About this file

This is a Pre-Bid Questions and Answers document for Solicitation No. 1240LT26Q0086, addressing the Anderson Gravel Pit Rock Crushing project. The document addresses 20 clarifying questions submitted by potential bidders regarding operational, environmental, and regulatory requirements for the gravel crushing contract.

Key operational requirements include: the operator must employ a FAA Part 107 Certified Remote Pilot for unmanned aerial vehicle (UAV) operations, with flight information provided to the Contracting Officer; material testing must be conducted by a licensed third-party geotechnical firm (Lambert and Associates and Buckhorn Engineering are cited as previously-used examples); and hours of operation are 7:00 AM to 7:00 PM Monday through Friday, excluding Federal holidays, with weekend operations subject to Contracting Officer approval. The site encompasses an estimated 1.87-acre footprint with topsoil generally less than one foot deep, though deeper pockets may exist. The operator may explore the entire extent of the pit without vertical excavation limits unless the water table is perched. Blasting is not required but requires USFS Regional blaster approval if undertaken. The operator is responsible for material stockpile location as directed by the Contracting Officer, with segregated stockpiles permitted side-by-side placement. Reclamation requirements include contouring per pit development plan notes; seeding is not required, but trees are permitted on reclaimed areas. Fuel storage requires secondary containment, and the operator assumes liability for losses. PART 46/MSHA requirements apply, and fire restriction requirements are referenced in the contract. Camping on-site is permitted with a predetermined camping permit issued by the Contracting Officer prior to mobilization.

Is there a fuel storage limit?

• No, however, fuel must have secondary containment, and the operator should be aware the site is not in a secure location and is responsible for loss.
