at two to four percent grades to divert water away from stockpiles; and crushing, stockpiling, and testing aggregate per Forest Service Supplemental Specifications. The Schedule of Items includes mobilization (lump sum), state-certified belt scale calibration (one initial and 12 subsequent verifications per NIST Handbook 44 Section 2.21), contractor sampling and testing using AASHTO standards (29 each), stockpiled aggregates totaling 50,000 tons in two grading designations (5,000 tons Grade A at 2.5 inch minus and 45,000 tons Grade F at 1.5 inch minus), and UAV drone survey services requiring a FAA Part 107 Certified Remote Pilot (nine surveys). Material testing must be performed by a licensed third-party geotechnical firm. Operations are limited to July 1 through October 1 annually, 7:00 AM to 7:00 PM Monday through Friday, excluding Federal holidays without written Contracting Officer approval. Equipment must be cleaned of mud, dirt, and organic material before entering public lands to prevent noxious weed spread.
Performance period runs August 5, 2026 through November 5, 2027 (449 calendar days after notice to proceed); work must begin within 10 calendar days of the notice to proceed. The solicitation is issued as a Request for Quotation under FAR Part 12 (commercial items); this announcement constitutes the only solicitation and no separate written solicitation will be issued.
A mandatory site visit was held June 17, 2026 at 1000 AM MDT. Questions were due June 23. Award will be made to the offeror providing best value based on Technical Approach (2–4 pages with construction schedule, weighted 2–4 on a comparative basis), Past Performance (3-page description of relevant projects completed within five years with customer references, weighted comparatively), and Price. Offerors must submit a 20% bid bond on Standard Form 24; upon award, a 100% Performance and Payment Bond on Standard Forms 25 and 25A is due within 10 calendar days. The Government intends one award and will conduct comparative evaluation without formal trade-off procedures.
Davis-Bacon prevailing wage rates apply per General Decision Number CO20260002 (effective May 18, 2026) for Mesa County, Colorado. The contractor must comply with biobased product requirements under the Farm Security and Rural Investment Act of 2002 and FAR 52.223-1 and 52.223-2. Excess materials produced from Government lands beyond contract requirements become Government property and must be placed at approved locations at no additional cost. Contractor assumes liability for on-site fuel storage requiring secondary containment. On-site camping is permitted with a predetermined camping permit issued by the Contracting Officer prior to mobilization.
Contracting Officer: Lucas J. Dahlman, lucas.dahlman@usda.gov. Contracting office: USDA-FS CSA Intermountain 8, Ogden, Utah.
