About this file
This document is a Forest Service Supplemental Specifications (FSSS) amendment to FP-24 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, specifically for the Anderson Gravel Pit Rock Crushing project. The specifications incorporate modifications to FP-24 that establish requirements for National Forest System Roads construction, with the FSSS serving as the controlling specifications when modifications conflict with the base FP-24 document.
The key operational requirements include: crushing operations are limited to July 1st through October 1st annually, with no work permitted on Federal holidays without written Contracting Officer approval. Government-furnished mandatory material sources include stockpiled aggregates and aggregate from the Anderson Gravel Pit (Pay Items 31401 and 70301). All contractor-furnished materials must be weed-free, with equipment cleaned of mud, dirt, organic material, and fluid leaks repaired before moving onto Forest lands. Turf establishment must be applied to disturbed areas within ten days of crushing completion using specified seed types at 19 pounds per acre of pure live seed. The specifications establish decimal accuracy standards for payment measurement, weighing procedures for aggregates (with moisture content adjustments per AASHTO T 99 and T 255), and contractor quality control requirements maintaining accessible testing and inspection records by pay-item. Section 314 addressing stockpiled aggregates requires compliance with MSHA 30 CFR Part 56 and submission of an operation plan. Excess materials produced from Government lands beyond contract requirements become Government property and must be placed at approved locations at no additional cost. The document also modifies measurement and payment procedures, eliminates prosecution and progress requirements, and adjusts roadway excavation protocols for rock cuts, earth cuts, and drainage features.

Add the following to Subsection 105.02(c) Material Sources, Contractor-located sources:
All material (e.g., soil, gravel, sand, borrow, aggregate, etc.) transported onto National Forest System land or incorporated into the work shall be weed-free. The Contracting Officer may request written documentation of methods used to determine the weed-free status of all materials furnished by the contractor. Contractor-provided means and methods to establish weed-free status must be appropriate for the weeds of concern in the local area. The following applies to this contract: All equipment shall be cleaned by the contractor prior to moving equipment onto public lands and project area. Equipment shall be cleaned of mud, dirt, and accumulations of organic material which may harbor seeds or plant parts of noxious weeds. Fluid leaks shall be repaired prior to moving onto Forest lands.
Delete second paragraph and subparagraphs (a) and (b) in Subsection 105.05 Use of Material Found in the Work and replace it with the following:
The right to use and process material found in the work excludes the use and processing of material for nongovernment contract work, except for the disposal of waste material.
Materials produced or processed from Government lands more than the quantities required for performance of this contract are the property of the Government. Place excess material at government-approved agreed to location(s), at no additional cost to government.
